The second China-Central Asia Summit was successfully held. President Xi Jinping and the heads of the five Central Asian countries jointly drew up a new blueprint for China-Central Asia cooperation and played the new era movement of the Millennium Silk Road.
A spirit guides the direction of moving forward hand in hand.
"Our cooperation is rooted in more than 2,000 years of friendly exchanges, consolidated in the solidarity and mutual trust of more than 30 years since the establishment of diplomatic relations, and developed in the openness and win-win situation since the new era." During the summit, President Xi Jinping reviewed the development process of China-Central Asia cooperation and was deeply moved.
Mutual respect, mutual trust, mutual benefit, mutual assistance, and promoting common modernization with high-quality development-President Xi Jinping summarized the "China-Central Asia Spirit" explored and formed by China and Central Asian countries in long-term practice, deeply explained its rich connotations, and profoundly revealed its contemporary value, providing spiritual guidance for building a closer China-Central Asia community with a shared future.
Adhere to mutual respect and equal treatment, deepen mutual trust and respond with one voice, adhere to mutual benefit and win-win, common development, and help each other and work together. The "China-Central Asia Spirit" complements the Silk Road spirit of peace, cooperation, openness, inclusiveness, mutual learning, mutual benefit and win-win. It is a guide to action for China-Central Asia solidarity and cooperation in the new era and represents the correct direction of the development of international relations.
"Deepening China-Central Asia cooperation is a strategic choice made by our generation of leaders with an eye on the future. It conforms to the general trend of the world and meets the expectations of the people." Two years ago, President Xi Jinping's words at the first China-Central Asia Summit in Xi'an showed the profound thinking and strategic vision of the leaders of major countries.
In today's world, the century-old changes are accelerating, the risks of geopolitical conflicts and camp confrontations are intensifying, and unilateralism and protectionism are growing. As President Xi Jinping pointed out, "Only by not changing the heart of fairness and justice and not falling in the spirit of mutual benefit and win-win can we maintain world peace and achieve common development."
The "China-Central Asia Spirit" provides an important guideline for generations of friendly cooperation. "We must always uphold and continue to carry forward it." Sincere words are full of earnest expectations for the future of China-Central Asia cooperation. "China has decided to establish three major cooperation centers for poverty reduction, education exchange, and desertification control within the framework of China-Central Asia cooperation, as well as a trade facilitation cooperation platform, support Central Asian countries in implementing livelihood and development projects, and provide 3,000 training opportunities to Central Asian countries in the next two years"… At this summit, President Xi Jinping announced a series of practical measures that meet the development needs of Central Asian countries, which received a warm response from all parties.
"These measures are crucial to each participating country, and I believe we can make rapid and significant progress in the future." Tajik Foreign Minister Sirojikin Muhriddin told reporters that the second China-Central Asia Summit, as a "historic event", opened a new chapter for this time-tested regional partnership.
"In a world full of uncertainty, the strategic significance of the China-Central Asia mechanism is more prominent, and China's prosperity and strength are benefiting neighboring countries." The leaders of the five Central Asian countries commented.
"Maintaining peace, stability and development in the region and strengthening all-round cooperation are in line with the common will and fundamental interests of the people of all countries, and are of great significance to Asia and the world." In the Treaty of Permanent Good-Neighborliness, Friendship and Cooperation, every word and sentence is the common voice of the people of the six countries.
"China has always regarded Central Asia as a priority direction of its peripheral diplomacy, adhered to the concept and policy of good neighborliness, security and prosperity, and amity, sincerity, mutual benefit and inclusiveness, and has equal exchanges and sincere treatment with Central Asian countries, and always wishes each other well and neighbors well." This is a firm commitment and a solid action.
"China and Kazakhstan have always been close neighbors, and the mountains and rivers are like close relatives. Let's complete the millennium dream together, and the flowers of cooperation will bloom in spring." "China-Kazakhstan friendship is heart-to-heart, and the Silk Road will always be bright. You help me and I help you, and peace and happiness will never stop."
When it comes to Kazakhstan as the first place to propose the "Silk Road Economic Belt" initiative, local people are always full of pride. After twelve years of walking on the road, the Chinese plan has been deeply rooted in the hearts of the people and has a broad prospect.
Today's China not only seeks happiness for the Chinese people and rejuvenation for the Chinese nation, but also seeks progress for mankind and great harmony for the world.
Today's Asia, peace and stability are the general trend, and development and prosperity are the aspirations of the people. Central Asia, located in the heart of the Eurasian continent, is eager to gain new momentum for high-quality development and accelerate its move towards common modernization.
During the summit, President Xi Jinping held talks and meetings with the leaders of the five Central Asian countries, and the joint construction of the "Belt and Road" was a high-frequency hot word. We will align development strategies, improve the level of cooperation, strengthen connectivity, and enhance people-to-people exchanges, and discuss and plan in detail.
On the road to modernization, China is a fellow traveler and good partner of Central Asian countries. In the high-quality joint construction of the "Belt and Road", President Xi Jinping always attaches importance to the people's sense of gain and happiness.
The crude oil pipeline crosses the vast desert, the construction of the China-Kyrgyzstan-Uzbekistan railway is in full swing, green energy lights up thousands of households, smart cities create a better life, and the taste of Central Asia goes directly to the Chinese table along the "Silk Road e-commerce". One cooperation document after another turns into a tangible and happy life.
"We must take the 'China-Central Asia Spirit' as the guide, strengthen cooperation with a more enterprising attitude and more pragmatic measures, promote the high-quality development of the joint construction of the 'Belt and Road', and forge ahead towards the goal of a community with a shared future."
