Hope (and Possible Heartbreak) at Amarillo’s ‘Tent City’
Advocates for the homeless in Amarillo have cheered the creation of a “tent city” near downtown, but the site has raised the ire of city officials threatening fines.
Though they’re not related, Brian Allan Moore and Nicholas Rocha refer to each other as brothers. The men grew up in the same Oklahoma City suburb of Del City and have had similar struggles with homelessness and methamphetamine addiction. “Del City: Come on vacation, leave on probation,” says 28-year-old Rocha, a former bull rider who cycled through juvenile and adult lockups. On January 18, after months roaming through Oklahoma with a shopping cart full of their belongings, Moore and Rocha landed in Amarillo, where they were offered a space to stay at the Christ Church Camp of New Beginnings.

Some of the roughly 30 people who live here refer to Christ Church Camp as “tent city” — the site, set on a low berm between an underpass and a defunct railroad line just northwest of downtown, is a collection of faded tents encircling a fire pit and a 15-foot white cross.
On Sunday, Rocha invites me inside the tent he and Moore share. It’s not tall enough to stand in, but they have mattresses and blankets — overnight low temperatures dropped into the 20s this week — and an armoire stacked with trinkets. “Check this out,” says Rocha, as he flicks on a string of blue Christmas lights attached to the tent’s roof. Moore, who appears to always be in good spirits, sticks his head through nylon door. “Welcome to MTV’s Cribs!” he says.
Since November, the camp has played host to a revolving cast of Amarillo’s growing homeless population. The site attracts those who do not fit into the city’s traditional shelters, which house about 550 people from the city, surrounding rural areas and other states. Some lack required identification or have been banned from shelters for fighting or being intoxicated. Others are unwilling to part with their belongings or pets. Some residents are couples who are loathe to split ways, as shelters generally house men and women separately. Compared to living on the streets, Christ Church Camp is a “blessing,” Moore said.
But now the camp, the brainchild of local homeless advocate Amanda Brown-Hunter, is at the center of an escalating dust-up between city officials and advocates who say the city’s draconian ordinances essentially punish homelessness. For example, sleeping on public property and living in a vehicle is prohibited. Offenders can be fined, and interactions with police sometimes lead to homeless people being run for warrants and being arrested for small-time drug possession or public intoxication.

Brown-Hunter said she assumed she was breaking no city rules when she opened the camp on leased private property, but city officials have dogged her about bathrooms, hygiene and trash. After addressing officials’ initial concerns, Brown-Hunter said the city dug up an ordinance forbidding camping on private property for longer than 72 hours at a time. Officials have put the camp on notice: If they don’t disband by Thursday, Brown-Hunter and the landowner face fines of $2,000 a day.
“We’ve bent over backwards to comply but they just won’t budge,” Brown-Hunter said. “Most of the ones in my camp don’t have another place to go.”
Assistant City Manager Kevin Starbuck said that the ordinance, which prohibits living in a temporary structure for more than three days, has been invoked for residents’ own good. “The use of temporary structures is not appropriate and there should be policies in place to get those individuals into shelter systems,” he said. “I know one of the criticisms is that the city went out and found this ordinance from 30 years ago. Maybe it was a misstep on the city’s part not to identify that at the time we became aware of the camp, but once we’ve been made aware of that through research our staff has done, we can’t turn our backs on it now.”

Advocates say that rules such as those being enforced in Amarillo are part of a criminal justice system that turns homeless people into petty criminals. In 2016, the National Law Center on Homelessness and Poverty surveyed 118 U.S. cities, finding that 33 percent of them prohibit camping in public and 18 percent prohibit sleeping in public citywide. Almost half ban sitting or lying down in public and 39 percent prohibit living in a vehicle.
In Dallas, which had its own high-profile eradication of a “tent city” last year, it’s illegal to “doze” in a park, alley or other public place. In San Antonio, you can’t use a car for “living accommodation.” Houston forbids sleeping in a makeshift structure on public property. “With no ability to abstain from basic human conduct, and with no private place to perform actions like sitting down or falling asleep, homeless people across the country are set up to violate laws prohibiting such conduct in public places,” the authors of the report wrote.
Like Brown-Hunter, those who try to help the homeless can end up in hot water, too — in 2015, a San Antonio chef who whipped up meals for the homeless was hit with a $2,000 fine.

