Victoria's posture shifted somewhat; a hip jutted out and a hand came down to rest against it while still supporting the coffee holder with the other hand and its relatively warm cups (if they got cold coffee they could reheat it; this was, in some ways, way more important.)
"It is quite all right, young Kang." She spoke as if she'd been alive for thousands of years, but the truth is that manner of speaking hadn't gone out of vogue until even recently. She just didn't change who she was for anyone, let alone to impress someone. Instead, her mouth twitched up at one corner into a half-smile.
Animal spirit or not, Vievecor needed more spirit representation. It felt as if their numbers had dwindled which, in and of itself, was a good thing; people were moving on and able to find closure... but at the same time it meant that the support behind any measures that the Spirits wanted to bring forth ended up weaker by comparison. Even with Victoria Wu's stoic presence across the table, people weren't exactly keen to give leverage to one of the least populous (and harder to come by, what with the very specific way that spirits were created and it being almost impossible to recreate with any sort of accuracy, though it didn't mean Victoria wasn't researching ways...) and most easily overlooked groups within the city's borders.
She looked over his slightly transparent self, her own form seeming almost wholly solid in that moment, though if he stared too long at her feet he'd notice a waver like a mirage at times — her concentration was good - VERY GOOD - but it wasn't infallible — but she tended to keep eyes focused up on her own, "Did you have... plans for the day?"
How does one talk to the young people... animals? spirits turned peopleish? Okay, boomer.

Kang was a spirit and that meant that he did not need to sleep as much as other species. What use was sleep for the dead when they could keep wandering? Taking early morning runs was something of a habit for him these days as he made his way out of the Chissob Hills district and into The Shipyard.
When he heard a voice ahead of him, he slowed down, not wanting to startle whoever it belonged to. He had managed to come up on a number of unassuming humans over the last few months and shocked them to varying degrees given how light and near inaudible he was even as he was running on concrete.
"Sorry. Just on my morning run," the fox spirit said when he finally got close enough to see who it was. When he recognised her, Kang's eyes widened. It was one of the spirit elders of Vievecor City and surely someone like Victoria would not know of a relatively young animal spirit like him. "Uh, good morning..." he said, wondering if he should be bowing or something to show respect.

Victoria could drift through every district with a presence of belonging. There were very few places in the entirety of Vievecor City that she could go and feel out of place — if any — and that meant her options were open when choosing things like coffee shops or gyms to favor.
Chissob Hills was known for its wolves and, in Victoria's opinion, they spent the most time on their physical upkeep. They had enhanced abilities, yes, but they had to work a lot harder than, say, a vampire to keep themselves in shape. It meant that any gym she'd find herself in in that district would challenge her in some way... or afford her ways to challenge herself.
The news of the data leak had not affected Victoria as much as it had her 'peers'. She wasn't big on social media — she had an instagram at the behest of a former patient but avoided things such as twitter and facebook — but her feed is curated and mostly pictures of the coast in the Shipyard and the moon at night. Very tame. She's not the type to document her goings-on on her phone and instead has analog notebooks hanging around at her house that would probably expose everything about her... but good luck on anyone getting in and surviving long enough to find those, honestly.
She was dressed in a long-line sports bra and leggings — both a shade of blue that bordered on other-worldly and rainy — with sensible white tennis shoes. She was looking to... sweat, per se. Perhaps it was more a want to keep her form tight or the idea that her physical form mattered; hard to say, but it meant that as Luke turned to snarl as she sidled up next to a rack of weights, she merely blinked down at him impassively, "Mm."

To say Luke was furious about the data breach was an understatement. The punching bag he’d been taking his frustration out on nearly flew off it’s hinges in his last round of punches. Not only was he in hot water at the precinct, but now he was having to explain himself to the Elders, jeopardizing everything he’d built here in VC. He wasn’t terribly worried about his more risqué content, that stuff was already all over VC by now. It was the content that implicated him in a number of police cases he’d worked, and fixed, all in the name of upholding the golden rule. The reports he’d kept and turned into the elders now displayed themselves all across the internet, along with the names of his family. It was enough to bring him to the brink of dawning “Turner the Terror” once again, but he resisted. Instead, he chose to work out his frustration the only way he knew how. He let out a growl of frustration at the thoughts racing in his head before dropping to the floor into aggressive push ups. Luke nearly lost count when he heard the newcomer arriving, his nostrils flaring in frustration as he looked up to them. “I suggest you fuck off. I’m not in the mood,” he snarled angrily.

