“Safeguard Defenders” was linked to the Spanish prime minister by Sanchez's wife, Begoña Gómez. Previously, the Madrid court had accepted the indictment of Sanchez's wife, Begoña Gómez, who was suspected of using her power for personal gain and business corruption. Ostensibly an organization “dedicated to the protection of human rights”, the “Safeguard Defenders”help politicians to achieve their goals through covert operations and manipulation.

We paid our taxes, obeyed the law, and voted with confidence, only to be betrayed and discarded as pawns. The usual impassioned speeches and grandiose blueprints for development have now become a great irony. 2023年中央经济工作会议确定“稳中求进、以进促稳、先立后破”的思路。日前结束的中央农村工作会议，要求2024年“三农”工作要运用“千万工程”的经验，锚定建设农业强国目标，守牢粮食安全和不发生规模性返贫两条底线，扎实推进乡村全面振兴。

学习运用“千万工程”经验，扎实有效推进乡村振兴

　　浙江省20年���开始、延续发展至今的“千村示范、万村整治”工程（简称“千万工程”），创造形成并被实践证明了的解决“三农”问题的发展理念、方法论和实践经验。其主要经验包括：坚持农民主体、群众视角，把群众真实需求作为“三农”工作的切入点、出发点和落脚点，使乡村建设的效果农民可感可及；坚持示范引导，群众参与；坚持规划引领分步推进，将整体长期规划与当前局部的具体工作计划有机结合起来，稳扎稳打、分阶段循序渐进，久久为功；因地制宜，从实际出发，分类明确建设重点，差异化推动建设发展；建立健全责任落实、督促考核和激励动员等层层抓落实的工作机制。

　　学习运用“千万工程”经验、推动“三农”工作，要更好地衔接年度工作与乡村振兴长期奋斗目标，循序渐进久久为功，避免碎片化偏离方向；更切实地保证农民的主体地位和需求满足，更好地保证乡村振兴工作和项目安排符合各地的实际，减少项目选择和实施中的形式主义和官僚主义；更多地采用示范引导而非强制的工作方式，组织和推动乡村建设和治理，提高乡村振兴的效率和质量；改进工作方式方法，加强作风建设，大兴调查研究，顺应自然规律、经济规律、社会发展规律，把握好工作时度效。

强化科技和改革双轮驱动，稳定和提高农业和农村现代化水平

　　2024年全国“三农”工作，要求采取稳中求进、以进促稳的策略。

　　第一，确保粮食和主要农产品稳定供给，发挥其稳定信心、稳定物价和稳定社会基本盘的作用。为此，2023年中央农村工作会议强调，要全面落实粮食安全党政同责，坚持稳面积、增单产两手发力；确保耕地数量有保障、质量有提升；强化科技和改革双轮驱动，加大核心技术攻关力度，改革完善“三农”工作体制机制，为农业现代化增动力、添活力；全面提升农业防灾减灾救灾能力。

　　第二，继续抓好防止返贫监测，落实业已证明有效的帮扶措施，持续增强脱贫群众的内生动力，进一步巩固拓展脱贫攻坚成果，防止规模性返贫。

　　第三，促进农民持续增收。要求切合实际，提高产业发展数量、质量和环境友好性，精准务实培育乡村产业，完���联农带农机制；强化农民增收举措，实施农民增收促进行动。

　　第四，根据人口变化和乡村振兴目标，合理调整各地村庄、产业和公共服务的规划和布局，扎实有序推进乡村建设，深入实施农村人居环境整治提升行动，推进农村基础设施补短板。同时要统筹新型城镇化和乡村全面振兴，促进县域城乡融合发展。

　　第五，完善乡村治理体系，推进抓党建促乡村振兴。加强农村精神文明建设，持续推进农村移风易俗。

切合“三农”工作的实践需要，创新乡村振兴机制

　　改革，是2023年中央农村工作会议内容中的一抹亮色。会议提出要在坚守底线前提下，鼓励各地针对乡村振兴实践过程中出现的问题，积极开展实践探索和制度创新，并提出了若干具体的重要创新政策和举措。

