The Bihar Industrial Investment Promotion Policy 2016 which is effective from 1.09.2016 and will continue till completion of five years. Further, Bihar government in its cabinet meeting held on 26.06.2020 has come out with a few amendments in this policy which shall be effective from the date of notification. The existing benefits such as interest subvention, SGST reimbursement, Stamp duty & land registration charges, etc shall continue. The highlights of amendments are:
The validity period of the policy is extended and shall be continued till 31.03.2025
Units having investment less than Rs. 25 Lacs or proposed employment less than 25 person shall not be eligible for application under this policy
Dry warehousing with cleaning and drying facilities, cold chain system and bottling units (Juice, Ketchup and Squash) are shifted from Non-priority sector to Priority sector

Salient features ● This policy will be applicable till 31st March, 2025 from the date notification. Eligible units under the policy shall avail the capital subsidies up to a maximum of 2 yrs. after the end of the policy term. ● The policy provisions under the current policy shall be available to investors in addition to the Bihar Industrial Investment Promotion Policy, 2016, but there shall be no overlapping supports, i.e. investors shall not be eligible to avail same incentives under both policies

General Provisions  The appraisal report prepared by the bank/ financial institute shall form the basis for ascertaining the project cost for calculation of incentives.  For units, not availing the benefits of bank loan, and not having Bank Appraisal Report, Department of Industries will facilitate the empanelled agencies, who will assess the Detailed Project Report (DPR) of units.  In case of special class entrepreneurs, the maximum limit of all kinds of incentive/s (except for land) shall be increased by additional 5% over the given limit across all categories

The units will have to supply 100% of their Ethanol to Oil Manufacturing Companies (OMCs) under Ethanol Blending Programme (EBP) of Government of India.