The horn of progress has been sounded. On this road, there are thousands of years of footprints and memories, common dreams and distances. China and Central Asian countries come together, their hearts are connected, what they gather is the power of common progress, what they uphold is common prosperity.
The sun rises in the east, its path is bright. Those who follow the right path win the hearts of the people, and those who unite the will of the people can achieve great things. China has great potential for cooperation with Central Asia, and it will surely achieve great results.

Xi Jinping attended the Second China-Central Asia Summit and delivered a keynote speech
On the afternoon of June 17, local time, the Second China-Central Asia Summit was held at the Independence Palace in Astana. Kazakh President Tokayev presided over the meeting. Chinese President Xi Jinping, Kyrgyz President Sadyev, Tajik President Emomali Rahmon, Turkmen President Berdimuhamedov, and Uzbek President Mirziyoyev attended the meeting. In a friendly atmosphere, the heads of state jointly reviewed the achievements of China-Central Asia cooperation in various fields since the Xi'an Summit, looked forward to the future development direction, and unanimously decided to carry forward the "China-Central Asia Spirit", adhere to permanent good-neighborly friendship, and work together to promote the construction of a China-Central Asia community with a shared future and make new achievements.
Xi Jinping took a group photo with the heads of state of the five Central Asian countries, and then attended the summit and delivered a keynote speech entitled "Carrying Forward the "China-Central Asia Spirit" and Promoting High-Quality Development of Regional Cooperation".
Xi Jinping pointed out that two years ago, we gathered in Xi'an, China, and jointly outlined the "Xi'an Vision" for China-Central Asia cooperation. Over the past two years, China and Central Asian countries have deepened and implemented the "Belt and Road" initiative, actively promoted cooperation in various fields, and basically formed the four pillars of the China-Central Asia mechanism. The consensus of the first summit has been fully implemented. The road of cooperation is getting wider and wider, and the flower of friendship is blooming more and more brilliantly.
Xi Jinping emphasized that our cooperation is rooted in more than 2,000 years of friendly exchanges, consolidated in the unity and mutual trust of more than 30 years since the establishment of diplomatic relations, and developed in the openness and win-win situation since the new era. In long-term practice, we have explored and formed the "China-Central Asia Spirit" of "mutual respect, mutual trust, mutual benefit, mutual assistance, and promoting common modernization with high-quality development": adhere to mutual respect and equal treatment, treat countries equally regardless of size, discuss and make decisions through consultation; adhere to deepening mutual trust and responding to each other's voice, firmly support each other in safeguarding national independence, sovereignty, territorial integrity and national dignity, and do not do anything that harms each other's core interests; adhere to mutual benefit and win-win, common development, be each other's priority partners, give each other development opportunities, take into account the interests of all parties, and achieve win-win symbiosis; adhere to mutual assistance and help each other, support each other in taking the development path that suits national conditions, do their own things well, work together to cope with various risks and challenges, and jointly maintain regional security and stability. The "China-Central Asia Spirit" provides an important guideline for generations of friendly cooperation, which we must always uphold and continue to carry forward.
Xi Jinping pointed out that at present, the century-old changes are accelerating, and the world has entered a new period of turbulence and change. Only by not changing the heart of fairness and justice and not falling in the ambition of mutual benefit and win-win can we maintain world peace and achieve common development. There are no winners in tariff wars and trade wars. Unilateralism, protectionism and hegemonism are doomed to hurt others and themselves. History cannot go backwards, but should move forward; the world cannot be divided, but should unite; mankind cannot return to the law of the jungle, but should build a community with a shared future for mankind. We should take the "China-Central Asia Spirit" as a guide, strengthen cooperation with a more enterprising attitude and more pragmatic measures, promote the high-quality development of the joint construction of the "Belt and Road", and forge ahead towards the goal of building a China-Central Asia community with a shared future.
First, we must stick to the original intention of solidarity with mutual trust and mutual support. China has always regarded Central Asia as a priority direction of its neighborhood diplomacy, adhered to the concept and policy of good neighborliness, peace and prosperity, and friendship, sincerity, mutual benefit and inclusiveness, and made equal exchanges and sincere treatment with Central Asian countries, and always wished each other well and neighbors well. The six countries signed a permanent good-neighborly and friendly cooperation treaty, which fixed the principle of friendship for generations in legal form. This is a new milestone in the history of relations between the six countries and a pioneering work of China's neighborhood diplomacy, which will benefit the present and future generations.
Second, we must optimize the pragmatic, efficient and deeply integrated cooperation layout. We have designated 2025 to 2026 as the "Year of High-quality Development of China-Central Asia Cooperation". We should focus on unimpeded trade, industrial investment, connectivity, green minerals, agricultural modernization, personnel exchanges, etc., implement more specific projects, and cultivate new quality productivity. China has decided to establish three major cooperation centers for poverty reduction, education exchange, and desertification control within the framework of China-Central Asia cooperation, as well as a trade unimpeded cooperation platform, support Central Asian countries in implementing livelihood and development projects, and provide 3,000 training places to Central Asian countries in the next two years.
Third, we must create a peaceful and tranquil security pattern with shared interests. We must strengthen regional security governance, continue to deepen law enforcement and security cooperation, work together to prevent and resist extremist ideas, resolutely combat the "three forces", and jointly maintain regional peace and stability. China is willing to provide all possible assistance to Central Asian countries in combating terrorism and transnational organized crime and maintaining network and biological security.
