Speaking of legs and victorians and modesty, I remembered there is a part in Dracula in which Mina takes off her shoes because she wants to protect the sleepwalking Lucy's feet from the rough terrain. But she was scared that someone might see them, so she put mud on her bare feet just in case she could trick people into thinking she is wearing shoes until they got home safely.

That is the case! But it's a context thing. They're two young women out alone at night, unchaperoned (already bad) and one of them isn't wearing shoes (worse).

It's not that bare feet can never be seen in public. For instance, given they're at the seaside, Mina and Lucy may well have gone paddling, like in this photo from Ramsgate in 1899:

But walking out at night, and having bare feet in that or other contexts, suggests that they might have been doing something inappropriate, and that's why Mina is so cautious.
