EVER INCREASING COMPLAINTS, AN INCREASING CONFIDENCE OR PAKISTAN OMBUDSMEN SYSTEM OR IT DENOTATES FAILURE OF THE SYSTEMS
                             April 06, 2024
The other day His Excellency Asif Ali Zardari appreciated the performance of the Federal Ombudsman who presented his Annual Report. 
2.     Too old age added with Covid attack three years back which have left 15 hours cough, cavity in lung, 18 hours short breathing and occasional momentary loss of memory which according to specialists is story of everyone above sixty having taken vaccine, I take it is not bent to further shame this old. I  remember well that in his first tenure His Excellency expressed his “grave concern” to the National Assembly on the Federal Ombudsman having gradually become “ineffective”.  I can trace his these published words but with much pains due to present health.
3.     The Annual Report presented to H.E Mr. Zardari highlights 18% increase in number of complaints received during the year.  Every year number of complaints are increasing, may that be Federal Ombudsman or the Banking Ombudsman each one attributes this increase as enhanced confidence of public on his institution.  Whereas, the judicious truth, subject to if one had alive conscious, should be and is that this continuous increasing number on same repeat and unending “issues complained” represents and denotes that the Ombudsman system have failed to put any impact of its long existence on huge colossal national expense to this debit ridden nation.  Every year increasing numbers  speak that the functionaries were today not afraid of any Ombudsman.  Late K.H. Khursheed, a truly honest person a rear breed today said that the establishment of Ombudsman increased the rate of corruption in Pakistan. Whether it is true or not, the fact is today bureaucracy speaks without any fear more lies and twists before the Ombudsman knowing well their verbal words are more weighty  then an ordinary’s written and signed under oath words before an ombudsman.
4.     Federal Ombudsman was not established just two, four or five years back that people in current times after observation and experiences started imposing and cementing further their confidence on the Federal Ombudsman.  It is forty plus years and now after more than three decades people are further cementing their confidence?  If I think it, my mental health needs examined.
5.     It is said that in old age and with continuous ill health, memory gets a bit affected.  While appreciating the delivery of the Federal Ombudsman with 18% increase in complaints, had His Excellency lost memory of his very valuable and true observation he made to the National Assembly during his first presidentship?

PAKISTANI-AMERICANS VISA REFUSAL  -  SOMEWHAT SIMILAR CONDITION  PAKISTANI-BAHRAINIS FACE IN 2014 –  FIRST TIME FURY AND UNITY IN PAKISTANI
COMMUNITY WITNESSED, HENCE RESULT!
                Following the US State Department press briefing raising a question regarding visas of Pakistani-Americans being rejected for travelling to their homeland, the Pakistan Embassy in Washington has denied this allegation.
2.     Till end 1970s Pakistanis used to be top in number expatriates working in the Kingdom of Bahrain. Due to the so called “awareness” created by Zulfiqar Ali Bhutto amongst the working class that “مزدورو  فیکٹری  ٹمہاری  ھے” resulted in uncontrolled unionism and the working class going out of any discipline, the number of Pakistanis started receding.  First Indians and then Bangladeshis started taking over due to their low salary demand and untiring hard work with discipline.  Today Pakistanis stand number three in the number game.
3.     The Kingdom of Bahrain, one of the real welfare state remaining in the world, in recognition of the long services of the Pakistanis and their contribution in development of Bahrain, awarded Nationality to thousands of Pakistanis.
4.     Today Pakistanis are on top in numbers having been honoured by the State with its nationality.
5.     When Nawaz Sharif introduced the Overseas Pakistanis pick pocketing scheme in the name of a separate national identity card in English (NICOP), it was declared and is written on it that the holder of the Card even if holding a foreign nationality will be entitled to land Pakistan without a Visa. 
6.     January 2014 all of a sudden airlines in Bahrain stopped issuing tickets for Pakistan to the Bahraini Passport holders (Pakistani origins) unless they had a valid visa.  Likewise at Bahrain airport, Immigration refused boarding unless one had a valid Pakistani Visa on the passport.
7.     At Pakistani airports people coming back after their holidays in Pakistan were refused boarding cards without having a valid Pakistani Visa on their Bahraini Passports which could had regularized their stay in Pakistan entitling, then, return back.
8.     There were lot of families who were stranded at Lahore and Karachi airports and their logical pleas that they came visa free on strength of their NICOPs, hence they should now, this time, are entitled to return back.  These affected families allegedly had to reduce their pocket weight from Rs. 30,000 to 50,000  (then in 2014) to return timely on their duties.  How did they arrange such amounts at airports is not a topic here, but being Pakistanis we can all well imagine.
9.     There was a lot harassment amongst the Pakistani Origins as it had created a difficult situation.  On their contact to the Pakistan Embassy they were told that the Pakistan Government had withdrawn the visa free entry facility but the very logical frustration was as to how all of a sudden without pre-announced and without giving a sufficient marge specially to those who had already gone to Pakistan and were to return on strength of their NICOP, could be done this?
10.   Pakistan Club Bahrain was flooded with frustrated people.  The club office bearers (and perhaps also the then Member in Bahrain of Overseas Pakistanis Council, Ministry of Overseas Pakistanis and Human Development) became active.  The club then got a constitutional petition ready and for further course of action a meeting of concerned Pakistanis was conveyed in the Pakistan Embassy premises.  I myself did not attend.
11.   The audience was told by the Embassy that that it was a matter for the Government of Pakistan and not with it.  
12.   At this stage, a Pakistani, in frustration, showing extraordinary courage stood up flashing a folded paper in his hand, went to the dais and presented the same to the President, Pakistan Club.  When the President read contents of it, it transpired it was a letter from the Community Welfare Attache, Pakistan Embassy Bahrain to the Deputy Secretary, Ministry of Interior, Islamabad.
13.   The letter started with words that “it has come into knowledge of the Embassy” that having obtained Bahraini nationality and without informing that effect to the Embassy, such Pakistanis travel visa free to Pakistan on basis of their NICOPs on which an immediate Ban be placed.
