My name is Iqbal Tareen and I speak on behalf of the Sindhi Association of North America (SANA).
Many are just beginning to find out that Javed Bhutto was no ordinary man. He was a true son of the Indus Valley civilization and a `rare jewel' of Sindh, who is still mourned by thousands of people.
In Virginia, where Javed worked as a mental health counselor at Welford Home, Community Residences Inc., his supervisors, and colleagues loved and respected him.
Today we will argue that the horrific murder of Jawaid was not destined to happen. Indeed, had the Department of Behavioral Health, St Elizabeth Hospital, and their outpatient centers played their due role in monitoring the schizophrenic killer - Hilman Jordan, Javed would be alive today.
Here, I’d like to inform you that inside Javed Bhutto’s wallet was a card that stated `In case of emergency contact Nafisa Hoodbhoy’ – with relevant phone numbers. Despite that, no one from the police spoke to Ms. Hoodbhoy about what had happened to her husband.
We are arguing that had the Department of Behavioral Health and related institutions done their job in monitoring Jordan for the 39 months that he lived in apartment 205 on Wade Road, Javed would still be alive today.
The US attorney’s office had for example required that Jordan could be conditionally released into the community only if he fulfilled 19 conditions– including regular urine tests to detect intoxicants such as marijuana. St Elizabeth Hospital too required that outpatient Hilman be closely monitored, because “destabilizers such as marijuana could cause a disastrous relapse.”
Despite that, you will find YouTube videos of the killer bragging about using marijuana… videos that show him smoking joints on the front porch of the balcony of #205… the apartment he rented from landlord Joe Holston, directly below Mr. Bhutto’s condominium.
Here is the letter Mr. Bhutto wrote to the landlord, Holston on Jan. 17, 2019, “The occupants of 205 are smoking cigarettes with strange smells inside their apartment.
Holston informed Hilman Jordan about the complaint. However, he never told Mr. Bhutto and his wife Nafisa Hoodbhoy that their neighbor was a schizophrenic killer. He also intentionally and illegally withheld this information from the DC government, from whom he received Jordan’s Social Security disability benefit and rent funds.
The Department of Behavioral Health knew that Jordan had committed a murder in 1998, as well as an attempted murder at St. Elizabeth in 2005. Despite that, they were keen to push him out of the hospital. They had nothing negative to say about him in his over three years of convalescent living.
In our view, the court committed a grave error when it allowed Hilman Jordan to plead insanity and get away with murder. Privacy laws on mental health protected Jordan, even as it put the precious lives of Javed Bhutto and Nafisa Hoodbhoy at the ultimate risk.
