In Belial's dungeon, Hakuryuu has his older sister and Morgiana, so his trial is based on the emotional importance of those two people, but Judar wasn't that close to Aladdin or Alibaba, he'd only met them twice. Judging from the people in the frame, I don't think Judar's mental image is based on closeness, but instead symbolizes the "right path" that he wanted to choose, or should have chosen.

For Sinbad, in the alternate universe where Judar hadn't been kidnapped by Al-Thamen, Sinbad would have been the king he chose. He wanted to choose Sinbad, he had the right to choose Sinbad, but his fate didn't allow it, that was his first regret and resentment.
Aladdin and Alibaba are the Magi-King image that Judar considers ideal, he's jealous of Aladdin because he wants to have that kind of relationship with his king. He's a magi, going on adventures together and growing up and founding a country like the two of them should have been his life. That's the second resentment.
As for Kougyoku, to be honest, she's a little different. Up to this point, everyone understands why the other three are there, the main story has clearly shown Judar's relationship with Sinbad and the parallel with the Ali-Ala duo, while for Kougyoku if someone hasn't read the character book with side information they wouldn't have known that Judar likes to spend time with (teasing) her the most. But if the two of them are already close, why is Kougyoku in the life that Judar's bitter that he can't have? What does she symbolize? Actually, it won't be wrong to say that Kougyoku is his last chance to get the life he's always wanted. Among all of Judar's king vessels, not Hakuryuu, Kougyoku is the only one who remains Empress. If he couldn't choose Sinbad, if he still wanted to have the ideal magi and king journey, then the person he should have chosen is Kougyoku. The problem is, there has never been a magi-king stereotype between Judar and Kougyoku, they don't look at each other like that. Kougyoku doesn't have a common goal and similarities with him like Hakuryuu, she doesn't possess superior strength like Sinbad or Kouen, she doesn't even have the will to become king like Serendine. Kougyoku doesn't have anything that Judar can use. And Judar won't be interested in or even pay attention to something he can't use. Yet he spends his day off teasing Kougyoku, lets her drag him down the street to play, and supports her dreams when he doesn't need to and won't be getting anything out of it. Judar says they aren't friends, but it's clear that he hangs around Kougyoku simply because he likes Kougyoku, there's no underlying motive. Likewise, Kougyoku doesn't care that Judar is a magi, like she said, she will still love Judar whether he is a magi or not because Judar-chan is Judar-chan. These two loves each other for who they are, which in turn prevented Judar from realizing that the most suitable candidate for him is Kougyoku. And that was the third regret, the final regret that held him back.

Judal’s ideology through the story
[The final part of a three pieces analysis inspired by @koukoi1412‘s question]
Judal was introduced as a spoiled and very wicked character. He was full of himself and thought little of the world. He only desired to bring chaos and war. That’s why he was satisfied with being the magi of Kou Empire, an empire with imperialistic ideology and with five (later six) royal children being djinn users. Siding with Kou, made Judal able to fulfill his only wish: bring chaos and war to the world.

From his introduction, Judal seemed like the  typical one dimensional villain who exists onto hate the world and to make our heroes’ journey more difficult. However, Judal is a much more complex  character than that. The reason he loathed people so much was  because he had been abused by the closest ones to him (Al Thamen) for all his life. Granted, that doesn’t justify his more cruel actions but it helps explaining them.
He was like a dog who was kicked for years and at some point started to bite people out of frustration. That’s something he had in common with prince Hakuryuu. Their similar background was something that prompted Judal to pik  Hakuryuu as his sole chosen king. Judal still held into his hatred based ideology. The only difference was that he would no longer serve those who had abused him in the past but instead co operate with the only person who had suffered the same like him.

Judal was unable to achieve his magna opus since he was “killed��� by Aladdin. During the time he spend in space and on his journey back, he was shown to care not only for the war that started without him but  for his king candidate as well. That was a turning point for Judal, because he was able to develop positive feelings for another human being and that made him value the world a bit more, even if he didn’t understand it at that point. Also, his interaction with the always optimistic Alibaba and the fact that he had two years travelling to sort out his thoughts also helped to calmed him down.
Unfortunately, the mangaka didn’t show us an important aspect of Judal’s development: his return to his family village. Instead, this happened off panel and we only saw Judal once he reunited with the rest of the main characters. I’m all for character development happening on page and I would certainly like to see Judal visiting his homeland, however even without witnessing that his character growth still feels natural. 
The new Judal decided to join the rest of main guys in the fight against Arba and Sinbad. For once, he was protecting peace instead of destroying it. 
Another significant change is that the current Judal no longer wishes that he had lived a better live. He understands that  his current life that lead him to become the man he is today and without experiencing it he would no longer be the same person. Also, if he had lived a different life he wouldn’t have met Hakuryuu, an important person to him.

What I like the most  about Judal’s development is that he didn’t forsake all of his old ideals and habits. He’s still willing to destroy anything that annoys him; it’s just that things don’t offend him so easily  as before.

The end of the story finds a more peaceful Judal than he had ever been. He will still fight when he feels he has to, but the endless fights and hatred of the world belong to the past. Judal is finally happy.