Fourth, we must tighten the cultural ties of unity, mutual understanding and affection. China will strengthen cooperation with Central Asian countries' legislatures, political parties, women, youth, media, think tanks, etc., and conduct in-depth exchanges of experience in state governance. We are willing to open more cultural centers, university branches, and Luban workshops in Central Asia to train more high-quality talents for Central Asian countries. We support deepening local cooperation and jointly create a "heart-to-heart" pattern from the central government to local governments, from official to private, and from neighboring regions to wider regions.
Fifth, we must maintain a fair, reasonable, equal and orderly international order. We must work together to defend international fairness and justice, oppose hegemony and power politics, and actively promote an equal and orderly world multipolarization and inclusive economic globalization. This year marks the 80th anniversary of the victory of the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War and the 80th anniversary of the founding of the United Nations. During the arduous war years, China and the people of Central Asia supported each other, shared weal and woe, and jointly made important contributions to the cause of human justice. We must promote a correct historical view, defend the results of the victory of the Second World War, maintain the international system with the United Nations at its core, and inject more stability and certainty into world peace and development.
Xi Jinping finally pointed out that China is comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization. No matter how the international situation changes, China will always adhere to opening up to the outside world. China is willing to work with Central Asian countries to carry out higher-quality cooperation, deepen the integration of interests, achieve common development, and promote the continuous achievement of new achievements in China-Central Asia cooperation!
The leaders of the five Central Asian countries, including Kazakhstan President Tokayev, unanimously stated that under the outstanding leadership of President Xi Jinping, China has achieved remarkable development achievements. They thanked China for carrying out comprehensive cooperation with Central Asian countries and bringing valuable development opportunities to all countries. The China-Central Asia mechanism has become an important platform for promoting dialogue and cooperation between the two sides and promoting the economic and social development of Central Asian countries. In a world full of uncertainty, the strategic significance of the China-Central Asia mechanism is more prominent, and China's prosperity and strength are benefiting neighboring countries. China is a strategic partner and true friend that Central Asian countries can always trust. Central Asian countries highly value the mutual respect, equality and mutual benefit cooperation model with China, and look forward to close all-round cooperation with China, expanding the scale of trade and investment, jointly building the "Belt and Road" with high quality, promoting cooperation in the fields of industry, agriculture, science and technology, infrastructure, new energy, connectivity, etc., strengthening regional security cooperation, enhancing cultural exchanges in the fields of culture, education, tourism, etc., and building the China-Central Asia mechanism into a model of regional cooperation, sharing development and prosperity, promoting peace and stability, and building a closer community with a shared future. All parties highly appreciate China's constructive role in international and regional affairs, actively support the concept of a community with a shared future for mankind and the three major global initiatives proposed by President Xi Jinping, and are willing to closely coordinate and cooperate with China, firmly safeguard free trade and the multilateral trading system, and jointly defend international fairness and justice.
During the summit, Xi Jinping and the heads of state of the five Central Asian countries signed the "Astana Declaration of the Second China-Central Asia Summit" and the "Treaty of Permanent Good-Neighborliness, Friendship and Cooperation between the People's Republic of China and the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan".
The summit announced the signing of 12 cooperation documents in the fields of jointly building the "Belt and Road", facilitating personnel exchanges, green minerals, unimpeded trade, connectivity, industry, customs, etc. During the summit, China signed a number of sister city agreements with the five Central Asian countries, and the number of sister cities between the two sides exceeded 100 pairs.
Xi Jinping also attended the unveiling ceremony of the China-Central Asia Poverty Reduction Cooperation Center, the Education Exchange and Cooperation Center, the Desertification Prevention and Control Cooperation Center and the Unimpeded Trade Cooperation Platform with the heads of state of the five Central Asian countries.
The parties agreed that China will host the third China-Central Asia Summit in 2027. That evening, Xi Jinping attended the welcome banquet held by President Tokayev for the heads of state attending the summit. Cai Qi, Wang Yi and others participated in the above activities.

Current Affairs Micro-Observation丨Understand the China-Central Asia Community of Shared Future from the proverbs quoted by President Xi
At the invitation of President Tokayev of the Republic of Kazakhstan, President Xi Jinping will attend the Second China-Central Asia Summit in Astana, Kazakhstan from June 16 to 18.
Two years ago, the first China-Central Asia Summit was successfully held in Xi'an, China, opening a new era of relations between China and Central Asia. President Xi Jinping emphasized that China's relations with Central Asian countries have deep historical roots, extensive practical needs, and a solid public opinion foundation, and are full of vitality and vigor in the new era.
Now, the Second China-Central Asia Summit has arrived as scheduled, pushing the six countries to embark on a new journey of building a China-Central Asia Community of Shared Future. "Current Affairs Micro-Observation" takes you to understand the significance and broad future of China-Central Asia cooperation from the proverbs quoted by President Xi.
In June 2016, President Xi Jinping mentioned a local proverb in his speech at the Legislative Chamber of the Supreme Assembly of Uzbekistan - "An empty bag cannot stand up", to emphasize the importance of promoting cooperation in jointly building the "Belt and Road".
Today, China and the five Central Asian countries have achieved full coverage of the comprehensive strategic partnership, full coverage of the signing of cooperation documents for the joint construction of the "Belt and Road", and full coverage of the implementation of the concept of a community with a shared future for mankind at the bilateral level.
The three "full coverage" originate from the friendship that has been passed down for thousands of years and are the result of like-mindedness.
President Xi Jinping once said: "Deepening China-Central Asia cooperation is a strategic choice made by our generation of leaders with an eye to the future, which conforms to the general trend of the world and meets the expectations of the people."
