In Super Mario Galaxy, Ice Mario only interacts with lava in the third mission of Freezeflame Galaxy, where he creates ice platforms when he runs on it.

However, internally, that effect is achieved by combining two objects. Ice Mario is only programmed to create ice platforms when touching water, and is programmed to be able to stand on lava. By putting an invisible water object in the same position in space as the lava, the properties are combined and Mario can both stand on it and create ice platforms.

By modifying the game to allow Ice Mario to be used in other lava areas where he was never intended to appear, we can see that the water was never added to the lava so while Mario can walk on it, he does not create the ice platforms.
