ஒரே ஆண்டில் கிட்டத்தட்ட 1000 கோடி ரூபாய்....!!! நன்கொடையா? லஞ்சமா?

தமிழக அரசுப் பணியிலிருந்து ஓய்வு பெற்று, ஓய்வூதியம் பெற்று வரும் ஒரு லட்சத்திற்கும் மேற்பட்டவர்களின் கோரிக்கைகளை தமிழக அரசு கண்டு கொள்வதாக தெரியவில்லை. ஓய்வூதியர்களின் முக்கிய கோரிக்கைகளை நிறைவேற்ற வலியுறுத்தி கடந்த 2013 முதல் தொடர்ந்து பல இயக்கங்கள் மூலம் போராட்டங்கள் நடத்தப்பட்டு வருகின்றன. 2015 முதல் முதலமைச்சர், அமைச்சர், தலைமைச் செயலாளர் மற்றும் நிதித்துறை செயலாளர் ஆகியோரை சந்தித்து கோரிக்கைகளை எடுத்துரைத்தும் இதுவரை எந்த நடவடிக்கையும் எடுக்கப்படவில்லை. 2017 இல் தமிழக அரசு ���றிவித்து 1.10.2017 முதல் அமல்படுத்தியுள்ள ஓய்வூதியர்கள் தொடர்பான ஓய்வூதியம் திருத்தம் பெருத்த ஏமாற்றத்தை அளித்துள்ளது. ஓய்வூதிய இழப்புகளையும், முரண்பாடுகளையும், விடுதல்களையும் சரி செய்யக் கோரி பலமுறை கோரிக்கைகள் விடுத்தும் அவை ஏற்கப்படவில்லை. சமீபகாலமாக அரசு செயலாளர்களை இக்கோரிக்கையை வலியுறுத்த சந்திக்க இயலாத நிலை உள்ளது. கோரிக்கைகள் குறித்து பேசவும் முடியவில்லை. இந்நிலையில் ஓய்வு பெற்ற அலுவலர்கள் சங்கம் வரும் 23.3.2018 அன்று சேப்பாக்கம் அரசு விருந்தினர் மாளிகை அருகில் கோரிக்கைகளை வலியுறுத்தி ஆர்ப்பாட்டம் நடத்த முடிவு செய்திருக்கிறது. இந்த போராட்டத்திற்கு தமிழ்நாடு காங்கிரஸ் தமது ஆதரவை தெரிவிக்கிறது. எனவே, தமிழக அரசில் நீண்டகாலம் பணியாற்றி ஓய்வு பெற்ற ஓய்வூதியர்களின் பிரச்சினைகளை தமிழக முதலமைச்சர் ஆய்வு செய்து நியாயமான தீர்வுகளை காண முன்வர வேண்டும். இத்தகைய பிரச்சினைகளுக்கு தீர்வு காணாமல் ஓராண்டு சாதனை விழா என்று கூறி கோலாகலமாக கொண்டாடுவதில் எந்த பயனும் இல்லை. எனவே, ஓய்வூதியர்களின் கோரிக்கையை கனிவுடன் பரிசீலித்து நீதி வழங்கும்படி தமிழ்நாடு காங்கிரஸ் சார்பாக கேட்டுக் கொள்கிறேன். அறிக்கை தமிழக அரசின் 2018-19 ஆம் ஆண்டிற்கான வரவு-செலவு திட்டம் வழக்கமான சாதாரண பட்ஜெட்டாகவே அமைந்துள்ளது. தமிழ்நாட்டில் நிலவும் பல்வேறு முக்கிய பிரச்சினைகளுக்கு தீர்வு காணாத, மக்களுக்கு ஏமாற்றம் தரும் நிதிநிலை அறிக்கையாகவே இவ்வாண்டின் நிதிநிலை அறிக்கை அமைந்துள்ளது. தமிழக அரசின் கடன் சுமை ஆண்டுதோறும் அதிகரித்துக் கொண்டே போய், இப்போது 3.55 லட்சம் கோடியாக மிகவும் அதிகரித்துள்ளது. தமிழக அரசின் வருவாய் 1.76 லட்சம் கோடி. தமிழக அரசின் கடனோ 3.55 லட்சம் கோடி. 3.55 லட்சம் கோடி ரூபாய்க்கான வட்டியால் தமிழகத்தின் பல்வேறு நலத்திட்டங்களையோ, அடிப்படை கட்டமைப்புகளையோ மேற்கொள்ள முடியாமல் அரசு கடன் சுமையால் தத்தளிக்கும் நிலை ஏற்பட்டுள்ளது. பட்ஜெட் பற்றாக்குறை 17 ஆயிரத்து 490 கோடியாக உள்ளது. இப்பற்றாக்குறையை அரசு எப்படி சமாளிக்கப்போகிறது. தமிழ்நாட்டிற்கு காவேரி நதிநீர் கிடைக்காததாலும், பருவமழை பொய்த்துப் போனதாலும், காவேரி டெல்டா பாசன பகுதிகள் மற்றும் மானாவாரி பகுதிகள் காய்ந்துக் கிடக்கின்றன. தமிழ்நாட்டின் பல மாவட்டங்களை வறட்சி பாதித்த மாவட்டங்களாக அரசு அறிவித்திருக்க வேண்டும். குடிதண்ணீர், வேலை வாய்ப்பு, ஏரி குளங்களை தூர் வாரி ஆழப்படுத்த நிதி, விவசாயிகளுக்கும், விவசாய தொழிலாளர்களுக்கும் நிதியுதவி, விவசாயிகளின் வங்கிக் கடன் உள்ளிட்ட அனைத்து கடன்களும் ரத்து போன்றவற்றிற்கான நிதியை பட்ஜெட்டில் ஒதுக்கி, மத்திய அரசிடம் நிதியுதவி பெற நடவடிக்கைகள் ஏதும் மேற்கொள்ளப்படவில்லை. சுமார் 1 கோடி இளைஞர்கள் வேலை வாய்ப்பில்லாமல் காத்து