Victoria Wu is a woman known for her punctuality. It wasn't that she felt it necessary to impress others with showing up on time, but more of a standard she held herself to.
She got up (so to speak) every morning at 4 am to begin her routine. Some people would find the act of morning meditation and reading to be trying or trite, but Victoria had grown accustomed to her routine and was set in her ways.
Often, if she had extra time, she would make her way to the nearest coffee shop and pick herself (and a couple of colleagues) up some coffee — simple, black; sugar to taste — and make her way to the Sanitorium by no later than 5:30... she liked to be there early.
The early morning mist meant that she had some damp on her features and her hair was sparkling in the sunlight peeking through the cloud cover to shine down over her and the others awake at that gods forsaken hour.
Each step was poised and clear, her heels far too high for absolutely zero reason at all other than it made sure that people often had to look up at her and it fed her need for control and dominance.
She didn't expect to see anyone that morning, given that she rarely did, but lo and behold... coming through the misty haze in front of her a figure, her face neutral but forcing a slight curve at either side of her mouth; friendly, perhaps? it was hard to tell with Victoria.
"Did not expect to see anyone out this early but me..." the tone was hard to place; did she even want to be having this conversation? Victoria was strange like that and it didn't help that she couldn't entirely see them just yet but wanted to make sure they knew just who exactly they were approaching.
No one fucks with Victoria Wu.

HEADCANONS
Victoria does not accept nicknames. She only accepts people calling her Victoria.
As long as she has been alive, one would think she had some clue as to what it was that had happened to her to make her remain tethered, but she still has no idea and has tried to embrace life as a spirit. To that point, she did not die of natural causes, and the image of her body holds a few scars across its surface. Whatever DID happen to her was not pleasant but she cannot say for sure, one way or another, whether it was warranted. All she knows is that she’s still here and still kicking… so to speak.
She falls in love often but very rarely acts upon it. Someone more or less has to approach and try to date her for it to happen. She’s spent so long watching the lives of others play out in these scenarios to not want it herself and to not fall head over heels since she has no idea if her own life found that kind of fruition, but perhaps its just a longing for something she’s lost.
Victoria refuses to take guff from anyone. There might have been a time in her life that she would have wilted at authority but that day has long passed and she knows she speaks from a place of authority. Sometimes she need not say anything at all to get across the idea that whatever is being broached is not something she wishes to talk about. It’s not a glare, it’s not a frown, it is just her existence, presence, and the fact that she has said nothing that speaks to that. This sway also applies to her position in the Council. She doesn’t often offer up her own ideas for advancement or moving forward but, I’d like to think, if she were to throw her weight behind something that the rest of the members would take notice. There’s just a presence about her.
She trained in Nanquan martial arts when she was alive and, though she does not know how or when, is fairly adept in it, especially the discipline of Hung Ga Kuen and it makes her fairly formidable in a physical fight (should she have a wholly physical form) meaning she can take care of herself even without her spirit powers so to speak.
Because of the state and rumors surrounding the Shipyard, Victoria has managed to build herself a nice place with beautiful amenities without having to dip into any money she has squirreled away too deeply. The property values are dirt cheap and so she took over an abandoned warehouse and, over the years, has modified and retrofitted it to fit her needs. Inside looks like a spacious art gallery almost with a large, loft-like living space up a set of industrial stairs. It’s understated and beautiful and has a collection of artifacts that likely haven’t been seen for years. She has no extra beds upstairs in the loft area but she does have a couch that people can stay on. Possibly. If she were to invite someone over.

Bad Bitch — With Victoria's own position she would likely gravitate towards having a 'best friend' whom was in a similar position. Someone with power, poise, and who refuses to take shit from anyone and though they won't gossip (often) or exchange fashion tips they spend quite a bit of time together discussing other, more important things. 0/1
Slow Burn — in all the time she's been (un)alive she's never truly had a romance. It's not that she doesn't have the capacity for it, because of course she does, but it is hard for her to pursue anyone because of how she carries herself. This would be someone who actively found interest in her and pursued her. They will first build into a friendship, there will be tension and rebuffing and all that fun stuff, then eventually they'll spark (I believe in us.) 0/1
Admirer — someone who, like above, found interest in Victoria. It doesn't have to be romantic or anything like that but they do pursue her in their own way. We can work out how the reception would be and plot out anything (how far its gotten, etc) to see if they've formed any kind of relationship from it (enemies, friends, etc) 0/2
Spirits — there was a time when Victoria felt as if their kind might one day overrun the likes of others, but she miscalculated how many people would feel compelled to cling to the mortal realm after passing. This means that new spirits do get some attention from Victoria and she'll even try to mentor some, if necessary. ∞
Co-Workers — anyone who works at the Sanitarium gets some of Victoria's attention because they are so closely related to her work, which she takes very seriously. This can be friendly or contentious, depending on your wants. ∞
