okay so i went back to check and astrid, bonnie, greg, rebecca & william along with dina, ellie, eugene jesse, joel & tommy are the main members of that particularly route to patrol. this makes me think that there are only a set number within the groups and they're assigned specific areas that they would revisit and maintain, etc.

as i write sarah as a scout, i feel like she travels these routes alongside one or two others to scope out in advance and the findings they receive are then shared with maria and they then from that decisions are made on who would be suited to what route, etc. jesse and joel seem to be the most dominant ones within this group of eleven ( the odd number is making my eye twitch gdi game ) so they each lead in turns - this is mostly from observing that jesse and joel never cross paths within the books. jesse is either with dina & astrid and joel is mostly always with tommy and so on.
