One of my favorite headcanons is Nations being (involuntarily) public figures, but the way they approach it will depend on their status and local culture. HRE and Ludwig comparison.
I think Ludwig's eyes are very unsettling to look at even for other nations. They're sort of glassy and beady, like that of a dead fish. It makes it hard to ignore that he's a walking corpse.
I don't think he literally is Holy Rome, it's moreso that he's occupying a body he was supplied with. Their shell is the same, and not much else, between them.
