It's funny that RTD wrote the master aging-up the doctor on the valiant so hopefully the bloodthirsty audiences of 2008 wouldn't think the evil alien twink was keeping another alien twink as a pet for sex reasons. She might not really act like it but I do think she has a ton of unresolved feelings about her exile. Like imagine being kicked out of your home and told to never come back because your interests and passions were deemed dangerous and extreme (regardless of the fact that in her case they probably actually are), so now you're stuck drifting through the universe and the only ones who could sympathize with you are those two stupid gay assholes you went to school with and a few other Time Lords you probably hate.

Not to mention that Faction Paradox stuff heavily implies (she's not named explicitely but its clear who they meant fjdkfkgk) the Homeworld called her back home to help fight in the War. Imagine being able to go home but only on the condition that you give your life (lives, really) for some war you probably don't give two shits about. You FINALLY get recognition for your talents but it's only because they're finally useful to the people in charge.

Even for someone like the Rani that has to be an incredibly lonely and alienating existence, and a real slap in the face.

If they wanted to keep with the Rani's Classic characterisation she wouldn't even have been the main villain in the finale. The Master in the tooth comes back somehow and Strange Thoschei Things commence while the Rani's just in the background trying to do some amoral sciency DNA thing and calling them slurs whenever they try to involve her.

If you want to involve Mrs Flood just show her sitting in the background on her phone, and halfway through the episode they pan around to reveal she's reading Doctor/Master smut on AO3.
