Do you really believe that if a bunch of undercity kids burglarized an apartment in Topside's academy grounds and accidentally caused a massive explosion that injured or killed a bunch of people including a councilor's daughter and a Piltovan student who resided there, that topside would feel sorry? Because one (1) Zaunite teenager died?

No. Not for one second. What they would do is immediately drag off the three remaining (extremely traumatized and distressed) children to Stillwater without trial most likely to await execution. Exile or years in prison, if they're fucking lucky. Jayce, a Piltovan citizen, was going to be exiled in the main timeline and the explosion didn't even kill anyone. Enforcers literally spent several episodes doing everything in their power to haul those kids to Stillwater in the main timeline when the explosion was smaller and again didn't even kill anyone AND despite knowing the explosives belonged to Jayce and were therefore most likely triggered on accident. It nearly started a war in the main timeline because of Topside's relentlessness to get four Zaunite teenagers!!! It only didn't because Silco and Marcus got involved and 3/4 of the kids were successfully arrested or killed without the wider Zaun community knowing how or why.

Unlike the main timeline, one of the few things we know for sure is that the kids were still in the building when enforcers arrived at the scene. They were too distraught to escape. So they'd have been instantly dragged off, fuck Marcus's UwU sad expression. He was an absolute pig and he hated Zaunites, he Would Not care seeing a dead teenage girl. I firmly believe he only had that look on his face because he hadn't yet realized she was from Zaun.

Now, I'd like all of you to imagine for a minute the absolute Hound of the Underground Crash-Out that would occur when Vander found out his daughter was dead and his other three children were dragged to a horrific prison. He'd break down Silco's door, gauntlets on, and immediately agree to do literally anything to get his kids back. He'd take the Shimmer like Silco wanted. He'd become a monster like Silco wanted, and Silco's original plan to use weaponized shimmer on already-terrifyingly strong people like Vander and Sevika would come to a very early fruition, at the threat of which topside would likely concede to independence talks like Silco planned in the interest of avoiding a conflict that had the potential to do them significant harm.

Treaties get signed. Zaundads gets established. Children get set free.