கிடக்கின்றனர். புதிய தொழில்கள் தொடங்குவோரை ஊக்குவிக்க பெரிய, சிறிய, நடுத்தர தொழில்கள் தொடங்க கடன் மற்றும் மானியத்திற்கு வெறும் 600 கோடி ரூபாயை ஒதுக்கியிருப்பது ஏமாற்றம் அளிக்கிறது. இதனால் பெரிய அளவில் என்ன தொழில் வளர்ச்சி ஏற்பட்டுவிடப் போகிறது ? வேலையில்லாமல் இருக்கிற இளைஞர்களுக்கு அவரவர் கல்வித் தரத்திற்கேற்ப உதவி தொகைகள் வழங்கவோ, வேலை வாய்ப்புகள் கிடைக்கவோ வழிவகை செய்யப்படவில்லை. சுகாதாரத்துறையில் ஏழைஎளிய,நடுத்தர மக்கள் பயன்பெறும் விதத்தில் டயாலிசிஸ் வசதிகள், அறுவை சிகிச்சை வசதிகள், ஆரம்ப சுகாதார நிலையங்கள், ஒன்றிய, தாலுகா அளவிலான மருத்துவமனைகளில் இலவச சிகிச்சை தரும் விதத்தில் அடிப்படை வசதிகளை ஏற்படுத்திட கூடுதல் நிதி ஒதுக்கியிருக்க வேண்டும். பள்ளிகள் இல்லாத கிராமங்களில் ஆரம்ப பள்ளிகள் ஏற்படுத்தவும், ஆரம்ப பள்ளிகளை நடுநிலை பள்ளிகளாக அதிகளவில் தரம் உயர்த்தவும் நடவடிக்கை எடுத்திருக்க வேண்டும். இலங்கை கடற்படையால் அவதிக்குள்ளாகும் மீனவர்களின் குடும்பங்களுக்கு மீன்பிடி இல்லாத காலங்களில் வழங்கி வரும் உதவித் தொகையை ரூபாய் 5 ஆயிரத்திலிருந்து 10 ஆயிரமாக உயர்த்தியிருக்க வேண்டும். மொத்தத்தில் மக்களின் எதிர்பார்ப்புகளை, தேவைகளை நிறைவேற்றிட தொலைநோக்கு சிந்தனையற்ற, மக்கள் பிரச்சினைகளுக்கு தீர்வு காணாத சாதாரண, வாசமற்ற காகித பூவாகவே இந்த பட்ஜெட் அமைந்துள்ளது. திருச்சி திருவரம்பூரில் பைக்கில் சென்ற பாபநாசம் சூளமங்களத்தைச் சேர்ந்த ராஜா அவரது துணைவியார் உஷா இருவரையும் விரட்டிச் சென்ற போக்குவரத்து ஆய்வாளர் காமராஜ் என்பவர் ராஜாவின் பைக்கை காலால் எட்டி உதைத்ததால் கணவன்-மனைவி இருவரும் தடுமாறி கீழே விழுந்து படுகாயம் அடைந்துள்ளனர். 3 மாத கர்ப்பிணியான உஷா சம்பவ இடத்திலேயே மரணமடைந்துள்ளார். கர்ப்பிணிப் பெண் மரணம் மனவேதனை அளிக்கிறது. அவரது மறைவுக்கு எனது ஆழ்ந்த இரங்கலைத் தெரிவித்துக் கொள்கிறேன். இது காவல் துறை அதிகாரியின் அடாவடியான, மனிதாபிமானமற்ற, சட்டத்தை மீறிய காட்டு மிராண்டித்தனமான செயலாகும். தமிழ்நாடு காங்கிரஸ் சார்பில் காவல் துறை அதிகாரியின் இச்செயலை வன்மையாக கண்டிக்கிறேன். இச் சம்பவத்தை கண்டித்து அப்பகுதியைச் சேர்ந்த 3 ஆயிரத்திற்கும் மேற்பட்ட மக்கள் சாலை மறியலில் ஈடுபட்டனர். அவர்களை கலைக்க காவல் துறை நடத்திய தடியடியில் பொது மக்கள் பலர் படுகாயமுற்றுள்ளனர். இச்சம்பவத்தையொட்டி பலர் கைது செய்யப்பட்டுள்ளனர். இதில் கைது செய்யப்பட்டவர்களை விடுதலை செய்ய வேண்டுமென கேட்டுக் கொள்கிறேன். இதற்கு காரணமான காவல் துறை அதிகாரி தண்டிக்கப்பட வேண்டும். அதேபோல் உஷாவின் குடும்பத்தினருக்கு இழப்பீடாக ரூபாய் 25 லட்சம் நிவாரன தொகையாக வழங்க வேண்டும். காவல் துறையைச் சார்ந்த அதிகாரிகள் சட்டம்-ஒழுங்கை காக்க நடடிவக்கை எடுக்கும் நேரத்தில் மனித உரிமைகளை மீறாமல் சட்டத்திற்குட்பட்டு செயல் பட வேண்டும் எனவும் கேட்டுக் கொள்கிறேன். Shri MK Stalin Birthday. இன்று 65வது பிறந்தநாள் விழா கானும் திராவிட முன்னேற்ற கழகத்தின் செயல் தலைவர் திரு மு.க. ஸ்டாலின் அவர்களை தமிழ்நாடு காங்கிரஸ் கமிட்டி தலைவர் திரு. சு. திருநாவுக்கரசர் அவர்கள் நேரில் சந்தித்து பிறந்தநாள் வாழ்த்துக்களை தெரிவித்தார். அப்போது சென்னை கிழக்கு மற்றும் மேற்கு மாவட்ட தலைவர்கள் திரு சிவராஜ சேகரன், திரு வீரபாண்டியன் மற்றும் தமிழ்நாடு காங்கிரஸ் விவசாய பிரிவின் தலைவர் திரு பவன் குமார் ஆகியோர் உடனிருந்தனர்.

