ACTUALLY Unalaq is a reactionary conservative, not a theocrat (although those two overlap. I’m really wondering why anyone would be “mind blown” over this- it’s so damn *obvious*. 
...and now I am reminded of how badly LoK handled this in general. It’s a great idea on paper, but the execution ranged from decent to awful. Particularly bad: Unalaq and everything about him, and Korra’s massive hypocrisy about Kuvira’s authoritarianism.

Even the more minor villains like Varrick (who is not always necessarily a villain) and the Earth Queen represent ideologies as well:  Capitalism and Monarchy, respectively.