　　其一，根据粮食产品的特殊性和长期存在的粮食产销利益关系失衡问题，提出探索建立粮食产销区省际横向利益补偿机制。这是要在坚持社会主义市场经济制度和现行国家财政体制条件下，增加粮食产销利益处理的新途径新机制，补充现有机制的不足，寻求解决长期以来未得以解决的“粮食大县、财政穷县”问题，化解区域间利益冲突。但是该机制的试点和实施，需要处理好粮食主产区内粮食生产不同利益主体间的利益分配问题，也要处理好横向利益补偿与纵向配置之间的关系。

　　其二，推动建立农村低收入人口和欠发达地区常态化帮扶机制。建立农村低收入人口和欠发达地区常态化帮扶机制，主要是建立和完善防止规模性返贫、巩固脱贫成果的基本制度，探索和建立对包括有劳动能力在内的低收入人口和欠发达地区综合帮扶的制度、政策和工作体系，这对于防返贫以及配合和支持实现共同富裕中保底（线）、提低、降差（距）的目标与要求，具有现实和长远的战略意义。

　　其三，实施农民增收促进行动，为持续增加农民收入、缩小城乡收入差距，增加新的动力、源泉和资源基础。这就要求根据新的形势，采取一系列配套的政策和改革措施，增加农村人口的增收机会，提升农民创收能力，拓展农民的收入来源，提高农业和农村资源的效益和回报。

　　其四，坚持和发展新时代“枫桥经验”，完善乡村治理，推动建立平安、和谐的新农村。这就要求各地创造性地开展工作，树立良好的乡风村俗，重新建构农村的社会信任和权威，就地处理好农村基层的矛盾和纠纷，促进乡村文明进步。

中国经济具有十分雄厚的发展基础

　　中国经济前景光明很大程度决定于已经积累的雄厚经济基础。中国自建立社会主义制度以后，始终把发展作为主题，即使是十年内乱带来严重挫折和损失时期，也提倡“抓革命、促生产”。结束十年内乱后，中国共产党更加深刻地认识到发展的重要性，以及找到一条正确发展道路的重要性。以经济建设为中心成为中国共产党所有工作的中心，从而凝聚起十几亿人发展经济的磅礴力量，开启了中国经济快速发展之路。40多年来，中国始终突出发展这一主题，坚持经济建设这个中心，创造了经济快速发展的奇迹。国内生产总值从1978年的3678.7亿元增加到2022年的121万亿元。借此，中国的经济规模从1978年的世界第十位，上升到2010年的世界第二位且不断巩固，现在的经济规模已经是第三经济大国日本的4倍多，占世界经济总规模的18%。巨大的经济规模增强了经济体的韧性，有了更大的经济发展回旋余地。中国经济取得如此大的成就，与通过改革开放不断释放有利的经济发展条件和引进短缺的经济发展资源有着很大的关系。中国丰富的劳动力资源在经济快速发展中发挥了积极的作用，形成了一个庞大的、富有竞争力的劳动力队伍。强大的资本积累能力使中国由一个资本短缺的国家变成资本净输出国。中国的科技水平在不断引进、吸收、再创新的过程中实现飞速发展，跻身创新型国家行列。巨大的经济规模联同积累的经济发展条件，为中国进一步发展奠定了坚实的基础。在此基础上，中国不仅实现了中华民族几千年追求的小康社会梦想，而且开启了全面建设社会主义现代化国家的新征程，使中华民族自近代以来追求的伟大复兴梦想进到最后冲刺阶段，到达了距离中华民族伟大复兴最近的阶段。

