Contratista cercano a Sheinbaum obtiene 400 mdp del gobierno capitalino

Un contratista que ha trabajado varias veces con Claudia Sheinbaum, Armando Alonso Beltrán, ha obtenido durante el actual gobierno capitalino al menos contratos por 436 millones de pesos y 337 para el Proyecto Chapultepec. Uno de sus domicilios fiscales es una casa abandonada, informó El Universal.
Ese diario publicó este jueves la nota “Proyecto Chapultepec da 337 mdp a contratista con irregularidades que sirvió a Sheinbaum”, en el que se da cuenta de que Alonso Beltrán, quien ha tenido vínculos con la hoy virtual candidata presidencial de Morena desde que ella era alcaldesa de Tlalpan, constituyó en mayo de 2018 un par de empresas denominadas Desarrollo Sustentable Arro y Supsus Ingenierías, que en unos cuantos meses, ya con Sheinbaum en la Jefatura de Gobierno de la Ciudad de México, empezó a facturar millones de pesos por contratos con el gobierno capitalino.
La información de El Universal indica que esas dos empresas de Alonso Beltrán han obtenido contratos para intervenir en los trabajos de unos de los más ambiciosos proyectos del gobierno federal en materia de cultura, el Chapultepec: Naturaleza y cultura, para el que entrega recursos a dependencias del Gobierno de la Ciudad de México para que este los administre.
En ese proyecto, las empresas de Alonso Beltrán han participado en un par de rehabilitaciones y en la construcción de una cineteca. Por ello han cobrado 337 millones 599 mil pesos.
Sin embargo, las empresas de Alonso Beltrán presentan irregularidades: no se encuentra en el Registro Único de Proveedores y Contratistas del Gobierno de la Ciudad de México, además de que sus domicilios fiscales se encuentran en una casa abandonada y en una vivienda en la que “nadie atiende”, según refiere la nota.
Otros de los proyectos del Gobierno de la Ciudad de México en los que las empresas de Alonso Beltrán han obtenido contratos están los de Pilares, una ciclopista en Canal Nacional y también uno de pintura en la ahora avenida México-Tenochtitlan. Además, en la alcaldía Iztapalapa consiguió uno más para construcción de diversos inmuebles socioculturales.
Así, la actual administración del Gobierno de la Ciudad de México le ha entregado contratos a las empresas de Alonso Beltrán, pese a sus irregularidades, por un monto de al menos 436 millones 569 mil pesos.

Operação Lilliput: advogado, agente da PF e auditor da Receita são denunciados e acionados por improbidade no MA

O Ministério Público Federal (MPF) no Maranhão propôs denúncia criminal e ação de improbidade administrativa, na Justiça Federal, contra o auditor-fiscal da Receita Federal Alan Fialho Gandra, seu filho, o advogado Alan Fialho Gandra Filho e o agente de Polícia Federal aposentado Dário Jacob Bezerra, pela suposta violação de informações sigilosas da Receita Federal e solicitação de vantagem indevida para restituição tributária.
De acordo com a denúncia, uma contribuinte informou à Receita Federal que teria sido procurada pelo advogado Alan Filho, em 2015, com a proposta de agilizar um processo administrativo fiscal referente à restituição tributária do espólio do seu falecido pai, no valor de R$ 1.972.402,00.
Após negar os serviços de Alan Filho, a contribuinte continuou a ser insistentemente procurada pelos acusados, tendo Alan Gandra e Dário Jacob ido pessoalmente e sem autorização na sua residência, mas não foram recebidos por ela.
Segundo o MPF, Alan Gandra, valendo-se da condição de auditor-fiscal da Receita Federal, acessou indevidamente o sistema informatizado da Delegacia da Receita e disponibilizou os dados do processo para os advogados, agindo assim praticou crime de violação do sigilo funcional e, juntamente com os demais denunciados, praticaram o crime de corrupção passiva ao tentarem obter vantagem indevida da contribuinte. Caso sejam condenados, as penas podem variar de 1 a 8 anos de reclusão, além de multa.
Da mesma forma, o MPF também propôs ação de improbidade administrativa contra os acusados, requerendo as penalidades estabelecidas no artigo 12, inciso III, da Lei 8429/92, entre elas a perda do cargo público do auditor da Receita Federal, Alan Gandra.
A denúncia é um desmembramento da Operação Lilliput, deflagrada em 12 de julho de 2016, que apurou supostas práticas de crimes de corrupção (ativa e passiva), falsidade ideológica, violação de sigilo funcional, bem como delitos contra a ordem tributária e contra o sistema financeiro nacional. Na operação, os denunciados Alan Gandra, Alan Filho e Dário Bezerra tiveram prisão temporária decretada.
