What I don't get about Juvia is why everyone thinks she's weak. She was definitely worthy of S class if not already an S class wizard? She and Gajeel were apart of the strongest wizards in Phantom Lord who were all at least S class rank?
So why is it that in the show/manga she's regarded as one of the weaker characters when she was shown to also be at least S class?