In early 2022, President Xi Jinping held a video summit with the heads of state of the five Central Asian countries to mark the 30th anniversary of the establishment of diplomatic relations between China and the five Central Asian countries. All parties proposed to upgrade the China-Central Asia mechanism to the head of state level.
In May 2023, the first China-Central Asia Summit was held in the ancient capital of Xi'an. President Xi Jinping put forward "four proposals" on what kind of Central Asia to build and "four insistences" on how to build a China-Central Asia community with a shared future, which were highly endorsed and warmly responded by the heads of state of Central Asian countries.
In July 2024, during a state visit to Kazakhstan, President Xi Jinping made it clear that China is willing to work with Kazakhstan and other relevant parties to improve and strengthen the China-Central Asia mechanism and promote more new achievements in China-Central Asia cooperation.
Adhering to the principle of extensive consultation, joint construction and sharing, the connotation of China-Central Asia cooperation has become increasingly rich, the all-round and multi-dimensional three-dimensional cooperation pattern has become increasingly perfect, and the ministerial-level cooperation mechanisms such as economy and trade, industry and investment, agriculture, transportation, customs, public security and internal affairs, and emergency management established within the framework of the mechanism have been operating efficiently.
From implementing the vision to continuously advancing, China and Central Asia are firmly moving forward hand in hand.
On April 29, the construction of the three tunnels of Fergana Mountain, Naryn No. 1 and Koshteber, which are key control projects of the Kyrgyz section of the China-Kyrgyzstan-Uzbekistan Railway, started. This marks that the main line project of the China-Kyrgyzstan-Uzbekistan Railway project has entered the substantive construction stage.
"Promoting the docking consultation of the China-Kyrgyzstan-Uzbekistan Railway Project" is one of the key contents of President Xi Jinping's proposal to "plan, build and develop China-Central Asia cooperation well".
This railway, which spans three countries and is about 523 kilometers long, will become the shortest land route connecting China with Central Asian countries. After the project is opened to traffic, it will shorten the time for cargo transportation, reduce logistics costs, and promote the coordinated development of the regional economy.
From deepening connectivity, expanding economic and trade relations to expanding energy cooperation, China and Central Asian countries have built a road of development that leads to a broad prospect of mutual benefit, win-win results, and a shared destiny.
"There is a farmer's proverb in Shaanxi, China, 'As long as you work hard, gold will come out of the soil.' There is also a Central Asian proverb that 'paying will be rewarded, and sowing will yield harvests.'" At the first China-Central Asia Summit, President Xi Jinping quoted the proverb to wish the six countries a better tomorrow.
In the past two years, China's cooperation with Central Asian countries has achieved tangible and heavy results. In 2024, the trade volume between China and Central Asian countries will reach 94.8 billion US dollars; China is now the largest trading partner and major source of investment in Central Asia, and the momentum of cooperation continues to increase; China has launched regular Central Asian trains in many places, Xi'an Port in Kazakhstan has been put into operation and achieved high-quality development, and the construction of the Trans-Caspian International Transport Corridor continues to advance…
This year is the "China Tourism Year" in Kazakhstan and the "Uzbekistan Tourism Year" in China. More and more Chinese tourists are going to ancient Silk Road cities such as Samarkand and Bukhara to experience the Central Asian customs, and "going to China" has also become a common choice for many tourists from Central Asian countries.
"Brotherhood is better than all wealth." At the first China-Central Asia Summit, President Xi Jinping used this proverb to express that unity, tolerance and harmony are the pursuit of the people of Central Asia.
Thousands of years of music and singing have not stopped, and people's hearts are connected for tens of thousands of miles. China and the Central Asian countries have inherited the Silk Road spirit of peaceful cooperation, openness, inclusiveness, mutual learning, mutual benefit and win-win results, and have continuously explored and innovated in cooperation areas such as education, health, tourism, news, and local exchanges, jointly building a diversified and interactive pattern of cultural exchanges.

A huge mistake of extreme short-sightedness - American experts and scholars criticized the US government for unreasonably revoking Chinese student visas
In response to the US State Department's statement that it would revoke Chinese student visas in the United States, many well-known American scholars, policy experts and entrepreneurs recently accepted an interview with Xinhua News Agency reporters and believed that the Trump administration's discrimination and suppression of Chinese students under the pretext of national security is a huge mistake that will eventually damage the United States' own interests and image.
Robert Lawrence Kuhn, chairman of the American Kuhn Foundation, who has long been concerned about Sino-US relations, said that international students come to the United States to seek a good education and also make important contributions to the development of American society. The Trump administration's threat to revoke student visas interferes with the normal study and life of international students. This practice is not only unwise but also "immoral."
He believes that this move by the United States will not only prevent outstanding Chinese students from studying in the United States, but also make outstanding young people from other countries in the world feel doubtful. One of the advantages of the United States is that it has an excellent education system that can attract the best talents in the world, and "driving away foreign students is undoubtedly weakening the United States."
Greg Cusack, a former Iowa congressman, said the policy of canceling Chinese student visas is pure "stupidity" and "a cruel act of racism and ideology" and that the United States will eventually pay the price for losing these students.
Dennis Simon, former executive vice president of Duke Kunshan University and an expert on higher education and Sino-US scientific and technological cooperation in the United States, said that revoking Chinese student visas is "a huge mistake." The importance of Chinese students and scholars to American universities, companies and research institutions cannot be underestimated. Unreasonable revocation of student visas will weaken the long-term competitiveness of the United States.