14.   The Deputy Secretary concerned, himself appearing to be from the سفارشی lot, hence naturally incompetent.  He did not know that Pakistani constitution did not allow any discrimination on any ground and as such no ban could be imposed on a section of Pakistanis residing in a particular country while the rest remained exempt from such a ban.  There was at this disclosure an uproar amongst the audience.  The concerned Community Welfare Attache who too was present took the plea that one of his staff took his signature on the letter without his knowledge.  It was a too foolish argument showing further that he had not just the  خباثت  ذہنی  but was incompetent so much that staff could get his signature on anything legal or illegal.  His Excellency the Ambassador “showed” his complete ignorance about this letter.
15.   After this exposure and the wording of the Member Council that he was to take up the matter with the President whom only a month earlier met in Isllamabad, the same very Community Welfare Attache signed himself another letter, or perhaps once more got signed from him by some junior without Attache’ knowledge, informing the same very Dy. Secretary that the Law allowed the holder of NICOP visa free Entry hence the illegal ban imposed be removed.  It was not written in this second letter the ban imposed by himself.  Till that time in our most august Parliament the famous advice “ کوئ شرم ہوتی ہے کوئ حیا ہوتی ہےّ “ had not echoed.
16.   The plea taken for imposing ban was that these Pakistanis after obtaining Bahraini Passports don’t inform this change to the Embassy.  This in itself shows how disassociated our Embassies generally are from the community.  Indian Embassies through the network of local Indian clubs & associations keep themselves in contact with almost every member of Indian community. Indian Embassy since decades invariably monthly holds an Open House for Indians to attend for any complaint, service, suggestion or general update.
17.   Applying for a Renunciation Certificate is not mandatory for a Pakistani origin.  It is the requirement of the country, under the law of that country, awarding nationality to a Pakistani to surrender his Pakistani nationality and then formalize the new nationality.  If any “Shaagees” want that every Pakistani origin applied his Renunciation Certificate by presenting himself before the concerned Honourable “Shaagee”, then the “Shaagees” need to approach the Parliament, not any interior ministry deputy secretary, to amend the law to read that a Pakistani obtaining a foreign nationality automatically forthwith seizeed to hold his Pakistani nationality as the Indian “Shaagees” have legally done.
18.   A million worth question arises, while in Bahrain there are only a few hundred Pakistani origins holding Bahraini passports while there are hundred times more in USA and UK.  Did they all contacted Pakistan Embassy in Washington on obtaining US Passports to update their profile?  Has any community welfare attache there courage “impose ban”?
19.   The letter directing Islamabad to ban travel of Pakistani-Bahrainis on strength of their NICOP said to the had been got signed from the Community Welfare Attache without his knowledge explained that these Pakistanis on obtaining Bahraini nationality did not inform this fact to the Pakistan Embassy Bahrain.  There could not be more bigger day light lie than this.  This not just showed our bureaucrats can not just speak lies but are in effect mostly incompetent with empty skulls.  When a Pakistani in Bahrain is “offered” Bahrain nationality, he is handed over a single page very simple Form with the advice to fill it up, attach so and so and return back with Passport Fee. This Form is Application Form for a new Passport.  The Pakistani concerned, in no case whatsoever is able to submit it back unless first he approached the Pakistan Embassy.  When the concerned Pakistani visits Pakistan Embassy, what for is that?  Is this not that he has come to inform formally the Embassy that he was getting Bahraini Passport.  Here comes the question of good governance and competency.  His arrival to the Embassy in a good governance is taken into main data.  In addition, when such a Pakistani origin with his Bahrain or any other passports lands at Karachi or Islamabad and presents his NICOP, the Immigration enters his arrival with his Passport No etc the main national profile of the person concern is automatically updated showing he was a Pakistani and now had a foreign Passport.  But this simple thing is only for a competent bureaucrat.
20.   US State Department briefings world over are taken extraordinarily serious.  Tough the world capital keep a constant watch, live, on these briefings, yet the Embassies in US immediately transmit the relevant content to their respective Capital with their own comments or observations added.  It is universally believed that where there is a smoke, beneath definitely there is a fire.  Might be there in Washington a “Shaagee” sitting.
21.   I said above I did not attend the meeting.  Why?  Because I had a bit information that “Shaagee” was trying for the nationality and the morning he got that, in the afternoon the ban will vanish in thin air.

ATA-UL-HAQ QASMI OBSERVES LAWYERS FEES IN LACs – ADVICE RATHER GO TO   “انصاف کا جادو گھر“
Senior journalist Ata-ul-Haq Qasmi recently through his column    “انصاف کا جادو گھر“ tried to make aware the ordinary masses, who in effect themselves are already fully aware of, about the existence of the Federal Ombudsman Office which provides جادو گر style justice to  the aggrieved from the acts of mal-administration through the hands of functionaries
 2.      In 1995 first time I visited the Sindh Ombudsman Secretariat Karachi.  I was guided to a spacious bright room with approximately 30-35 waiting chairs all occupied.  In a corner an officer behind a large table was attending the visitors one by one. It took about an hour my turn coming during which I observed the officer was a smiling face, friendly and patient listener.  I was highly impressed with the unexpected way he dealt me.  Later, every year whenever I went home on leave, I visited him in his Secretariat just to pay my honest regards when he reciprocately attended me always over a cup of tea.  Sometime in 1990-92 on my visit, I found the spacious room occupied by some 6-7 staffers.  I was guided to go to another room to meet that officer.  He was sitting in a small room dealing with routine files.  On my enquiry where went that waiting-room welcoming system and why there were today hardly a very few visitors seen.  The officer’s words always are fresh in my mind.  “Mr. Javed when people know today this office has nothing to offer them in reality, why would they visit”? remarked he.  This reply was self speaking and applied not just to Sindh Ombudsman but is applicable today on the whole costly ombudsman system which in effect today is like a re-employment exchange for the retired influentials.  Take an example, Federal Insurance Ombudsman refused to entertain a complaint from a Pakistani low paid labourer who had purchased a mandatory Overseas Pakistanis Immigrants Insurance Policy from the State Life.  The Federal Insurance Ombudsman refused to entertain the complaint on the plea that the State Life was out of his ambit.  State Life is Pakistan’s biggest state insurance company dealing with public.  If it is out of jurisdiction of an Insurance Ombudsman, then keeping on a huge recurring annual expense an insurance ombudsman is nothing but a cruel joke with the already debit ridden nation.  There can only one convincing truth that it was established only to provide good jobs to an influential army.  The whole ombudsman system in Pakistan, today, fits in this picture.  The then President Asif Ali Zardari on floor of the National Assembly expressed his grave concern on Federal Ombudsman “having become ineffective”.  If an Ombudsman is so successful, as Atta-ul-Haq Qasmi’s article tries to paint, then what about corruption, law & order, indiscipline, destruction of institutions, people helplessly wandering in offices for their genuine jobs about all of which we hear daily in evening talk shows?
