It is one of the many ironies of Tudor history that the most reluctant participants in the Anglo-Spanish war were... Philip II and Elizabeth I.
Like imagine a Batman movie where the Joker spends 90% of the film skirting Gotham's city limits so he doesn't provoke Batman into all-out confrontation. Just lowkey sabotages Gotham's traffic and tries to get other people to assassinate the Batman.
