The Netflix avatar reboot drastically improved Ozai
The original ATLA tried super hard to paint Ozai as the natural arch-nemesis to Aang and put them both as ultimate pillars as good vs evil but it all feels forced and flat because he seems like he's just some dude who was about as indoctrinated as everyone else in his generation and acts like a lazy overgrown bully who let's his subordinates do most of the work. He also has no military experience whatsoever in comparison to his predecessors and Iroh.
It seems like the Netflix reboot realized this and so they made him smarter, savvier, and more nuanced. He expresses pride in Zuko's reliance and is more irritated with Zuko for not taking his shot to strike him, whereas the original is easily frightened of the thought of anyone being potentially stronger than him.
Aang wasn't told that he had to specifically defeat Ozai, only that he must do what's necessary to restore balance.