 3.      As becomes usual with our journalists, anchors and so called senior writer-intellectuals who with stroke of luck get extraordinary fame, that if they wish to praise “someone” no negativity would come under their microscope and if they want to be negative for “one” no good in that person would likewise come under the scope of their eyes. For an example, Nawaz Sharif as PM once and only once drove his car himself without any protocol.  Atta-ul-Haq Qasmi wrote three columns in one year on that “incidental” happening but never touched about the rickshaw driver whose wife delivered in rickshaw on road side due to traffic halt by police to let Nawaz Sharif pass driving.  The driver attended the court monthly for about two years as he was challaned by Police for attempting to reach hospital in panic tearing off the traffic halt.
 4.      The Federal Ombudsman, according to his website provides “free” and “at door step” justice. The Ombudsman reconfirmed this last month in a press conference.   My wife for “her door” step delivery of justice filed a complaint with the Federal Ombudsman against a single issue namely “non response to her communications by the Focal Person SBP -  Focal Person named and displayed on the Federal Ombudsman’s website”. The Ombudsman’s final verdict read that the complainant was required to attend Hearings in his “انصاف کا جادو گھر ” in Karachi Secretariat on 03rd, 10th & 17th March 2020 which, according to the verdict, she did not attend “all”.   My wife never received any hearing notices.  She has only now understood that free justice means “approx. Rs. 6 lac prescription to her for 3 travels to Pakistan @ Rs, 2 lac each to attend three Hearings and “at door step” delivery means door steps of the انصاف کا جادو گھر             not at her’s.
 5.      My wife was required to attend first hearing on 3rd March reaching Karachi, in the absence of restricted international flights, through the ombudsman office “invented” mode of international transport, three days to remain quarantined at Karachi airport waiting her “corona test” results (if not 14 days full quarantined), after the Hearing return back to Bahrain on 4th March to be retained for 5 hours at Bahrain airport for testing, then go home for 14 days under strict quarantine till 19th March with an Electronic SIMed steel bangle around her wrist for monitoring her movement that she does  come out of her home whereas in the meantime on 10th & 17th March she was again required in the Ombudsman Karachi Office.  My wife, a housewife sitting in Bahrain knew about 3 days Karachi airport inside stay, an Ombudsman office was rightly expected to know such restrictions at least in his own home if not abroad.    
6.      The Final Order of the Federal Ombudsman reads that the complainant did not attend “all” three weekly Hearings but does not quote what modus operandi for her travel to Karachi was made thrice in presence of increasing international flights eliminations. 7       Atta-ul-Haq Qasmi introducing the wonderful working of the Federal Ombudsman, wishes that the masses at large should have awareness about existence of this انصاف کا جادو گھر.  He wonders indirectly in a “silent suggestive and in an advisory” that in presence of such a “انصاف کا جادو گھر“ delivering “cheap” and “at door step”, why should (masses) not go to this “انصاف کا جادو گھر“ rather than spending (paying) lacs on the Black Coats (which could better be paid to the airlines and other travel related expenses to “collect” delivery of free justice at door steps of  “انصاف کا جادو گھر“.

SEVEN TIMES MINISTER SHEIKH RASHEED AHMED - MISSING ONES May 25, 2018 The other day on the current hot topic of coming election, a lady anchor questioned Sheikh Rashed Ahmed, mini screen favourite, if there was any chance of his coming into power.  He replied he had been “Seven Timer” minister as such he was not that interested. I can remember Sheikh Rasheed held portfolios as Minister of Overseas Pakistan, Railways and Information. I tried my best to find which four ones are the others from my colleagues who are glued to politics, search Google, MSN and Yahoo but could not find any clue including from Wikipedia.   Can this esteem throw a light updating its readers.