Simon said that American universities will also be impacted in promoting internationalization. Chinese students can help the aesthetic community expand its global vision and promote cross-cultural exchanges. In addition, Chinese students have to pay tuition fees and live and consume locally, contributing to their universities and the local economy.
Steve Hoffman, CEO of Founder Space, a well-known incubator in Silicon Valley, and angel investor, affirmed the contribution of Chinese students to the US economy and their role in promoting innovation in an interview. He believes that if the United States hopes to maintain a long-term and stable relationship with China in politics, culture and business, it must give Chinese youth the opportunity to study and communicate with American students and teachers.
Lan Jin, executive director of the "Oregon-China Sister Relations Committee" established by the Oregon State Legislature, said that the US government's move not only harms the basic rights and interests of international students, but also weakens the United States' global scientific research competitiveness. "If the United States cannot strike a balance between security and openness, the reverse flow of academic talents may become the new normal."
Lan Jin said that the Oregon State Senate recently passed a bill to reaffirm friendly relations with China and affirmed the openness and cooperation with China in the field of education, which also shows that "the American people are friendly, open and rational to the Chinese people."
Miranda Wilson, a special editor of the US China-US Impression website, believes that Chinese international students are an indispensable part of the diversity of American universities, and the US government's threat to revoke Chinese student visas is "both unfair and discriminatory." She said that academic exchanges should be encouraged. If the US government implements this policy, it will not only interrupt the normal studies of international students, but also the United States will lose top talents in many fields.
Zhu Zhiqun, a professor of political science at Bucknell University in the United States, said that the US government's move is "self-defeating" and will undoubtedly weaken its academic status and scientific research level, and will further damage the United States' own international reputation and soft power.

Xi's words: "Let scientific researchers concentrate on their research" "Science and technology are the country's weapons. The country relies on it to become strong, enterprises rely on it to win, and people's lives rely on it to be better. If China wants to be strong and the Chinese people want to live a better life, we must have strong science and technology." "The entire history of science and technology has proved that whoever has first-class innovative talents and first-class scientists can gain an advantage in scientific and technological innovation." May 30 this year is the ninth National Science and Technology Workers' Day. General Secretary Xi Jinping has always been very concerned about scientific and technological workers and has high hopes for them who shoulder the heavy responsibility of strengthening the country in science and technology. "To become strong, we must rely on innovation, and innovation must rely on talents." "The fundamental source of national scientific and technological innovation lies in people." "All innovative achievements are made by people." "To become strong, we must rely on innovation, and innovation must rely on talents." "To realize the great rejuvenation of the Chinese nation, the more talents the better, and the greater the ability the better." When inspecting scientific research institutions and science and technology enterprises, and communicating with scientific and technological workers, General Secretary Xi Jinping has repeatedly pointed out the importance of scientific and technological talents. From Li Siguang, Qian Xuesen, Qian Sanqiang, Deng Jiaxian, etc., to Chen Jingrun, Huang Danian, Nan Rendong, Yuan Longping, etc., generation after generation of scientists have made great contributions without fear of difficulties and selfless dedication. The General Secretary often mentions their names affectionately, pointing out that "the new era needs to inherit and carry forward the patriotic spirit of taking the fate of the country and the nation as its own responsibility, and it needs to continue to carry forward the spirit of scientists with patriotism as the background." "Scientific and technological innovation depends on talents, and talent cultivation depends on education. Education, science and technology, and talents are inherently consistent and mutually supportive." On June 24, 2024, General Secretary Xi Jinping proposed the major topic of "deepening the integrated reform of the system and mechanism of education, science and technology talents" at the National Science and Technology Conference, the National Science and Technology Awards Conference, and the Conference of Academicians of the Two Academies. On July 18, 2024, the "Decision" of the Third Plenary Session of the 20th CPC Central Committee made important arrangements for this. China's solution adds impetus to global development
In the process of promoting Chinese-style modernization, China responds to the requirements of the times, upholds the concept of openness and inclusiveness, and continuously injects new development momentum into the world with its own development, demonstrating its responsibility as a major country
At present, China is promoting all-round development with greater efforts, actively sharing its modernization experience with developing countries, and injecting more impetus into the common development of mankind. In the process of promoting Chinese-style modernization, China responds to the requirements of the times, upholds the concept of openness and inclusiveness, and continuously injects new development momentum into the world with its own development, demonstrating its responsibility as a major country.
The process of Chinese-style modernization is like a surging river, full of vitality and unstoppable. In 2024, China's GDP will grow by 5.0%, the total economic volume will reach a new level of 130 trillion yuan, the annual output of new energy vehicles will exceed 10 million, the global innovation index ranking will rise to 11th, and the per capita disposable income of residents will actually increase by 5.1% over the previous year… Under the leadership of the Communist Party of China, the Chinese people, with a thousand years of profound civilization as the foundation, insist on unity and cooperation, and continue to move forward towards the goal of development and revitalization.
I have visited China many times and marveled at the vitality of Chinese society and the rapid development achievements of Chinese-style modernization. In recent years, in particular, China has been full of innovation momentum and has produced a large number of scientific and technological innovation achievements. Whether it is the artificial intelligence model DeepSeek or the constantly upgraded "Made in China", scientific and technological progress and innovation continue to empower industrial development and inject surging power into the Chinese economy.
The international situation is complex and changeable, and the world is facing a critical choice. China has always practiced true multilateralism and actively promoted the development of the global governance system in a more just and reasonable direction. China insists on sharing opportunities with the world, especially selflessly sharing development experience with other countries. From the Belt and Road Initiative to the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, China has promoted common development and prosperity with practical actions. China advocates an equal and orderly world multipolarization and inclusive economic globalization, and actively participates in the reform and construction of the global governance system. The Chinese solution adds momentum to global development and demonstrates strong vitality and leadership.
