One thing Hannibal has never been deceitful and dishonest about with Will, is his feelings.

Went back to rewatch this scene and genuinely I don't understand how this can come off as manipulative to anyone.

If you ask me, this was Hannibal's biggest act of love and devotion. Even bigger than what he did at the cliffside. He surrendered all the power to Will. Gave him one ultimate opportunity to decide and make his own choice: "Don't worry about me, where I am, or what I do. I am here waiting for the day you make up your mind, whatever that might be."
