In TFA, Kylo freezes a somewhat-unexpected blaster bolt in midair.

In TLJ, he sits there and watches as Rey 1. Looks for her blaster 2. picks up her blaster 3. fumbles for the safety 4. takes aim and fires at him 

before he reacts, and he’s so startled that he’s 100% certain he’s been shot
