The medication he took is not banned by the IOC, only a substance in it. However, the IOC still allows you to use it as long as it's less than 150mg, Bäckström's test showed he had 190mg.

During the 2010 Olympics Visnovsky got caught for the same thing, but he was notified in time to resubmit a test showing the levels had gone down and got to continue to play only getting a warning.

So the IOC pretty much screwed Bäckström over when it took them 4days to analyze the test and inform him that he had failed.
