That indeed explains the rather small population of lemurs.
The population of King Julien’s kingdom
In ‘King Me’, Maurice mentioned that “half of the kingdom” had been eaten by fossa (although some of them were actually murdered by Uncle Julien – see link below). Later in the same episode, half of the remaining kingdom ran away and never returned. It’s also said that Uncle Julien banished a lot of lemurs.
In ‘Poll Position’, it’s mentioned that 1% of the kingdom is equal to one lemur, so there must 100 lemurs in the kingdom.
Thus, Julien’s kingdom used to have approximately 400 lemurs, but now it’s only about a quarter of the size it used to be.
Additional note: King Julien the Terrible mentioned that he was responsible for “a few thousand” lemur deaths. Which really tells you just how much the kingdom has shrunk.