NEED CREATING AN OMBUDSMAN FOR PROTECTION OF MEN FROM HARASSMENT FROM WOEN Last month a news item read that the Federal Tax Ombudsman Shukhera has constituted an Advisory committee and Mr. Mushtaq Ahmad Sukhera, Federal Tax Ombudsman was notified as its Chairman.  This 70 plus is in the age group generally called “one hanging his legs in his grave”.  But honestly speaking,  since 10-15 years this old internally wishes to live ‘a day’ more as real taste of life has started coming now when everyday a new and new amazing wonderful, unimaginable earlier and elsewhere, is happening in our land of pure. 2. Just like the above Advisory Committee, with a very handsome grant from the World Bank a few years back a “Forum of Pakistan Ombudsman” was also established.  It was agreed that the Forum will be housed and would work in the Federal Tax Ombudsman Secretariat and that the Federal Tax Ombudsman would be the President of the Forum.  The نیک purpose, like the above Advisory Committee, of forming the country level Forum was “reformation and strengthening” the ombudsman system in Pakistan.  More than once I have heard in talk shows that a big international donation came for judicial reforms and point discussed in the talk show was what “reform” in the judicial system actual that donation saw!   3. How much reformation or strength in the ombudsman “system” came with that money?     4. While the above news item names Mushtaq Ahmed Sukhera as the Federal Tax Ombudsman, the Forum of Pakistan Ombudsman established with the grant of the World Bank and whose Head/President is the Federal Tax Ombudsman himself, names with photograph today May 4, 2018 Hon’able Mr. Abdur Rauf Chudhary as the Federal Tax Ombudsman and President Forum of Pakistan Ombudsman!!  Are there two Federal Tax Ombudsmen?  Not impossible in our country, of course.  Un-trustable though, to the memories of this old man Abdul Rauf Chudhary completing his four year tenure as Federal Tax Ombudsman last year has gone after which well known bit trouble creator Anchors Rauf Klasra and Arif Bhatti more than once in their talk shows mentioned “name” of  the new comer/successor of Abdur Rauf.  But of course, information on the official website of the Forum with no doubt holds and stands official because this Forum is standing on the strength of Word Bank money. 5. Don’t go away, stay a while. The Word Bank monied and strengthened Forum of Pakistan Ombudsman today May 4, 2018 shows Honourable Justice ® Yasmeen Abbassey as the Ombudsman for Protection Against Harassment of Women at Workplace.  Whereas this old man along with this whole unfortunate nation recently say anchor Matiullah Jan interviewing a young women whom he introduced as “Ombudsman for Protection against Harassment of Women at Workplace”.  Matiullah repeatedly called her “Kashmala” and later this nation including this old man saw Matiullah Jan being “respected and handled” with show of power in the premises built by we the tax payers for “protection against harassment”.  Today seeing the official website of the Forum of Pakistan Ombudsman and Honourable Justice Yasmin Abbassy’s name thereon officially displayed, I honestly feel Matiullah rightly deserved that treatment he meted with, if  not the harassment, as per clippings, in the office of the Ombudsman for Protection Against Harassment”.  Our biggest national problem since some three decades is to accommodate ever increasing “dear ones” for which new labeled Departments are created.  A Federal Minister during the last 30 days rule has been “created”.  I suggest a creation of a new label “one Federal and 5 Provincial Ombudsmen for Protection of Men against Harassment from Women”.  Five dear ones can be accommodated.   الحمداللہ the Word Bank monied Forum of Pakistan Ombudsman today officially also reads Hon’ble Mr. Muhammad Salman Faruqui as the Federal Ombudsman whereas this fool old man “well” remembers last year the ever trouble making anchors Rauf Klasra and Arif Bhatti mentioning and “commenting” in their talk shows more than once about appointment of one new Mr. Tahir Shahbaz. 6. This old man remembers having heard in more than one talk show about the Word Bank grant coming for judicial reforms years back.  The participants commented that much of that was spent on seminars, conferences, tours, renovations etc than the real reforms.  The Honourable Banking Mohtasib, under the “reformed and strengthened” with WB grant the Forum of Pakistan Ombudsman, till today believes and tells (if not dis-guides) we the commoners that one not satisfied with his Decision can file a Revision Appeal with the Governor State Bank of Pakistan.  This old man understands that when WB grant came and reformation was done in 2013, since then the appeal jurisdiction rests with His Excellency the President of Pakistan.   7. There must be some hidden “effect” in the water or air of our beloved Pakistan that even the foreign-good-governed when come to Pakistan, get infected with our ways. International Ombudsman Institute which has an office in Islamabad, duly infected to our atmosphere, today displays Syed Pir Ali Shah as Sindh Ombudsman for Protection of Women Against Harassment whereas on the orders of the Court last year he was packed home.   8. This too old educated from Municipality free schools, foolishly wonders which information out of two he should take as officially correct; for one example name of Federal Tax Ombudsman mentioned in the news item or that displayed on official website of Forum of Pakistan Ombudsman, President of which is himself the Federal Ombudsman.  This old remembers the wording of late Irshad Ahmed Haqqani, the most senior journalist & intellectual.  He said the word has started solving public problems within minutes through the i-technology whereas in our case we have even “defaced” it.

NO VOICE OF THEIR OWN - CHILDREN COMPLAINT CELLS IN PAKISTAN

The Talk Shows covering the recent rape and killing of a 7-years innocent girl in Kasur, disclosed that there had been eleven similar ugly cases relating to children in the city.  The shows also mentioned about some report revealing that during the last 3 years, reportedly 11,000 children had died due to inadequate facilities in children hospitals. Recently a news item appeared headlined ‘Oxygen non-availability: four children die in Lady Reading Hospital”.  Right from the ordinary citizens to Honourable Chief Justice of Pakistan and even, not seen earlier,  as I heard, the most respectable Chief of Army Staff also took notice of the incident.   The most thought provoking but naked comment was from Dr. Malick the Senior journalist, anchor and ex MD PTV in his talk show that no one has let the chance to show his presence on this occasion like Dr. Tahir-ul-Qadri leading Nimaz-e-Jinaza etc. Dr. Malick’s golden but harsh naked words to remember were that in all this everyone spoke except for the children themselves who “have no voice” of their own.
 2.         This old man does not know exactly as to how many are there the Children Complaint Cells working under the Federal and Provincial Ombudsmen.  These Cells are situated not just in their Head Office Secretariats but also in Regional Offices.  As a layman,  I understand that these Children Cells are working under some “liaison” or some sort of patronage from the UNISEF”!  The Federal Ombudsman Cell deals with complaints “from children” whose rights are violated by a federal ministry, department or a Federal agency.  
 3.          At the time of establishment of the Child Complaint Center the Advisor to the Federal Ombudsman Mr. Ejaz Qureshi said in November 2010 that the issue of child rights was neglected for years and in a country like Pakistan, where there was so much potential, children can’t be ignored.  
4.          The children’s complaints cell of the Punjab Ombudsman’s Secretariat received 247 applications ”FROM MINORS” complaining about violation of their rights in 2010, according to the first annual report of the Cell.  Holding a ceremony in a “Hotel” the Cell launched an awareness campaign about child rights with the help of child volunteers, conducted capacity enhancement exercises for support institutions, and carried out research and analysis to identify the problems faced by children – all this sitting in a “Hotel”.    While covering the above hotel event, the newspapers published all this with a photograph of child searching papers on the road, and still hundreds and hundreds of similar live naked-photos our eyes catch daily.  What are the “beautifully” manufactured “words” showing the purpose of the above hotel event, having apparently no “material” meanings – same as our اہل زباں MQM leaders speak with flowery beautiful words which remain always as good نثر.  