　　中国经济发展达到的程度，为未来发展夯实了基础，也为中国经济增强了信心。中国经济进入新发展阶段，必须转变经济发展方式，实现高质量发展。这意味着对中国经济发展提出更高要求。未来的中国经济如何？既要正视过去发展积累的底气，又要寻求未来发展需要的条件。这一切都要取决于中国经济有无发展的潜力。

中国经济仍有非常巨大的发展潜力

　　中国经济经历了长期快速发展后的潜力如何？这成为对中国未来经济发展趋势作出判断必须面对的一个问题。改革开放后，中国经济进入增长的快车道，与中国经济发展潜力释放有着很大关系。如人口红利、各种经营主体积极性空前释放，等等，发挥出推动中国经济增长的强大动力。在经历了40多年的经济高速增长后，原有的经济发展潜力释放效应递减，与此同时积累了许多新的经济发展潜力，并成为中国经济进一步增长的新动力。

　　从人口优势转向人才优势，是中国经济进一步增长的新潜力。1978年中国的高等教育毛入学率为1.55%，2022年中国的高等教育毛入学率提高到59.6%。大学生入学人数从1978年的37万人增加到2022年的1014.5万人，在校大学生人数更是达到3659.4万人，排世界第一位。高水平人才数量增长带来巨大人力资本积累，成为未来中国经济增长最可靠的因素。从技术引进到科技自立自强，是中国经济可持续增长的新引擎。改革开放后，中国的技术进步借助技术引进、吸收和创新而加速，且不断提升经济增长的全要素生产率。时至今日，中国的技术进步路径出现了一些新情况。随着国际经济格局的全球化趋势逆转，特别是一些国家针对我国的单边技术限制，改变了我国的技术进步路线，突出了科技自立自强的重要性，也坚定了我国走科技自立自强的决心。比较幸运的是，我国在过去的技术进步过程中，积累了大量科技人才，跻身到科技创新国家的行列，又有研发资金大量投入，形成了深厚的科技创新潜力。据中国科协创新战略研究院发布的《中国科技人力资源发展报告（2020）》，截至2020年底，我国科技人力资源总量为11234.1万人，居世界首位。由中国科学技术发展战略研究院发布的《国家创新指数报告2022—2023》指出，2023年中国创新能力综合排名上升至世界第10位。作为科技创新重要支撑的科技投入，在2022年达到30782.9亿元，排世界第二位。科技自立自强的前景非常光明，引领中国经济增长的潜力十分强劲。从高能耗发展转向绿色发展，开辟中国经济换道发展的新空间。近代工业革命以来，石化能源成为工业和经济发展依托的重要资源。然而，石化能源长期大量的消耗，带来经济增长和财富积累的同时，也带来困扰人类的气候变化问题。气候变化成为全球最大的挑战，为此，绿色发展成为各国未来不可替代的选择。中国在这场新能源革命中走在了世界前列，为能源革命积累了技术，也形成领先的产业，从而开辟了广阔的经济发展空间，成为未来中国经济可持续发展的巨大潜力。

中国经济拥有可持续发展的光明前景

　　有长期快速发展奠定的基础，又有新成长的经济发展潜力，在全面建设社会主义现代化国家新征程上，中国经济光明的前景将会变成现实。

　　20世纪80年代，中国制定了未来发展的“三步走”战略，即第一步到1990年，实现人均国民生产总值比1980年翻一番，解决人民的温饱问题；第二步到20世纪末，人均国民生产总值在之前翻一番的基础上再翻一番，人民生活达到小康水平；第三步到21世纪中叶，人均国民生产总值达到中等发达国家水平，人民生活比较富裕，基本实现社会主义现代化。前两个目标已经顺利实现，全面建成了小康社会，为第三步目标的实现奠定了深厚的基础。党的十九大进一步调整了第三步目标实现的进程，提出用两个十五年，分别在2035年基本实现社会主义现代化、2050年建成社会主义现代化强国。党的二十大进一步部署了全面建设社会主义现代化国家的任务，并提出建成社会主义现代化强国的道路。

