It starts like this. She’s furious, anger hazing her mind and making her reckless. Reckless enough that she turns and leans across the center console and presses her lips to his. It’s not a good kiss. Her lips are pursed tight, as tense as she is, and he’s also tense, but she doesn’t break it off and soon his eighteen year old boy brain seems to take over and he’s kissing her back. Ok, maybe it starts earlier than that. Maybe it starts when an eight year old Robb brings home a skinny, sullen boy after little league hockey one day. He’s quiet, but Robb loves him and from that day on, Jon Snow becomes a constant figure in her life.

Jon's father vetoed his wish to join the Night's Watch, but as he grew older, the loneliness in his heart only intensified... Especially on such celebratory days, he sometimes felt like a complete outsider.
An AU where King Robert and his royal family never came to winterfell, nothing bad had happened yet. It's just a short scene (really short, about 5 pages I think), but since I'm not sure if I'll have time to finish it, I'm posting the first page right now.

I haven’t searched all the blogs yet, but I did find two fics on AO3 with something like what you describe:

The outside world faded away as she ran her hands up his chest. They were only two bodies who had survived the worst the world could throw at them, hoping that in each other's arms they could be reminded of a time before everything hurt. OR: Jon falls in love with his brother's queen.