5.          Late General Zia-ul-Haq, so called dictator who gave the best system to the people viz establishment of ombudsman system and which civilians acting as dictators destroyed, came into power for 90 days.  He said later, that he promised for 90 days as he did not know the gravity of things which prolonged his stay. General Musharraf said almost the same thing. Mr. Justice Sardar Muhammad Iqbal, the first Ombudsman Pakistan so far remaining unmatched for, after sitting on the chair for a while and assessing the gravity stated that the society in itself, in the first instance, was criminal in not protesting and struggling on injustices inflicted on them.  He said such silence of affected individuals was their criminal act towards the society. A year or so back I read a small piece from the grandson of late Justice Sardqar Iqbal.  This 70 plus old is about 75% blind hence, despite great wish, he can’t himself but wish Justice Sardar Iqbal’s grandson goes to the grave of his grandfather and say “Grandpa, you were wrong. In our country there are even minor children who today lodge complaints with the Ombudsman Complaint Cells” putting our children to American children level at least in this regard.  
6.          The issueless parents pray at Gujrat shrine ofدولے شاہ  that if God gave them children, the first born will be given, for good, to the shrine. An iron ring, in the shrine, is fixed around the head of such children to stop natural physical and mental growth of their skulls making them mentally unfit for rest of the life. Such children undergo the inhuman practice of being forced to be abnormal so that they could be sent for beggary for shrine as so calledدولے شاہ کے چوہے etc.  No Children Complaint Cell in Punjab, no member of the meeting held in Ombudsman or a suo moto is known to had spoken even “a word” on this cruel for life infringement of their rights?
7.           Who are and where live those 247 “Minors” who filed complaints with the Punjab Ombudsman in 2010.  This old man struggled whole life for his justified rights.  Mr. Justice Sardar Mohammad Iqbal, so far unmatched for the first Ombudsman Pakistan, many a times in writing appreciated this spirit of this conscientious civic minded old man.  The then Sindh Ombudsman in his Chamber advised me that when God had given me spirit to struggle, I should raise issues affecting community at large which, according to him, due to constrains they themselves could not initiate despite wishing to do so.  It was and till today is an unforgettable honour for me.  The written wording addressed to me to by our most learned S.M. Zafar reading “Javed, I wonder how much work you single handled do, why don’t you establish an NGO of your own?”  The purpose of mentioning about myself is not just in any way to show my so called ability, but the wonder and the proud feeling this old man has on knowing how in my beloved country small children know and struggle for their rights.  
8.     To highlighting the issues of child abuse in Pakistan, recently a consultative meeting was held at the Wafaqi Mohtasib Secretariat including Commissioner for Children Syeda Viquar-un-Nisa Hashmi, senior Adviser Wafaqi Mohtasib Hafiz Ahsaan Ahmad Khokhar and other prominent members of civil society.  The meeting   demanded the government to make National Commission on Rights of Children (NCRC) functional to address the issue of child abuse at the all level. The meeting discussed Zainab’s rape.  As an immediate measure, it was decided that a team led by Senator Dr. SM Zafar, including Shaheen Atiqur Rehman and senior representative of provincial Mohtasib Punjab to visit Kasur and meet Zainab’s family as well as the families of eleven other victims.  
9.     This civic minded conscientious income-tax-paying old man has the courage to question himself, as to why the participants of this meeting more particularly representative of the “Ombudsmen child complaint cells”, did not demand what they demand today, when two years back Kasur videos case surfaced?  No children complaints cell then visited Kasur or started any known investigation.    Why only after seeing civil society, Chief Justice and COAS reacting promptly on Zainb case, the above consultative meeting woke up?  Why did the participants specifically those related to Ombudsman Complaint Cells remained silent till then?  Did any of consultative meeting participants or children complaint cells participated in the Zainab’s last ritual?  Did these so many complaint cells requested the SC. to also listen them in the case. And last but not the least what would “now” the meeting do and achieve by visiting the Zainab family.
10.   This old man spent his almost whole life struggling for injustices, with the result in life he hardly had to give any “رشوت“ except for perhaps only once, and got his all legitimate works done.  Most honourable Mr. S.M. Zafar under whose presence on the chair above consultative meeting was held, in writing appreciated this struggling spirit of this now old man.  I often read the contents on a Facebook page created by some individual in the name of NADRA Group. Reading contents on this private NADRA Facebook page puts this old man into grief, sometime makes his laugh as how 98% of our people don’t have even the basic knowledge to whom a complaint can be made other than abusing the authorities or cursing Pakistan.  In such a dark environment, this old has a great wish that before going to his grave, he could at least see one or two children and kiss their hands who, in this generally lethargic society, utilized their fundamental and civic right by filing complaints with the ombudsmen complaint cells.  
11.   Last year an Employer chopped off  his 13-year-old's worker hand in Sheikhupura for demanding food, salary. Eyes of this old, since then, widely opened are thirsty of reading somewhere that the so kind hearted members of the Ombudsman office consultative committee, any ombudsman grievance commission or any Ombudsman children complaint cells generally holding their meetings in hotels taking a notice visited the child, followed the case and provided due relief to the child?  If any “human” having true love to his/her children or young brothers/sisters read about any such news, missed be my eyes, could update me about it.
 12.   This old man exactly don’t remember now minute detail about the photograph below, but does remember he copied it from the net with an item an Ombudsman Complaint Cell holding its Seminar (in a hotel?) about children rights. Have these so many Ombudsman children cells finished such scenes on our roads daily?
 13.   This 75% blind scribbled this some two months back but could not feel courage to post it.   Now, the other day, talk shows apprised the viewers  a similar incident happened in Chichwanti, one in Jaranwala/Faisalabad.  This prompted this old man now to post it with a very logical puzzling confusion would the above “committee” formed will also visit the parents of these two innocent victims?  And more importantly during these two months no news published or through talks shows pass through the eyes of remaining 25% vision of this 70 plus if actually the above committee formed in the ombudsman office actually materialized its visit by visiting Zainab’s parents whose father about last month complained about threats?

