Page 102 - 103 of The Dawn of Yangchen describes the village and farms around the Northern Air Temple
The Air Nomads are based on Tibetan Buddhism and its monks and monasteries, but the thing is that in pre-conquest Tibet, the economy which sustained those monasteries depended (like everywhere in "pre-modern" societies) on vast amounts of peasants to grow and supply food. The Air Nomads lack that aspect, instead being nomadic pastoralists in some weird and undefined way that's consistent with them living most of the time in giant stone temples.
However, I think it's possible that there were some non-Air Nomad people living in the Air Nomad territories, and that the Nomads might have had some sort of economic relationship with them. The majority of Air Nomad land seems to have been relatively unexploited and the Nomads would have had to been actively trying to prevent people from settling if they didn't want someone trying to move in.
