I mean we don't necessarily know what year this takes place. It could be that this takes place in 2018, and not 2019. She would've just turned 17 at the start of the school year, still making her 17 at the winter formal.

i don’t get the characters ages on the show. if rue was born just after 9/11 how and at the end of the show it’s winter formal she can’t still be 17 right? but if she’s 18 now how is she a high school junior? maybe i’m being dumb but im confused lol