QASMIS, MIRZAS IN PAKISTAN - NOT FROM FOUNDRY 12 February 2018 On the suo moto on appointment of Atta-ul-Haq Qasmi as PTV Chairman, the court was told that "Qasmi was given Rs. 27 crore during two years”. which were tax money of people".  According to a news item, during the hearing, the deputy attorney general informed that PTV allocated more than Rs270 million to Qasmi in the form of compensation and other employee benefits etc.   My Lordship further observed that this country is of poor people so how can one person be given this much?  Qasmi, however, through his column claimed he got only Rs. 5 crore as salary while declining many cheques presented to him as his entitlement on this head and on that account.   2. For this old man, Qasmi deserved that amount rather more, because he always showed true honest loyalty for Nawaz Sharif.  For example, as General Zia-ul-Haq to fool the people only and only once went to his office riding a bicycle, likewise about three years back once Nawaz Sharif  drove his car without any protocol escort. The loyal Qasmi during the year thrice quoted this as one of the Prime Ministerial achievement. However, as a true honest journalist, he deliberately forgot to mention that on the occasion Nawaz Sharif drove above car, the Police blocked vehicular traffic on by roads as a result of which wife of a rickshaw driver gave birth in the rickshaw.  When in distress, he argued with the police to let him go, he was challenged and for about two years the rickshaw driver had to attend court only to learn about adjournments. 3. Nawaz Sharif has always treated national money مفت مال.  During his second tenure, Nawaz Sharif appointed, one Nasim Mirza as Chairman PTCL at a very high salary which high salary had never earlier then been heard of in Pakistan.  He was a chemicals engineer and not from telecommunication field.  This was the first appointment in Pakistan on which even the newspapers endorsed Editorials. Parliament’s different standing committees are integral part of democracy.  The telecommunication committee (National Assembly or Senate, I don’t remember), recommended not to renew the employment of Nasim Mirza.  The democracy loving Nawaz Sharif, putting the parliamentary recommendation on his foot, renewed it.   4. General Zia terminated services of hundreds of employees on the pretext the appointments were made illegally by the overthrown Zulfiqar Bhutto’s government.  This, later became a routine practice each new Government coming into power terminating services of those employed by the previous government.  Nawaz Sharif appointed Presidents of National Bank of Pakistan and of one other Bank today standing privatized on too high salaries and perks.  Keeping a cautious note in his mind that next government would terminate his blue eyed Qasmis, he paid these two Presidents their five years salaries in advance.  There were perhaps other cases, but I can’t remember now being in my seventies.     5. Pulling five years advance salary from the capital of one’s shop, bakery or a foundry can only be done by one who wants to damage financially the very basic foundation of the shop or the foundry.  Has ever Sharifs paid five years salaries in advance to any employees in the Ittefaq Foundry?  This is what SC needs to see and study if it wants to reach to the true background paying Rs. 2.7 million to Qasmi.

COMPLAINANT CHILDREN IN OUR GENERALLY LETHARGIC PAKISTANI SOCIETY The issueless parents pray at Gujrat shrine of دولے شاہ  that if God gave them children, the first born will be given, for good, to the shrine. Thus these children for whole of their life become handicapped and of no use not just for themselves, but also for the society and for their parents except for being beggars (and for other exploits) for a mafia taking umbrella under religion. 3.  Whenever our justice system is discussed in talk shows, one often hears about World Bank a few years back having donated handsome for reforms in our judicial system, which according to experts appearing in these talk shows, mostly went on seminars, conferences, tours, renovations except for any real reformations.  Last week, My Lordship Chief Justice of Pakistan revealed how a female civil judge was abused in her chamber by a lawyer.  The action-movies shown on talk shows a fortnight back the black coat gullo butts “playing” with the newly built Multan judicial complex, is a self speaking practical example of the reforms introduced. 4. A few years back the World Bank donated a good amount for reformation of Ombudsman system in Pakistan.  With the assistance of UN (must invariably include financial) Children Complaint Cells were created in our Ombudsmen Secretariat both at the federal and provincial levels.  Not limited to this, both federal and provincial further “created” district level these Children Complaint Cells.  This senior citizen rich in five decades high administrative experience, never believed even for a single second real utility of such Children Cells particularly in our society.  His this disbelief got further cemented since the day this senior citizen saw the name-Board of such a Cell and he almost vomited seeing that the cell Head/Organizer did not know even exactly what were the spelling of “children”.  I know in U.S etc even an HKG child can pick up a phone and complain against his teacher or mother, but has a great wish before lying down in the grave to meet and kiss the hand of such a child in his beloved Pakistan who had ever gone to an Ombudsman office and made a complaint against school teacher/canteen, mother, a bus driver not picking him/her up, owner employing him/her as a child labour etc. PIA few months back boarded seven none-ticketed free loader passenger Islamabad to Madina and forced children having tickets to sit in the laps of their mothers so these standing passengers could sit.  No such child I ever heard of went to Federal Ombudsman children complaint cells or Federal Ombudsman/Cell at its own taking suo moto note of.  Likewise when a few years back the Kausar children sexual abuse-videos scandal rocked the country, no Punjab Ombudsman or his children complaint cell was heard moving or any such Kasur child coming to complain about. 5. Where situated, is this Center where new born get deprived from the warmth of their mothers immediately coming to this world, where exist ombudsmen operating separate special “children complaints Cells” with finance from World Bank and UN?  In Gujrat.  Where is this Gujrat?  The place where lives our great honourable Choudhary Aitzaz Ahsan who assured this nation a good news that “ریاست ہوگی ماں کے جیسی”.  And here children are deprived of from their “mothers” for life.  Can there be any more cruelty than to this on earth to a new born?   7. The ombudsmen in Pakistan enjoy suo moto power.  Has any Ombudsman or any Children Cell under his command has so far taken any note of the plight of these unfortunate children?  Why “all” repeat “all” are sleeping on this issue?