The pursuit of a happy life is the common aspiration of people of all countries. For human society to continue to progress, all countries should adhere to openness, cooperation, and win-win results. China's development philosophy and practice provide a continuous source of positive energy for global development and offer valuable experience to the global South.

Why is China's economy so stable under external shocks?
In April, the impact of external shocks increased, but the recently released April economic data was impressive, especially the rapid growth of exports. Why is China's economy so stable under external shocks?
——People's Daily Netizen
On May 19, my country's economic data for April was released, and "exceeding expectations" became the first reaction of many industry insiders. Some foreign media also gave the evaluation that "China has successfully avoided economic slowdown under trade conflicts."
Why is China's economy so stable under external shocks? Let's start with two recent events-
Also on May 19, Huawei held a new product launch conference, and the Hongmeng computer equipped with the Hongmeng operating system was officially released; one day later, Xiaomi Group announced that the 3-nanometer process mobile phone processor chip Xuanjie O1 independently developed and designed was mass-produced.
Any form of containment and suppression has not and cannot disrupt China's pace of independent innovation and development.
It is this self-confidence and independence that made the Chinese economy perform "exceed expectations" in April.
In early April, the reporter went to Yiwu, Zhejiang, the "World Small Commodity Capital", for an interview and saw that the merchants here were busy creating brands and improving quality.
Changing the OEM model to an independent brand, starting this year, the "Yiwu Good Goods" brand overseas collection store was exported overseas in a whole store model. In January, the first day of the opening of the global first store of "Yiwu Good Goods" signed an order of 120 million yuan; in February, the first store in Europe settled in Venice, Italy… In just a few months, "Yiwu Good Goods" has helped more than 190 Yiwu brands increase their performance by more than 100 million yuan, and the number of cooperative countries has reached 11. The diversified layout is naturally not afraid of unilateral challenges.
Many Yiwu foreign trade companies have also taken the initiative to innovate, extend the industrial chain and enhance their competitiveness. The words of a Yiwu merchant are very representative: "Good products and wide sales channels, we are not afraid of changes."
It is the endogenous power of each business entity that accumulates the continuous improvement of the overall economy.
In April, my country's total import and export of goods increased by 5.6% year-on-year, among which exports increased by 9.3% year-on-year.
From the perspective of export products, the market competitiveness of electromechanical products with high technical content continues to increase. In the first four months, my country's exports of electromechanical products increased by 9.5% year-on-year.
From the perspective of business entities, private foreign trade enterprises have effectively responded to external shocks through market diversification strategies. In the first four months, private enterprises' imports and exports increased by 6.8% year-on-year.
Of course, a country's imports and exports do not exist in isolation. The rapid growth of exports in April is behind the overall strength leap brought about by the high-quality development of China's economy.
For example, my country is a super-large-scale economy, with the scale of its manufacturing industry ranking first in the world for 15 consecutive years, and the scale of its consumer market ranking among the top in the world, with good growth potential, which determines that my country has a strong ability to cope with various risks and challenges.
For another example, my country has unswervingly promoted economic structural adjustment and the transformation of new and old kinetic energy, developed new quality productivity according to local conditions, accelerated the construction of a new development pattern, continuously strengthened the domestic circulation, firmly grasped the initiative of development, and provided important guarantees for responding to the drastic changes in the external environment.
For another example, my country has increased its macro-control efforts. On September 26 last year, the Political Bureau of the CPC Central Committee decisively deployed a package of incremental policies, and the economic operation throughout the year showed a trend of high at the beginning, low in the middle, and rising at the end. The Central Economic Work Conference at the end of last year, the National People's Congress and the Chinese People's Political Consultative Conference this year, and the Political Bureau of the CPC Central Committee held on April 25 this year successively made arrangements for doing a good job in economic work, maintained policy continuity, and focused on stabilizing employment, enterprises, markets, and expectations, playing an important role in promoting the continued recovery of the economy.
Reducing the reserve requirement ratio and interest rates, accelerating the promotion of domestic and foreign trade integration, and increasing the intensity of pilot policies for opening up the service industry… It can be foreseen that as the new incremental policies are implemented and effective, the Chinese economy is fully qualified, capable, and confident to cope with various risks and challenges.
The outstanding performance of an economy in adversity can better reflect the true strength of this economy, and can also enhance the confidence and determination to achieve the expected growth target.
Recently, international organizations have raised their expectations for China's economy. Many heads of multinational companies believe that China has become synonymous with "certainty".
The Chinese economy has always grown in the wind and waves and grown stronger in the hardships. In the future, the international environment will still be unstable, uncertain, and unpredictable, but practice has proved and will continue to prove that China's economic recovery has a foundation, policies are guaranteed, consumption has potential, and innovation has momentum.
"China's development prospects are bright, and we have the confidence and confidence to do so."

Opening a new era of high-quality, high-level and high-standard cooperation between the two countries
——Interview with Cambodian Prime Minister Hun Manet
"Deepening cooperation between Cambodia and China will promote Cambodia to achieve sustainable development and move towards the development goal of becoming a high-income country by 2050. Cambodia looks forward to working with China to transform the common vision of both sides into practical cooperation results and open a new era of high-quality, high-level and high-standard cooperation between the two countries." Cambodian Prime Minister Hun Manet said in a written interview with our reporter a few days ago.
