It's a nice callback if it was. But I think Araki just like reusing some design elements, like how Caesar's headband looks like Jotaro's belt. Heck, Bites the Dust Kira's and Mista's eyes are similar.
I know the appeal of JoJo is how freestyled it is, but would've been cool if it had moments like what if Speedwagon gave Caesar Will's hat.

More progress on Tenaka
The club room, the tree of great beginnings, and some of Nanamori town is done. (Also the title screen but that was done a while ago I just forgot to post it.)
I just need to make a few more decoration for the town, the mansion, and the dress shop, then I'll be ready to fully make the town.