Texas has an estimated homeless population of 23,000. In Amarillo, advocates say “point in time” counts lowball the number of homeless at 675 (which represents an increase from the 2014 figure of 451) One nonprofit, Amarillo Housing First, puts the number between 1,100 and 1,800, more than double the available shelter beds.
“Ultimately, we can never arrest or fine our way out of this issue,” said Eric Samuels, president and CEO of the Texas Homeless Network. “The only way that we can effectively address homelessness is through a coordinated, community-based collaborative approach.” Not speaking specifically of Amarillo, Samuels suggested that cities create alternative penalties for homeless “nuisance” crimes along with increasing affordable housing and connecting the homeless with social services.
Brown-Hunter said her camp has been at least marginally successful — two of the residents have gone into drug treatment programs and another has sought out mental health treatment. If nothing else, the camp has given the people who live there a sense of community they didn’t have before, she said. That community stands to be broken up if the city follows through on its threat to refer violation notices to a district court. “For some of them it’s the only family they have,” she said. “They’re already starting to scatter because they know the city is coming.”
On Sunday, for the second week in a row, advocates, church groups and some of the camp’s residents prepared to march through downtown Amarillo in protest of the city’s actions.

Marching from Ellwood Park behind a megaphone-wielding Brown-Hunter, they waved signs bearing messages like “IT IS ILLEGAL TO BE HOMELESS IN AMARILLO,” and along the way hypothesized about why the city had come down so hard on the camp. The leading theory is that the eyesore Tent City might clash with the $300 million downtown revitalization project that city officials have tried so hard to usher in. Starbuck, the assistant city manager, said that’s hogwash. “There’s no drive to move people out of an area,” he said.
The protesters weaved a path from the park down South Adams Street and back to the camp, drawing some horn-honking and thumbs-ups in solidarity from onlookers. Standing atop a log, Brown-Hunter gave an impassioned speech through the megaphone. But after everyone but the homeless walked back to their cars, and night began to fall, the campers started to hunker down for a cold night — the overnight low was 23 degrees. Moore broke thin strips of wood over his knee and chucked them into the fire pit.
“This is our home. If we didn’t have this, I don’t know where we’d be,” he said. “It’s really sad what the city is trying to do. Hope they make the right decision.”

Martindale is best pick for Amarillo

One way or another, the courts system in the Amarillo-area is going to have a different look.
Due primarily to incumbents opting not to run for another term, there are four judicial races on the March 6 GOP ballot in the Amarillo-area that will (again – one way or another) result in a new face on the bench.
Normally, judicial races are not that sexy or headline-grabbing, and most voters are probably not that familiar with the candidates. (And we still wonder why judicial candidates in the state of Texas must run on a partisan basis, but we digress.)
Considering the large number of candidates vying to take the bench and judge right and wrong and how it applies to the law, voters need to be aware of who is running this time around, and their qualifications.
The sheer number of judicial races makes it vital that voters support the best candidates.
In the case of Randall County Court-At-Law No. 2, the best candidate in the three-candidate field is Matt Martindale.
If elected, Martindale has a few things in mind that would be of benefit to Randall County.
Martindale, who has been practicing law since 1996 (including as a city attorney and assistant district attorney) has been volunteering and/or working for more than a year in the Potter County veteran and mental health court, and would like to implement a similar expanded court in Randall County.
In addition, Martindale would simplify “local rules” used in the court. For example, changing requirements for communication between attorneys filed with the court and other filing requirements that are too similar to federal rules. Martindale would prefer these “local rules” be similar to Randall County Court-At-Law No. 1, which is reasonable and beneficial.
Martindale, who has handled cases in Randall County Court-At-Law No. 2, also has experience in cases that routinely come before this particular court, including family law cases.
Martindale also would like to move cases through the court in a more timely fashion.
As previously mentioned, a major reason this race is so important is because there will be a significant change in judges in the Amarillo-area. Voters need to make sure they pick the best candidates. In the case of Randall County Court-At-Law No. 2, that candidate is Matt Martindale.

