This! So many people saying Partagaz was honorable, even that he maybe had some sort of simpathy for the rebels.
The reality is at the end of the day Luthen's victory helping bringing to life a galaxy-wide Rebelion mirror's Partagaz's defeat in controlling the subversive elements in the Imperial society (when he could not even control his subordinates).
I am sure there is something to be said about the ISB imploding mirroring the end of Luthen's network.
Luthen literally handing Dedra the knife.
The entire Imperial intelligence apparatus went up against Luthen and Kleya, and lost. With Kleya on top, slowly recovering her soul.
Cassian literally spelling out the argument that Luthen's methodology was necessary and essential, despite how demanding and disciplined it was.
Luthen laying his life down for the cause while Partagaz takes the coward's way out.

I think the ambiguity is (still) there. Only that it doesn't change the fact that their characters are irreconcilable. Their destiny is the unencounter and it's a destiny that marks Mon Mothma and her future path. It probably marks Perrin too. They could be very good friends but tradition forced them to be a couple.

"Why not make female heroes more feminine so girls know you don't have to be masculine to save the world" is misguided. The target audience of heroic adventure genre is not children who actually save the world in a literal sense, it's children who want a cathartic outlet for the struggles and injustice they face. And one of the most common types of injustice that many girls and children assumed to be girls are subjected to is forced feminization.

I think there's some sense of humour in the way some names were chosen in Andor. For example, Major Partagaz and the way Ghorman is like Paris because is the center of the galactic fashion. Not chosen a name of a famous designer (Pertegaz) like an internal joke and wink to his future rol.
