The accepted, scientific definition of racism is power+prejudice. If PoC had power, no one would be racist towards them. Since there are racists, PoC have no institutional power. If PoC have no institutional power, they can’t be racist. 

You might think whites can be racist against other whites, but that is not any meaningful racism because they do not reject the privileges of being white.