Voiceover king ‘Fluffy’ Iglesias brings family-friendly show to Amarillo

Comedian and actor Gabriel Iglesias says for his new tour, the character better known as “Fluffy” is focusing on friendly — not offensive.
Iglesias is bringing his One Show Fits All Tour to Amarillo on Saturday for two performances at the Amarillo Civic Center Complex Auditorium, 401 S. Buchanan St. The versatile performer’s shows at 6 p.m. and 10 p.m. are sure to not only provide serious laughs for those in attendance but also a chance to disconnect from certain topics and opinions of the day that are too often overshared, he said.
The word friendly is also an appropriate descriptor for Iglesias’ body of work in voice characters in current and recent on-screen productions.
Iglesias will be voicing the character of Sprinkles in the upcoming movie “Show Dogs,” in theaters May 18. Last year, Iglesias voiced Cuatro in “Ferdinand” alongside wrestler/actor John Cena, was Head Clerk in “Coco” and Rufus the Dog in “The Star.” He can also be heard voicing the character Jokey in “Smurfs: The Lost Village” and reprising the voice of “Jimmy” in “The Nut Job 2.”
But all the movie work hasn’t taken away from his stand-up routine. Iglesias recently headlined a sellout Madison Square Garden in New York and has done so at other venues across the country.
Last week, Iglesias took a few minutes out of his busy schedule to answer some questions from the Globe-News.
Amarillo Globe-News: What kind of material can Amarillo audiences expect to hear from you this time around? Any particular themes?
Iglesias: If they are looking for a break from craziness in the world, they will get it here. I stay away from three topics: sports, religion and politics — those topics can really divide a room and people come to see me for laughs, not statements. The new tour is called “One Show Fits All” — I named it that because of the fact that it really is one show fits all. People come from all walks of life, race and age. It’s a show that is friendly and hopefully doesn’t offend people. I perform so everyone can enjoy it and keep the polarizing views out of it. I will cuss from time to time, but if I cuss … there is a reason
AGN: What about Amarillo audiences makes it fun to come and perform here?
Iglesias: I love my Texas fans in general, they love to laugh and have a good time. One of my specials was shot in Texas because my fans are so supportive.
AGN: You’ve had such a varied career in the entertainment business. What’s your favorite current project?
Iglesias: I love doing voiceover work. I’m currently doing a voiceover for a movie called “Show Dogs” and I voice a pug named Sprinkles. The best things about voiceover work are getting to play very different people and animals and you get to sit in a nice air-conditioned booth and read lines. It’s easy and fun work.
AGN: Since you’ve had such a successful and versatile career, what have you not accomplished yet that you would like to?
Iglesias: I’d really love to be the spokesperson for Volkswagen. I am a big collector of VW’s and the vans and bugs have a special place in my heart. My compound in Long Beach is basically a VW museum.

Anarchy in Amarillo: ‘Bomb City’ revisits the punks vs. jocks feud
"Bomb City" sounds like it’s a war movie – and it is, in a way. It’s a Texas culture war movie, bringing to screen the brief life of Brian Deneke, the Amarillo punk rocker and skater killed in 1997 at the age of 19 during a confrontation between punks and jocks that tore the city apart.
While the uproar wasn’t widely known outside the Panhandle, it’s imprinted on those who grew up in Amarillo, like "Bomb City" director Jameson Brooks, who was 12 when Deneke was murdered in a shopping mall parking lot. Football player Dustin Camp was found guilty of voluntary vehicular manslaughter and sentenced to 10 years probation, though he later went to prison for eight years for parole violations.
"I always remember the fight happened at a place called Western Plaza and there was an IHOP right across the street from it," said Brooks by phone from Dallas, where he now lives. "I always went to that IHOP with my friends, and every time that I’d go there after all this happened, everything I could ever remember was ‘this is where that fight went down. This is where that punk rocker died.’ "
It’s no surprise then that when it came time for Brooks, who had made six short films after attending University of North Texas in Denton, to make his first feature he decided to tell Deneke’s story. The film is opening Friday at the Alamo Drafthouse.
Brooks co-wrote the script with another Amarillo friend, Sheldon Chick, and got another, Major Dodge, to co-executive produce. Both friends are older and had more firsthand knowledge of the punk scene that Deneke was a part of.
"This was a no-brainer," said Brooks, 32. "We felt like we wanted to be a part of Brian Deneke’s story and to help spread the message about intolerance."
A little help from Brian’s friends
The first thing the filmmakers had to do was get the permission of the Deneke family. "We wouldn’t have done it without them on board," Brooks said. "That was probably the hardest thing that we’ve had to do was sit across from them and ask to tell their murdered son’s story. … But they have been amazingly supportive.
"A lot of Brian Deneke’s friends came on board and they helped us out. They gave us a lot of nuggets in there about Brian. And Dave Davis, who plays Brian, actually worked with a lot of Brian’s friends, just to kind of get the mannerisms down: how he skated, what he would say, all that kind of stuff. It was really a cool process."
The result doesn’t seem like a low-budget indie, having the look and feel of a more mainstream film.
"I’m a very big fan of cinematography. … Jake Wilganowski, our cinematographer, (and I) we’d always toss around and play with some anamorphic looks, which are the lenses that we used to make it a little more like not just an indie film, give it a little bit more style."
Mostly though, viewers come away with an appreciation for Brian’s struggle against a conformist football-forever culture that he and his friends found smothering. Brian and his equally outcast buddies ended up having to find rough comfort in each other while those who didn’t understand either mocked them or fought them.
Two decades later, Brooks says things aren’t quite the same in Bomb City, the town’s nickname because of the presence of the Pantex nuclear weapon assembly and disassembly plant. The city has grown up in some ways.
"It has a very cool, eclectic part about it," he said. "It’s hard to explain because it’s a very conservative community (but) it’s a melting pot of art. You have this super-conservative aspect and then you have the other kids who don’t want to be part of the status quo … And it’s not just punks, but you’ve got the hippies and the more outsider people, alternative lifestyles."
Showing the film on home turf
Brooks discovered how much Amarillo has changed when "Bomb City" recently screened for 1,300 people at the city’s Globe-News Center for the Performing Arts. C.J. Ramone, bassist for the iconic punk band The Ramones, was brought in to host.
It was the first time the film had been shown in the city, and Brooks admits he was nervous.
"It could have been a very hostile kind of situation because there’s a lot of these emotions that we’re bringing up," Brooks said. "It’s been 20 years, but still, it’s scratching an itch of so many people and so many people who knew Brian."
Brooks says his skittishness turned out to be unnecessary. "It was insane," he said. "And C.J. was amazing. He was very adamant about ‘Look, this is the message: We’re not portraying Brian’s death, we’re celebrating his life. And that’s why we’re here tonight.’ So, it was really cool."
If Deneke were coming of age in Amarillo now, he might not have it quite so hard, says Brooks.
"The internet has kind of opened up a lot of windows now," he said. "(But) self-expression will always be looked at or frowned up in communities like that. We want to try and get it to where people can embrace it and people will accept it and actually celebrate it."