“Silence is golden” – the age-old proverb seems to have caught the fancy of our rather verbose Prime Minister, while a nation ponders over the reasons behind his reticence. What could explain this? When the country’s biggest banking scam hit the airwaves, Narendra Modi was found passing on unsolicited tips to students on how to cope with examination stress, inaugurating the swanky new headquarters of the Bharatiya Janata Party (BJP), and holding forth on Artificial Intelligence. It looks like the “Chowkidar” of the nation’s wealth has abdicated all responsibility, moral and otherwise.

Finance Minister Arun Jaitley is certainly no better and is only following in the PM’s footsteps. Again, not one word from him on the Rs. 21,000 crore PNB fraud. Instead, the FM slipped out of the country on Saturday on an official visit to Saudi Arabia. The BJP has so far deployed Ravi Shankar Prasad (Minister for Law and Justice, and Information Technology), Prakash Javadekar (Union Minister for Human Resource Development), and finally, Nirmala Sitharaman (Defence Minister) to fend off tough questions from the press. Looking at how things have shaped so far, it is safe to say that expecting the Prime Minister to air his “Mann Ki Baat” on the PNB fraud is an exercise in futility and frustration.

This silence is not new. Let’s take the case of the Rafale deal which smells like a brewing scam. Questions raised over the deal are yet to be addressed by the government and the Prime Minister. The government is taking refuge under the “secrecy clause”. Despite claiming in November 2017 that the NDA obtained a cheaper deal as compared to the UPA, the Defence Minister now says that the government cannot reveal the per-aircraft cost. On the question of whether the PM got the necessary clearance from the Cabinet Committee on Security before going ahead with the deal, or on why he deemed it fit to bypass HAL in favour of a private entity with no previous defence production experience, there is radio silence.

Whenever the PM speaks, it is either to dish out more rhetoric, or to badmouth the Congress Party, or to point towards the past and claim victimhood. A similar studied silence was on display when Jay Shah, the son of BJP President Amit Shah emerged as the only success story in the chaos of Demonetisation, increasing his company's annual turnover by nearly 16,000 times between 2014-15 and 2015-16.  Yet again, not a single word from the Prime Minister, as he presides over a government that is steeped in corruption.