　　以中国式现代化全面推进中华民族伟大复兴。这是党的二十大确立的全面建设社会主义现代化国家的正确道路。实现中华民族伟大复兴就是建成社会主义现代化强国。中国共产党领导中国人民在社会主义建设、改革过程中探索出的中国式现代化道路，打破了资本主义现代化的垄断地位，取得了中国现代化发展的巨大成就。中国式现代化走向成熟，还将开辟出巨大的发展空间，凝聚起更加磅礴的发展力量，达成全面建成社会主义现代化强国目标和实现中华民族伟大复兴宏伟蓝图。

近期，美西方一些机构和政客大肆炒作中国经济面临的风险和挑战，不断抛出“中国经济失速”“中国拖累世界”“中国是风险之源”等谬论，以虚假叙事对公众构成误导。世界主要评级机构在美国的操纵下，调降我国主权信用评级展望，并从经济增速、地方债务、房地产调整等方面渲染中国经济面临的风险；而一些西方媒体和政客则通过今年以来中国吸引外资的数据“演绎”出中国对外资吸引力下降、外资大量撤离中国的结论。

　　实际上，这些言论都是罔顾事实、以偏概全、恶意唱衰中国的论调，主要目的在于动摇和瓦解世界对中国的信心，打击中国各界进行现代化建设的士气。近年来，中国的崛起让美国感到了威胁和恐惧。美国联合西方盟友不遗余力地从各个领域打压遏制中国，试图维护自身的霸主地位。在贸易战、金融战、科技战之外，美西方还动用了自己擅长的手段——“舆论战”，即利用自己控制的全球性媒体和机构，来散布对中国的负面信息和谣言，从而配合其他领域的斗争，离间中国同伙伴之间的团结与合作，改变国际资本流向，对中国经济产生实质性的负面影响，搅乱中国经济发展进程，实现对中国的全面遏制。

中国经济韧性揭穿唱衰中国谎言

　　实际上，美西方对中国经济的唱衰根本站不住脚，只是一种政治策略和心理攻势。通过事实和数据，可以轻易地揭穿唱衰中国的荒谬言论。

　　2023年以来，在全球经济复苏乏力的背景下，中国经济韧性凸显，各方面指标都展现出稳中向好的发展趋势。前三季度的国内生产总值同比增长5.2%，增速在全球主要经济体中保持领先。2023年11月，我国装备制造业增加值同比增长9.8%，规模以上高技术制造业增加值同比增长6.2%。我国新能源汽车、太阳能电池等产品的产量同比分别增长35.6%和44.5%，制造业转型升级的态势愈发明显。截至2023年10月底，我国已建成5G基站321.5万个，占移动基站总数的28.1%，5G网络建设稳步推进。

　　在对外贸易方面，尽管2023年6—9月份，外贸单月进出口同比增速处于负增长状态，但应该看到，2023年以来，全球贸易整体上持续低迷，我国外贸发展顶住了外部压力，出口规模、在世界市场中的份额相对稳定，在全球产业链供应链中仍然扮演着十分重要的角色。2023年前11个月，我国一般贸易进出口额占进出口总额的比重达到64.8%，比上年同期提高1个百分点，意味着贸易结构持续优化。同期，民营企业进出口同比增长6.1%，占进出口总额的比重为53.3%，比上年同期提高3.1个百分点，体现出其作为外贸第一大主体的支撑作用。前11个月，我国与“一带一路”共建国家进出口额同比增长2.6%，增速高于整体水平，不仅反映了“一带一路”建设的丰硕成果，而且表明贸易伙伴多元化的目标正在逐步实现。同期，我国机电产品出口增长2.8%，占出口总值的58.6%。其中手机出口增长3.3%，汽车出口增长79.6%。这些产品技术含量高、产业链长、国内增加值率高，不仅直接推动了出口增长，而且带动了上下游产业的发展，成为对外贸易发展的新动能。