Amarillo ISD board votes to rename Robert E. Lee Elementary

AMARILLO, Texas (KAMR) — Amarillo ISD Board President Jim Austin said they have been working on the decision to rename Robert E. Lee Elementary School since last April by engaging the community and its leaders.
Austin said they felt like they had a pretty good feel for how different people felt and how to move forward by respecting the issue and keeping in mind the legacy of the school.
“I am extremely disappointed in the results of the Amarillo Independent school board vote. To leave the name of Lee and to take off the Robert E. before it. It is still named for Robert E. Lee,” said Amy Taylor, who wanted a name change.
“My point of view, they should leave it alone. The tax money, they’re going to use to change the name and all the documents they got to go through, and all that. I think it’s wrong when we could be putting it to our community,” said James Roberts, who wanted the name to stay the same.
Austin ISD board votes to rename Robert E. Lee Elementary to Russell Lee
Roberts, along with other supporters talked about the cost of the change, but the superintendent said it would only cost $3,000 to $4,000 if they went that route.
Other options brought up was to rename the school to Park Hills Elementary since that is the neighborhood of where it resides. Ultimately the board chose not to and many are still upset.
Austin said the name change is effective the beginning of this school year.
The NAACP President, Floyd Anthony, told us the fight is not over and they plan to hit back in the ballot box.

It’s snowing in south Texas! Yes, you read that right
People watch the snowfall outside the Alamo in San Antonio, Texas.
(CNN)Big and fluffy snowflakes fell across parts of south Texas on Thursday, including San Antonio and Austin.
While snow is common in parts of north Texas, it’s unusual for this region to see snowfall and people shared their delight on social media.
Renee Santos, a reporter at CNN affiliate KABB, danced in the falling flakes exclaiming, "it was 80 degrees two days ago and now it’s snowing!"
Even this pup, Rooney, couldn’t hold his excitement when he was reunited with the white stuff he used to play with in Amarillo, a city in the Texas panhandle.
This rare snow event isn’t over yet. It’s moving farther south to cities like Corpus Christi and Brownsville. They are expected to get snow throughout the night with 2-3 inches possible around Corpus Christi.
Corpus Christi has only had eight days on record with measurable snow (0.1") dating back to 1948. Last time the city saw snow was Christmas eve 2004 and that was their greatest snowfall on record with 2.3 inches.
Earlier this evening it didn’t look like Houston was going to any of the snow action and JJ Watt was patiently waiting by the window.
But his wish came true and he has joined the rest of south Texans by playing in the white snowflakes.

