Spoilers for the new Scoob and Shag that just dropped

So the way I see it there are 2 possibilities;

This is Shag Prime, and he just looks different in every way (based on Inspector saying "that's not possible" when scanning his identity I feel this is most likely)

This person somehow stole/copied Shag's Ballyhoo

I'm very curious though to hear other people's theories
