Garon was still alive during the concubine wars, right?
Yes!
So to give a sort of timeline, Garon had Xander with Katerina, the original queen of Nohr. But he couldn't keep it in his pants/fell in love too easily, so he had a bunch of concubines as well, resulting in Camilla, Leo and other unseen siblings.
Katerina was well liked among the populace and the other nobles/aristocrats, but she passed away. This had an impact on Nohr of course, but the other concubines most likely felt emboldened to fight each other more for favor.
Arete and Azura fled Valla after Anankos killed the current king (Azura's father). Garon fell for Arete and she became the new queen, but was never able to escape Katerina's shadow. Because of this, she and Azura were treated badly by the upper echelon of Nohr, especially the other concubines and their children.
These so-called "concubine wars" got so bad, murders and backstabbing begane to happen. Possibly related to this, Arete died after succumbing to the Valla curse to pass the info to Azura.
Due to Arete's death and the ongoing concubine feud, Garon fell more and more into a depression. It's likely he either died or was just so far gone in the head, but regardless, it was shortly after Elise was born that Garon was possessed by Anankos, as that's when he then installed the Anankos statue in his throne room's ceiling.
There is a bit of inconsistency though, as Azura details in her support with Elise that she told Mikoto how she wanted to "connect with her little sister back in Nohr who was just born", but Azura was explicitly kidnapped after Corrin, and it was almost certainly an Anankos possessed Garon who killed Sumeragi. So, meh.
But yes, the long and short of it is that Garon was alive and kicking as himself during the concubine wars, and it was those conflicts that led him to be possessed in the first place.