Lahnert: What’s up at Amarillo High? A crazy but significant 40 hours

Didn’t see that coming.
Not those last 48 hours at Amarillo High.
So what’s up? And what’s going to happen?
In a whirlwind of coaching change — from Monday afternoon to Wednesday morning — that I doubt has ever been experienced before in Amarillo High history, 31-year and 10-time state champion volleyball coach Jan Barker retired and successful eight-year football coach Mel Maxfield resigned.
As a result, two of the better coaching jobs in the Texas Panhandle suddenly are open.
Anybody predicting that would have happened while you were eating your turkey dinner last Thursday is telling a fib.
This incredible turn of events obviously is surrounded by questions.
But let’s KO one of them right away, and that is “What’s going on Amarillo High?”
Calm down.
These two jobs opening in an alarmingly short amount of time is simply a coincidence.
Coach Barker has been contemplating for a bit whether this was the year to end what I will argue until the sun stops rising in the East is the greatest coaching career in Amarillo ISD history.
Barker coached 31 years, made the playoffs 31 times, won the bidistrict round of the playoffs 31 times, won 1,116 matches and 10 Texas state title tilts.
When Barker says “it was time” and she wants to spend time with her grandson, believe her. She picked the Monday after Thanksgiving to make her announcement having no clue what was about to happen about 40 hours after she told her players Monday afternoon.
Now, as far as a football change, that came as a shocker to me Wednesday morning when Maxfield stood before his AHS players and said he had turned in his resignation.
Maxfield said it was a “mutual” decision between him and Amarillo ISD officials and a “fresh voice” was needed.
I don’t buy this one for one second.
Suddenly, a guy who has averaged eight wins a season in his eight years, a guy with a 65-29 overall record, a guy who won four district titles, a guy with a 71-3 record against the other three Amarillo ISD schools, wakes up a few mornings after Thanksgiving and says, “I think it’s time to resign one of the top 10 Class 5A jobs in Texas?”
Oh, and without another job already lined up.
I think you get the picture, and mutual is nowhere to be found on this one. So, if it was entirely up to Maxfield — who I give a tip of the cap for keeping things classy — I’m sure he would still be the head football coach at Amarillo High today.
But it happened. It’s a done deal.
So what AISD has is a search for the next couple of months for a new AHS volleyball and football coach.
Amarillo ISD athletic director Brad Thiessen will guide the search and said while there is no time frame, look for the decisions to be made following Christmas break.
Who will get these jobs?
I don’t have a clue and don’t want to get any coach in trouble who currently has a job.
But if one Kori (Cooper) Clements, current Texas Tech Director of Volleyball Operations and former AHS star, ends up with the volleyball job, that’d be cool by me.
And if the pool of football coaching candidates included current Lubbock Coronado coach Seth Parr, current AHS defensive coordinator Jason Kirkpatrick, current Dumas coach Chad Dunnam, current Panhandle coach Dane Ashley, current Bushland coach Jimmy Thomas and current Shallowater coach Bryan Wood, that’d be cool by me.
So, what’s up at Amarillo High?
A crazy 40 hours of coincidence none of us saw coming.
And 40 hours that are about to change a whole lot of lives.
That’s what’s up.

City of Amarillo Hospital District Finance Committee adjusts language of $11M Northwest Texas fund
The Amarillo Hospital District Finance Committee voted to change some of the language in the district’s Corpus Investment Policy and heard an update on the $11 million fund at its meeting Monday afternoon.
The changes were made to simplify some of the language in the policy and to comply with the Financial Institution Reform, Recovery and Enforcement Act. Some of the changes were also required by the anti-BDS (Boycott, Divisions, Sanctions) law Governor Greg Abbott signed into law in May.
The board also discussed their annual pro-forma revenue and expenditures budget for Northwest Texas Hospital which is currently $11 million, using an assumption of a 2 percent interest rate.
“What this projection shows is, through the end of the extended contract, the Corpus dollars through the sale of the hospital will fund those contracts,” said Michelle Bonner, assistant city manager of financial and leisure services.
Bonner said due to the hospital pension plan and other variables the budget will decrease.
“From the beginning of the sale in 1996, the (hospital) district targeted the end of the contract to have that pension plan fully funded,” Bonner said, “and we are on target to fund the pension plan through 2021.”
In 1996, voters approved the sale of Northwest Texas Hospital, taking it from the ownership of the Amarillo Hospital District and privatizing it, selling it to Universal Health Services, Inc. The proceeds of the sale were retained by the AHD and those funds are used to support indigent care.
The contract was going to expire in May 2021, but Northwest Texas Hospital hospital voted to extend it.
“Last year in May, Northwest Texas Hospital extended that contract for 15 years through 2036,” Bonner said. “The original contract had a provision that the hospital had the sole ability to extend the contract.”
The budget projection also included spending $100,000 for the residency program at Texas Tech.
Under the Texas Public Funds Investment Act, which is a state law, the AHD committee is required to meet annually. Bonner said during that meeting the committee discusses and approves the budget.
