This quite interesting! I haven’t read the One Piece Manga yet so I’m going with you along this ride! This cover might be metaphor in some way… Zoro being the Shark and Luffy having to tame him. Or this could be a nice cover art, I don’t mind it at all ^^!

When I think about it how Oda does covers - basically with little to no regard for what the actual content of the chapter is - I'm reminded of how unusual that is.

In another author's hands, the introduction of a character as important as Zoro would get a big like, SHONEN POSE cover, and possibly reveal the new character in the cover itself. I could go into a lot of detail about what I think that means for Oda's storytelling, but at the very least it certainly became an important characteristic of the manga and Oda's style.
