Ways Nettles can still show up:

-Rhaena tries claiming him, but he flies off to Driftmark after having his peace disturbed at the Vale, and there he seeks residents with the farmers, and Nettles is working as a farm hand and spots him.

-Nettles is at the Vale. She's the one who has been feeding him sheep and keeping him away from the residents of the vale there's subplot for this:

1. Rhaena spots her and questions her about him, Nettles says that he only seems to like sheep and doesn’t really harm humans unless they try and interfere with his food. She asks if she can approach the dragon and try and claim him. She fails, and Nettles saves her this makes them both realize that Sheepstealer only listens.

2. Rhaena doesn't spot her, Nettles is about to bring Sheepstealer his daily sheep, but she sees Rhaena and stays hidden. After seeing Rhaena almost lose her life and leaves she then approaches Sheepstealer and wonders why he's never harmed her.

-Sheepstealer has already been claimed by Nettles and when Rhaena gets too close, she's startles Nettles, and she tells Rhaena to leave her alone or else...
