Don't think he can have pen pals at this time because of the backlog, he said it himself in that girl's letter (Mia if I remember correctly) that it would be impossible to have a steady exchange because of the mail delays. I don't think he'd be so mean to write just to tell a girl 'no' just because he doesn't want her letters, he encouraged her to write again if she wanted to but warned her to not have expectations when he could've ignored her if he just didn't want her letters.

I also think he genuinely believes he has a real chance at jury nullification, so I don't think he'd risk it by sending a flirty letter now that people's support is crucial (fan girls included) and he has so many eyes on him.