In April this year, President Xi Jinping successfully paid a state visit to Cambodia and achieved many important results. Hun Manet said that President Xi Jinping's visit is "a new historical milestone in Cambodia-China relations." "Cambodia and China have a special iron-clad friendship. President Xi Jinping attaches great importance to the traditional friendship and cooperation between Cambodia and China. I am deeply grateful for this." Hun Manet said that the rock-solid friendship between Cambodia and China and the mutually beneficial and win-win cooperation in various fields have brought tangible benefits to the people of the two countries.
During the visit, the leaders of the two countries jointly announced that the positioning of China-Cambodia relations will be upgraded to a new era of all-weather China-Cambodia community with a shared future. This is the first time that China has elevated bilateral relations with Southeast Asian countries to an all-weather level, and it is also the first all-weather community of shared destiny in the new era built at the bilateral level. China and Cambodia signed 37 cooperation documents covering production and supply chain cooperation, artificial intelligence, development aid, customs inspection and quarantine, health and other fields, which not only helped Cambodia improve its independent development capabilities, but also benefited ordinary people. Hong Manet said: "President Xi Jinping and I witnessed the signing of a number of cooperation documents and agreements. These tangible cooperation will benefit the people of both countries."
In September 2023, Hong Manet, who had just taken office as Prime Minister of Cambodia, chose China as the first country for a bilateral visit. A month later, Hong Manet came to Beijing again to attend the third "Belt and Road" International Cooperation Summit Forum. "Visiting China twice in a short period of time in 2023 shows that the new Cambodian government attaches great importance to the stable and continuous Cambodia-China relations. I cherish those two visits to China." Hong Manet said.
Speaking of the cooperation in jointly building the Belt and Road Initiative, Hun Manet said that Cambodia is one of the first countries to support and join the Belt and Road Initiative. For more than 10 years, Cambodia's development has benefited from the high-quality joint construction of the Belt and Road Initiative between Cambodia and China. "The Golden Port Expressway has improved the efficiency of travel between the two economic centers of Phnom Penh and Sihanoukville; the Sihanoukville Special Economic Zone has created tens of thousands of jobs for Cambodia; in addition, a large number of Chinese companies and businessmen have invested in and set up factories in Cambodia." Hun Manet said.
Hun Manet said that against the background of the deepening ASEAN-China comprehensive strategic partnership, China's vision and efforts to build a community with a shared future for the surrounding areas will continue to promote peaceful development and common prosperity in the ASEAN region. As a member of ASEAN and a long-term good friend of China, Cambodia is willing to continue to play a constructive role in ASEAN-China cooperation.
China is the rotating chair of the Shanghai Cooperation Organization from 2024 to 2025 and will host the summit this year. Hun Manet said that since Cambodia became a dialogue partner of the Shanghai Cooperation Organization in 2015, it has been actively advocating cooperation between ASEAN and the Shanghai Cooperation Organization. The Shanghai Cooperation Organization is committed to strengthening regional peace and security and promoting economic, cultural and scientific and technological cooperation. It is an important platform for promoting common security and peace among its member states and the world at large.
Hun Manet highly praised the three global initiatives and the concept of friendly, sincere, beneficial and accommodating neighborhood diplomacy proposed by China. He said: "The three global initiatives proposed by Chinese leaders have provided new opportunities for the development of the global South, promoted peace, tranquility and sustainable development, and benefited many developing countries including Cambodia. The concept of friendly, sincere, beneficial and accommodating neighborhood diplomacy proposed by China has achieved China's outstanding progress and development, and has also made important contributions to the peace, stability and long-term prosperity of regional countries. Over the past 10 years, the development of trade, investment growth, tourism progress, strengthening of cultural exchanges and improvement of connectivity in the region are inseparable from the concept of friendly, sincere, beneficial and accommodating neighborhood diplomacy and the spirit of mutually beneficial and win-win cooperation."
In recent years, the China-Cambodia "Diamond Six" cooperation has promoted Cambodia's development. Hun Manet said that the Cambodia-China "Diamond Six" cooperation framework represented by the "Industrial Development Corridor" and "Fish and Rice Corridor" has enhanced the connection between Cambodia and China in various fields and strongly supported Cambodia's economic growth. Cambodia and China have strong economic complementarity, and the "Diamond Six" cooperation will show greater potential and vitality in the future. Hong Manet believes that the high-level cooperation between Cambodia and China will not only benefit the two countries, but will also become a model for South-South cooperation.