IF GRIEVANCE COMMISSIONER FOR OVERSEAS PAKISTANIS ADVISES OTHERS, THEN VERY LOGICAL IS HIS OWN SHOULD BE Surfing the net, my eyes caught Minutes of the meeting of the Advisory Council held on 30.08.2015 in the Ministry of Overseas Pakistanis. The representatives of organizations concerned with the Overseas Pakistanis affairs attended it.  Reviewing the progress on the decisions taken in the previous meeting held in the Federal Ombudsman Secretariat, it was noted that the directives of the Grievance Commissioner for Overseas Pakistanis (Federal Ombudsman Secretariat), on the development of websites of the Ministry of Overseas Pakistanis, Bureau of Immigration & Overseas Employment etc could not be implemented due to non availability of technical expertise.   Reading it, this acute diabetic and fragile, for the last 4 days having acute sore throat cough watering nose flew sneezing and shivering, could not stop his abrupt uncontrolled laughter, which in turn, cleared his throat from blocking sputum which otherwise antibiotic could not. 2. This senior citizen with 50 year rich varied high office experience, could never understand as to why after establishing earlier, and in presence of a “Dedicated Complaint Cell for Overseas Pakistanis in the Federal Ombudsman Secretariat headed by the ex Pakistan Ambassador to Saudi Arabic (Mr Sher Afghan, named perhaps), what was the “real” need of establishing another Grievance Commissioner?  Perhaps this “not understanding” is because I am from amongst the general fool masses, whereas for such high caliber wisdom related things there is an old phrase “جانے ہی علم دین کی علم دین”.  During 1980s and 1990s when there was no concept of “separate” cell or any Grievance Commissioner for the Overseas Pakistanis, I must raised more than a hundred complaints mostly of collective interest.  Nuclear waste carrying ship heading towards Pakistan was stopped, amendments in Foreign Exchange rules affecting Overseas Pakistanis were made, unclaimed dormant accounts were ordered to be made public through newspapers, children fee on Passports was amended, 24-hours banking booths were established inside airports departure lounges etc; all raised by me but in all these complicated cases never ever even once I was summoned by the then Federal Ombudsman to come personally to Pakistan in the Hearing. Came Overseas Pakistanis separate cell and Grievance Commissioner, the meaning of justice “free and at door steps” stood changed.  For example, last year National Savings did not provide me a free of cost distributed application Form. For the benefit of collective interest of Overseas Pakistanis, I filed the complaint with the Federal Ombudsman. Prompt, came a Hearing notice requiring me to come to Karachi which was a prescription of Rs. 2 lac (for me in the middle east, for a complaint from USA Rs. 5 lacs).  This is the new translation or meeting of “free at door step”.  I asked my nephew in Pakistan, on his way to office fetch a free Form and post it to me.  He spent Rs. 30 on postage and I got it thus saving Rs. 199,970 which otherwise the ombudsman wanted me to spend.  It did not surprise this senior citizen at all.  Those who get huge from poor peoples fund “Eid Bons”, they can like French Queen rightly in their wisdom take Rs. 2 lac just a nominal insignificant amount. 3. This so big laugher was on reading that he, who, had directed the development of the websites, his own official website (Grievance Commissioner’s) http://overseaspakistanis.ombudsman.gov.pk itself is not functional for the last about two years.  Before ending these lines, a few minute ago, I re-visited Grievance Commissioner’s own site which still today 27 November 2017 is not accessible. When this website was established, I visited it and found some good material.  This website without any doubt was established on huge national expense and must be incurring huge on its relevant webmaster team.  Before my eyes catching these Minutes, a few minutes earlier to that I saw a letter to the Editor from a student.  He complained that most of the Government websites contained old obsolete information.  He quoted that for his research relating to his agricultural degree, he could find incomplete and old information on the agricultural department website.   4. A question often is asked what actually ailed our country?  Answer is very simple that everyone worth of his salt who advises the others to do this and don’t that, himself always takes himself exempt from purview of that do & don’t.  For example Nawaz Sharif tours abroad, advises Pakistanis and foreigners there to invest in Pakistan where, according to him, their investment was very safe.  Acting on his own advice, he himself, however, keeps all his savings abroad!  Take another example.  Purchase of high capacity cars was then banned for the government offices.  When in his press conference, the reporters questioned the then Federal Ombudsman Mr. Usman Ali Shah as to how he purchased one in violation of the government ban, he became angry retorting back that these reporters were blind that they were taking note of “just a small violation of his” but were not seeing the volume of work he was doing.  He further denied that there was any tape recorder in his new car as the Government rules did not allow that.  After the press conference, when Mr. Usman Ali Shah was leaving in his car, the reporters gathered around the car and signaled to the naked visible installed tape-recorder.  The angry Ombudsman, the protector of citizens rights, at this shouted that he could take contempt notice again these reporters.   5. One often reads or listens in the talk show debates where all that huge foreign loans or grants are “utilized”.  I have at least more than half a dozen time, though can’t quote reference, read or heard in talk shows, that the world bank donation for reformation of justice was spent mostly on meetings, seminars, renovations and tours.  It appears right as reformation done does not appear visible anywhere. 6. In 2011 the World Bank donated a large sum for reformation of the ombudsman system in Pakistan.  Accordingly, a “Forum of Pakistan Ombudsman” was created.  The Tax Ombudsman was elected as President of the Forum.  What this Forum practically brought reforms?  What improvement this Forum brought in the “working” of the ombudsman system in Pakistan?  Perhaps no one can definitely table.  On what reformation the world bank donation was “applied”?  Independent children complaint cells both in Federal and Provincial Ombudsman Secretariats were “established” including at district levels.  Children of our country started filing their complaints, there can’t be more cruel thing to say than that.  This sick senior citizen might with a bit pain trace out a photograph of such a children complaint cell, giving sick vomiting feeling, seeing that the Cell enjoying on world bank donation did not know even the correct spelling of “children” for whom it claimed worked. 7. Did the Forum bring any change for the ordinary masses? Yes, of course.  I typed my complaint on “Word 2010” in UK English version on a costly laptop, printed it on high quality lazar printer.  It was rejected by the Federal Ombudsman saying that a complaint should be “in writing”.  I addressed a complaint to “The Honourable Federal Ombudsman”.  It was rejected on the ground that a complaint should be addressed to the “Wafaqi Mohtasib”.  