When in Opposition, the BJP often vilified our economist Prime Minister Dr. Manmohan Singh for his soft-spoken nature. Therefore, today it is only befitting that we question the PM in his party’s own language. Is it too much to expect ‘Maun Modi’, who had promised to be the ‘chowkidar’ of the nation, to speak one word on this systematic loot of the banking system? Four years have passed, in which the PM has often conveniently chosen silence as the preferred option in times of national crises. Leave alone the Opposition, Mr. Modi has not even addressed a single press conference in the tortuous four years. Can we expect any change now? Only ‘Maun Modi’ can tell.

The material basis for the rise of Indian nationalism was provide by the political unification of the country.  This was achieved in the stage by 1858, when India came under the central authority of the Crown. By 1885, the need for the formation of an all-India level political organisation had become an objective necessity. The aim was to lay down certain basic tasks and objectives before the nationalists and to struggle for them incessantly and together. The Indian had to be welded together for their own political and economic advancement. But eventually, the attempt launched at the initiative of Allan Octavian Hume succeeded on a permanent basis when, in December 1885, the Indian National Congress (INC) was established. A O Hume, an ex-ICS officer, dominated the INS till 1892 as its General Secretary. 

  According to the safety Valve Theory, the INC was created by British Viceroy (Dufferin) acting through a British ex-civilian (Hume), to act as a ‘sefety valve’ against popular discontent. It argues that Hume and other English  officials were afraid that educated Indians might provide leadership to the masses and organise a rebellion against the Govt. This theory has, however, now been discredited. A study of Dufferin’s private papers, reveal that no one in the official circles took Hume’s predictions about an imminent rebellion very seriously. In fact, Viceroy Dufferin advised the Governor of Bombay to keep away from the proposed political convention of delegates.

    As has been said, something like a national organization had been in the air for quite some time. Hume’s initiative succeeded because he was more acceptable to Indians as he was free from regional loyalties. Also, the early nationalists had an exaggerated idea of Hume’s influence with the Govt., so they readily accepted his initiative. They did not want to arouse official hostility towards their efforts at so early a stage of their political activity.

   *Safety-valve Theory:  A fiction to portray Hume as a British patriot who wanted to save the British Empire from an impending crisis was created by a friendly biographer William Wedderburn, another ex-civil servant. The biography of Hume was published in 1913. 

  Bipin Chandra’s: “If Hume and other English liberals hoped to use Congress as a Safety-valve, The Congress leaders hoped to use Hume as a lightning conductor.”

 Gokhle: “If the founder of the congress had not been a great Englishman, the authorities would have at once found some way or the other to suppress the movement”

  The INC met for the first time on December 28,1885 in the hall of the Gokuldas Tejpal Sanskrit Collage, Bombay. W C Bannerji, an eminent Bengali lawyer, was elected its first president. It was attended by 72 delegates. The objective of the INC were declared to be the development of close relations between national workers, the dissolution of all race, creed and provincial prejudice and consolidation of all race, creed and provincial prejudice and consolidation of national unity among them, recording of the conclusion on vital Indian problems reached by educated Indians after earnest discussion and outlining the programme of work for the next year.

The second session of the INC met at Calcutta in December 1886, under the presidentship of Dadabhai Naoroji. Here the National Conference merged itself with the INC. Its delegates now numbered 436 and were elected by different local organizations and groups. They consisted mostly of lawyers, journalists, traders, industrialists, teachers and landlords. From then on, the congress decided to meet every year in December in a different part of the country. The number of delegates attending the sessions gradually increased to 2000 in 1889.

April 13th 1919: Jallianwala Bagh massacre

On this day in 1919, the Jallianwala Bagh massacre occurred in the Jallianwala Bagh public garden in the Indian city of Amritsar in the Punjab region. The gathered crowd were non-violent Indian nationalists - protesting British conscription of Indians and heavy war tax - and pilgrims celebrating the holiday of Baisakhi. Fifty British soldiers, under the leadership of Brigadier-General Reginald Dyer, opened fire on the gathering; Dyer told his men to shoot to kill. The Jallianwala Bagh garden had only a few narrow entrances, and the stampedes to flee at these narrow pathways caused a number of additional deaths. A curfew was in place, and thus no-one could attend to the wounded, who were left to die overnight. The British Raj claimed 379 fatalities, but the Indian National Congress put the figure much higher at around 1,000. The brutality of the unwarranted attack, and initial praise for Dyer from the British government, caused outrage in India. The massacre seemed emblematic of the issues of rule by a foreign power, and the tragic incident is seen as an important step on the path to Indian independence.