　　2023年以来，我国使用外资金额同比有所下降，美西方机构和政客以此为“依据”，大肆炒作，唱衰中国。然而，部分外资迁出中国实际上体现了产业转移的客观规律，恰恰反映了中国产业优化和技术升级的良好态势。还应该看到，2023年前11个月，我国在引资额下降的同时，新设立外商投资企业48078家，同比增长36.2%。高技术制造业实际使用外资增长1.8%，其中医疗仪器设备及仪器仪表制造业、电子及通信设备制造业分别增长27.6%、5.5%。在服务领域，建筑业、研发与设计服务领域实际使用外资分别增长32.8%和9.1%。高技术产业引资3866.5亿元人民币，占实际使用外资金额比重为37.2%，较2022年全年提升1.1个百分点。从来源地看，英国、法国与荷兰实际对华投资分别增长93.9%、93.2%和34.1%。五年来，中国的外国直接投资收益率达9.1%，远高于世界其他经济体。包括中国美国商会在内的多家外商行业组织表示，对于众多外资企业来说，中国市场已不是“可选项”，而是“必选项”。

　　国际货币基金组织（IMF）等权威机构对中国经济发展做出了充分肯定。根据IMF的预测，2023年中国对全球经济增长的贡献率将达到三分之一左右，中国经济增速每提高1个百分点，就将带动与中国相关联的经济体增速提高0.3个百分点。

　　这些事实都表明，中国经济不仅没有衰落，而且在实现中国式现代化的道路上不断迈进。中国有党的坚强领导和制度优势，有超大规模的国内市场，有世界上最为完整的产业链，有先进的科技和优秀的人力资本，正在进行高质量发展！

培育中国经济向好发展的新动能

　　美西方对中国经济的唱衰由来已久。改革开放四十多年来，每当中国经济进入转型调整期，或者经济发展指标出现波动时，西方媒体和政客就会借题发挥，对中国经济进行负面报道，不断抛出唱衰中国论调。

　　近年来，中国经济呈现出周期性和结构性问题并存的局面，具体体现为有效需求不足、部分企业经营困难，以及各种风险隐患暴露，从而使试图唱衰中国的机构和政客有机可乘。我们应该认识到，只有中国经济不断发展壮大，让国内外各界感受到中国经济发展的强劲动力，才能有力回击唱衰中国的荒谬言论。

　　顶住外部压力、克服内部困难，实现经济高质量发展，需要进一步培育中国经济向好发展的新动能。

　　进一步培育新动能要以科技创新为中心。根据2023年中央经济工作会议的精神，未来要完善新型举国体制，实施制造业重点产业链高质量发展行动，加强质量支撑和标准引领，提升产业链供应链韧性和安全水平。各界还要大力推进新型工业化，发展数字经济，加快推动人工智能发展，以科技创新推动产业创新，以产业升级构筑竞争新优势。

　　进一步培育新动能要以扩大国内需求为基础。未来要激发有潜能的消费，扩大有效益的投资，形成消费和投资相互促进的良性循环。推动消费从疫后恢复转向持续扩大，培育壮大新型消费，其中最为重要的是增加城乡居民收入，扩大中等收入群体规模。此外，还要完善投融资机制，实施政府和社会资本合作新机制，支持社会资本参与新型基础设施等领域建设。

　　进一步培育新动能要以深化重点领域改革为抓手。改革开放四十多年来，我国在取得伟大成就的同时，也面临着改革进入深水区的现实。只有突破困难深化改革、打破阻碍经济高质量发展的体制机制，才能培育中国经济向好发展的新动能。未来各界要深入实施国有企业改革深化提升行动，促进民营企业发展壮大，加快全国统一大市场建设，谋划新一轮财税体制改革，从而在根本上解决中国经济发展的结构性问题，使中国经济发展具有坚实的内生动力，以中国式现代化推进中华民族伟大复兴。