This is change practically came!!! On the official website of the Wafaqi Mohtasib, the title embodied is as “Federal Ombudsman” as well as on the 1982 Ordinance establishing the system.  Sometime this 70 plus in his this old age realizes perhaps his adding the word “Honourable” was unnecessary hence rejection. 8. An ombudsman office high executive (Grievance Commissioner) directs others for developing or updating their websites.  The website of the “Forum of Pakistan Ombudsman” today Monday the 27 November 2017 displays Mr. Anisul Hassan Moosvi as the Banking Mohtasib whereas, as far as this ordinary knows, he retired in May 2017 as a news item then appeared with photograph showing him sitting with the President of Pakistan paying on his welfare call.  Who is the new Banking Mohtasib in his place, at least I could not trace the information from the Banking Mohtasib website. The Forum’s quarterly newsletter July-September 2017 has just been published on 01.10.2017. Adding another feather to web-technology efficiency, has till today the 27 November 2017 not been uploaded by the efficient Forum and its web-master team on the Forum’s official website.  This newsletter quotes Mr. Anisul Hassan Moosvi as Banking Mohtasib which suggests that though his tenure is complete, he still is working awaiting the new comer to take charge.                                                                                             The Forum website further showing its “efficiency” displays today the 27 November 2017 Mr. Muhammad Salman Faruqui as the Wafaqi Mohtasib, whereas he retired February 2017 and in lieu Mr. Syed Tahir Shahbaz since then has taken charge of. This Forum of Pakistan Ombudsman is housed in the office building of the Federal Tax Ombudsman.  A complete separate official set up is present.  The Federal Tax Ombudsman is the President of the Forum.  Even then, despite remaining in the same building the Forum does not know that Mr. Abdur Rauf Chudhry, has gone and Mr. Mushtaq Sukhera has taken charge as Federal Tax Ombudsman (and perhaps as per principle is now the President of the Forum”.   9. Take, as a specimen, the website of Banking Mohtasib Pakistan http://bankingmohtasib.gov.pk.  May 2017, when the outgoing Banking Mohtasib Mr. Anisul Hassan Moosvi, sitting in front of His Excellency the President of Pakistan, was singing his performance during his farewell call, he believed, as showed on his official website, that after relinquishing his charge by Mr. Javed Sadiq in 2010 the post of the Federal Ombudsman was “continuously vacant”.  Even today the Banking Mohtasib firmly stands on his this information.  I am sure during 2013-17, the Banking Mohtasib must had many a time met Muhammad Salman Faruqui, even then he did not know that Faruqui was the Federal Ombudsman.  This banking mohtasib website today 27 November 2017 shows Dr. Muhammad Shoaib Suddle as the present Federal Tax Ombudsman whereas the fact is not just Dr. Suddle, even Mr. Abdur Rauf Chudhry taking charge of Federal Tax Ombudsman from Dr. Suddle too has gone.  The banking mohtasib or his office does not know that since months Mr. Mushtaq Ahmed Sukhera, on whose appointment the talk shows made comments, is on the chair of the Federal Tax Ombudsman.  Today 27 November 2017 the Banking Mohtasib, as per his website, believes Mr. Azhar Ali Faruqui is the Federal Insurance Ombudsman. Whereas in November 2015 Mr. Raeesuddin Parach took oath as the new Federal Insurance Ombudsman. I am sure Mr. Anis the then Banking Mohtasib must had been present in the oath taking ceremony in the presidency. And etc.  The Government website are supposed to display update official information.  The students, functionaries and researchers take required information from these sites.  In 2013 the Law changed and Appeal against the Findings of the Banking Mohtasib shifted before the President of Pakistan instead of earlier State Bank of Pakistan.  The Banking Mohtasib Pakistan including a large army of advisors, senior advisors and consultants even “today” don’t know this Law relating to their own office and their official website misguides the complainants to file Appeals with SBP.  I myself was misled by this info and got my right of Appeal time barred.     10. Almost every website, a governmental or a private, keeps prominently a link or section under the label like “Latest Update or What is New”.  Today 27 November 2017 the “new and update” for the Banking Mohtasib is March 2013 item re appointment of Mr. Anisul Hassan Moosvi as Banking Mohtasib.  He retired in February 2017 but still the “new and update” for the Banking Mohtasib, this appointment and taking charge of.  During all this four and half years there had not been anything new or important than the four years old appointment news.   11. It is generally said that in old age one becomes again a child and, as such, talks childish foolishly.  In the meeting, the chair desired that the Overseas Pakistanis Foundation who had the technical expertise to send its web developers to the Ministry to do the needful.  This 70 surely is not just a fool, but a bloody fool, that is why he childishly wonders as to why the learned Grievance Commissioner for Overseas Pakistanis did not ask the same OPF technical term to “repair” his website not-working since about two years. 12. The other day well known anchors Rauf Klasra and Amar Mateen discussing the unprecedented fog in Lahore due to criminal killing of environment by (زکوٹا جن), said that where in the world the fog reached to 380 degree, the whole city under the universal practice is get evacuated.  They said in Lahore it was around 750 degree. They summarized that Advocate Harris, Chief Secretary Punjab and other Federal & Provincial Secretaries/Departmental Chiefs needed to be summoned by Apex Court and, if there is any real intent to save our-children generation, “straightaway” send them all direct to jail as now there is no national time to waste in deliberating hearings as criminal-negligence is nakedly proven.  This senior citizen in his age group called generally “hanging legs in the grave”, firmly believes that if this country is to be saved, without any further deliberations, the Secretariat-Secretaries of Banking Mohtasib and the Forum including advisors, consultants, Commissioner, web-teams; all be sent to jail as they have not just visibly failed in their duty to keep these costly websites updated to provide public true information but also on account that these errant let the national money spent go criminally wasted.  If a website due to non availability of any technical-assistance gets delayed in “development”, that is one thing which though should not be, but an already fully developed functional website going dead appearing to be for good, is more serious and to me fetches criminal proceeding if anyone in a Government is honest to the public money. In Such a straight action, may perhaps, bring the derailed country back on track.  I am more thank confident, it is just a wishful thinking of a fool as during his life nothing like that is going to ever happen.   13. PS:  This senior citizen whose civic spirt the then Ombudsman many a time appreciated, with his 75% blindness after losing an eye in operation, has without any pre drafting or post checking playing with key board has just scribbled it. Hence error or inconsistency expected for which apologies.
