Question! Does Baggs wear glasses or would he ever be inclined to? I have this distinct picture of a scene where he's wearing reading glasses while doing paperwork and then does that thing where he looks over his glasses when someone comes in the room to talk. I've thought of this off and on for a while and kept forgetting to ask until now...
Yes he wears a special pair at home around General Papyrus, they block his magic from affecting someone. He may choose to use them when trying to gain someone's trust as well.
I love that visual though, very apt~

Nightmare lounges with an air of royalty, always the drama. On his lap, he idly strokes... um...
Dr Baggs is curled up on his lap, snoring loudly. He is clutching a clip board, was he kidnapped mid-work again?
Nightmare does not acknowledge any of this.
You refuse to take the bait and try to debrief with your boss.
Your eye twitches when Baggs kicks up a purr.

My friend brought up a question I thought I'd repeat; If General Papyrus reaches a fallen human first, and since he's generally reluctant to hand them over to Baggs, how would Baggs get the human then? 'Would he just swipe her up back to his lab, a-la shortcut? or do you think there鈥檇 be a different approach?'
Baggs is very indirect in his dealings, he's extremely careful. He avoids rash actions, He can't risk scenarios where something goes wrong, and he is caught red handed. He also values his brother's opinion of him very much, so he would airily concede to General's wishes.
He avoids getting his hands dirty, no obvious culpability from an outsider's perspective.
And so, he makes his victims come to him 'willingly', plants the idea in their mind that it's their own wish. Everything in the Underground just so happens to line up in his favour and to his liking. It frustrates Undyne to know end that she can't prove anything.
And so again, if General is keeping his human close, how does he achieve this?
Well, they've all gotta sleep some time. He doesn't.
And they live in the same house.
Brainwashing someone while they're already vulnerable in their sleep is dreadfully easy

The really short spoiler free version is that above all he wants to help people, and he realises his talents are better spent helping just a few people at a time, instead of forcing his will on an entire community. This isn't instant, it takes a lot of time healing himself when under house arrest.