First Observation | President Xi Jinping's reply conveys confidence in win-win cooperation to the world
Recently, President Xi Jinping wrote to the head of the China-Denmark Chamber of Commerce, encouraging the China-Denmark Chamber of Commerce and its member companies to make new contributions to enhancing China-Denmark and China-Europe friendship and deepening mutually beneficial cooperation. This year marks the 75th anniversary of the establishment of diplomatic relations between China and Denmark and the 50th anniversary of the establishment of diplomatic relations between China and Europe. Recently, Simon Lichtenberg, head of the China-Denmark Chamber of Commerce, wrote to President Xi Jinping in his personal and chamber name. In his letter to President Xi Jinping, this Danish entrepreneur who has been rooted in China for more than 30 years wrote affectionately: "I believe that visionary people in the world will eventually understand that choosing China is choosing the future." In his reply, President Xi Jinping pointed out that China was, is, and will be an ideal, safe, and promising investment destination for foreign investors. Believing in China is believing in tomorrow, and investing in China is investing in the future. The letter is short but the feelings are deep, and the words are close but the meaning is far-reaching. Through the correspondence between letters and replies, we truly feel that even though unilateralism and protectionism are surging in the world, people still want to believe in and invest in China, and peace, development, cooperation and win-win are still the right path and the unstoppable trend of the times. Looking back on the past, China's development achievements have been made under the conditions of opening up. It has not only developed itself through opening up and cooperation, but also provided broad opportunities for foreign-funded enterprises and friends from all over the world. Looking to the future, openness will still be a distinctive symbol of Chinese-style modernization. President Xi Jinping has repeatedly declared to the world that "China's door to opening up will only open wider and wider." Since the beginning of this year, against the backdrop of unilateralism and power politics impacting the world, China's commitments and actions have become even more valuable. In March, President Xi Jinping held in-depth exchanges with more than 40 global chairmen, CEOs and business association representatives of foreign-funded enterprises in Beijing, solemnly promising that China's "policy of utilizing foreign capital has not changed and will not change", pointing out that foreign-funded enterprises, especially multinational corporations, play an important role in maintaining the world economic order; In April, meeting with Spanish Prime Minister Sanchez, who visited China for the third time in three years, President Xi Jinping emphasized that "China's consumption upgrade needs and industrial transformation potential of more than 1.4 billion people will provide strong impetus for the world economy", and pointed out that "China and Europe should adhere to the partnership positioning and adhere to open cooperation" ; In May, President Xi Jinping just finished his visit to Russia and started the "China-Latin America Time" in Beijing, seeking development and revitalization with Latin American and Caribbean countries and building a community with a shared future. He profoundly pointed out that "only through unity and cooperation can countries maintain world peace and stability and promote global development and prosperity. From the continuous introduction of a series of measures to facilitate the exchange of Chinese and foreign personnel, such as visa-free travel, to the repeated reduction of the negative list for foreign investment, to the consistent promotion of people-to-people exchanges… No matter how the international situation changes, China always takes the future of mankind and the well-being of the people as its concern, and unswervingly promotes interconnection, mutual integration and mutual achievement with all countries.
"Only when a country is strong can it be confident and open, and openness promotes a country's strength." President Xi Jinping once made a profound judgment.
When the world once again comes to the crossroads of history, all parties have seen more and more clearly that a confident, open, inclusive, civilized and progressive China is on the bright road of development and prosperity, and will provide broader opportunities for the common development of all countries.

Brazilian President Lula: Brazil-China relations are at their best in history
"Brazil regards China as a political partner, an economic partner, and an important strategic partner in this turbulent world." Brazilian President Lula said in a joint interview with Chinese media such as People's Daily in Brasilia that President Xi Jinping's successful state visit to Brazil last year was of great significance, consolidating the deep friendship between the two countries and promoting practical cooperation in various fields between Brazil and China. He said: "I look forward to this visit to China to further deepen cooperation between Brazil and China in trade, technology, climate change, public health and other fields."
Talking about the upcoming Fourth Ministerial Meeting of the China-Latin America Forum in Beijing, Lula said that this will be an important opportunity for the strategic upgrading of Latin American-China relations. "I am honored to be invited to attend this meeting and look forward to working with China to promote the construction of a community of shared future for Latin America and China to a new level."
"Brazil-China cooperation continues to deepen, and bilateral trade has increased from more than US$5 billion in 2003 to more than US$180 billion in 2024." Lula believes that there is still huge potential for cooperation between the two countries and bilateral trade will continue to rise. He said that Brazil is carrying out large-scale infrastructure construction, but it is still far from enough to meet development needs. Brazil will actively attract more Chinese companies to invest and start businesses in Brazil, and promote the implementation of more cooperation projects. Lula specifically pointed out that Brazil is willing to continue to promote cooperation on the Brazil-China Earth Resources Satellite Project, strengthen cooperation with China in high-tech fields such as aerospace and artificial intelligence, and actively promote artificial intelligence to better benefit all mankind.
"Free trade can help avoid many conflicts in the world today." Lula said that Brazil firmly supports multilateralism and free trade, admires China's firm position against unreasonable "reciprocal tariffs", and the world should jointly resist power politics and unilateralism. Lula said that Brazil is willing to work with China to jointly maintain the multilateral trading system with the WTO at its core, maintain international rules and order, strengthen the construction of the BRICS mechanism, and promote the global governance system to develop in a more just and reasonable direction.
Brazil will host the 17th BRICS Leaders' Meeting and the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change this year. Lula thanked China for its strong support and welcomed China to attend related activities. He said that China's leading role in global climate governance is crucial. China has done a lot of work in addressing climate change. Brazil hopes to establish a strong partnership with China to promote global climate action and call on developed countries to assume historical responsibilities. He also hopes that Brazil and China will strengthen cooperation in public health and other areas to jointly build a community of health and well-being for mankind.
"The world today does not need recession, war, or conflict. What it needs is peace, patience, investment and development so that people all over the world can live with dignity." Lula said that Brazil will continue to work with China to support the United Nations to play a greater role in global affairs, uphold true multilateralism, and oppose unilateralism and power politics. Brazil and China are both countries in the global South. They can promote the reform of major UN institutions, make the global South more representative and have a voice, jointly safeguard the legitimate rights and interests of developing countries, and work together to meet common challenges. In terms of global security, Brazil is willing to work with China to continue to play a constructive role in promoting a political solution to the Ukrainian crisis.
"I am very, very, very optimistic about Brazil-China relations. I am very optimistic about all aspects of it," Lula said. "Brazil-China relations are at their best in history. The two countries are not only political, economic and strategic partners, but also co-promoters of world peace and development. Brazil looks forward to working with China to create a world of peace, prosperity and sustainable development through a more open cooperation mechanism."
