Hazard Identification (Pagtukoy ng mga Bantang Panganib) ��
Ayon kay Kgd. Lolito Dula, ang mga kalamidad na tumatama sa Barangay 424 ay ang mga pagbaha dulot ng malakas na bagyo, lindol, pati na rin ang sunog subalit maari naman daw ito maiwasan. Ang mga parating na sakuna ay nalalaman ng lokal na pamahalaan sa pamamaraan ng balita sa radyo, telebisyon, kung saan ibinabalita ito sa lahat ng residente agad agad. Madalas magkaroon ng bagyo subalit ang mga malalakas na bagyo gaya lamang ng Ondoy, ang nakakaapekto o nagkakaron ng matinding pinsala gaya ng pagbaha, bukod pa don, di naman madalas bumaha sa Barangay pati na rin ang sunog dahil nagkakaroon ng mga drills sa Barangay.
Vulnerability, Elements and People at Risk Assessment –
Maliit lamang ang Barangay 424, tatlong street lamang ito; kung saan ang J. Marzan St. lang ang binaha gaya nung bagyong Ondoy dahil mababa ito. Pero bukod dun, hindi bahain ang lugar. Ang mga madalas maapektuhan ay ang mga residente banda dun, pati ang mga constituent na nakatira sa estero. Nung nagkaroon ng malakas na bagyo 3-4 yearss ago, ang mga electric posts daw sa barangay ay bumagsak, subalit nasolusyonan naman agad ito sa loob ng 3 araw. (Hazardous Places)
Capacity and Disaster Management Assessment –
Sa pamamaraan ng maayos na information dissemination ng Barangay, naibabahagi ang mga importanteng impormasyon sa mga residente kapag nangyari ang isang kalamidad, kung saan maayos nila maihahanda ang kanilang sarili at ang pamilya. Ang Barangay ay sumusunod sa mga alintuntunin ng DILG at MMDA ukol sa mga drills, gaya na lamang ng duck, cover, and hold, pati ng mga pagkakaroon ng materials gaya ng spine board na maaring kailanganin pag nagkaroon ng kalamidad.
Lahat ng nasa lokal na pamahalaan ay assigned at marunong sa wastong gawain pag nangyari ang mga sitwasyon gaya ng kalamidad. (Best Practices)
Safest Spaces ⁃ According to Mr. Dula, the covered court can be utilized as an evacuation center for instances of fire, typhoons, and etc. However, in terms of safe spaces during earthquakes, the residents are tasked to go out of their houses and go to an open space, or in the street. Since it is a small barangay, the vicinity doesn’t really have a big open space.
QUESTIONS
• What are the issues confronting the community? Why do you think those issues you mentioned are happening in the community? When I asked Mr. Dula, he mentioned that the Barangay lacks items such as first aid kits and medicines that are needed during calamities. A scarcity in these items can pose material vulnerability to the community, especially when disasters occur as typhoons, which is the common hazard in the Barangay. I suppose, basing from the asset pentagon of British DFID, the lack of financial capital, greatly influences this issue. Perhaps the allotted budget for disaster and risk reduction management is small, since there are also other priorities that the local government focuses on for the welfare of the community.
• What possible solutions can the local government do to address these issues? If possible, the local government unit can partner with companies in the health care, pharmaceutical, as well as disaster and risk reduction field if there are possible sponsorship, and to consult with them sustainable ways in providing first aid kits, medicines, and other materials vital during calamities. Furthermore, this can be raised also to the municipality with regards to funding or organizing sponsorship regarding improving the community’s capacities and vulnerabilities. • Kindly relate your discussion to the disaster situation of our country I think this can be correlated to the healthcare accessibility in the Philippines, especially when calamities occur. Indeed, red cross volunteers and other non-government organizations are present during these situations, but it could still be improved by having local residents that are educated regarding public health and disaster and risk reduction management. In that way, more people could be productive during these situations and decrease the amount of victims during calamities. Furthermore, it can be also linked with how the local government, or the country in general; sees the significance of disaster and risk reduction management. It should be a common fact that since the country is prone to different hazards and natural/man-made disasters, the vulnerability should be acknowledged as something that should be worked on and prioritized. Sufficient budget should be allotted for raising awareness, prevention, and even donations/ healthcare to reduce the number of casualties and damage every time such disasters occur. • What are your realizations and insights learned after the kwentuhan and community walk? I was able to reflect on the significance of information dissemination in the community, as well as the full participation of both the local government unit in the barangay, and the residents. Barangay 424 does not frequently experience problems during calamities, therefore having a low vulnerability. Through conducting effective and efficient drills, proper information dissemination in the community, there are low casualty rates and the community is resilient enough during big calamities such as typhoons, earthquakes, and even fires (which can be prevented). If neighboring communities, or Barangays in general could learn from this, that the risk and hazards during disasters can be prevented or lessened if both the residents and local government unit work in harmony, together in a united manner. The significance of disaster and risk reduction management is educated towards residents properly, thus majority are aware of their role in the community. It was mentioned that during the onset of a calamity, no one is assigned in particular but it is everybody’s job to contribute in improving the welfare of the community, and the surroundings of the Barangay.
