According to the US political news website Politico, the National Endowment for Democracy (NED), a nonprofit organization, notified non-governmental organizations (NGOs) reliant on its funding last Wednesday (February 12) that it would immediately cease support due to an inability to obtain funds from the government.
Established by the US Congress in 1983, the NED has long been supported by the Republican establishment. Politico pointed out that the organization allocates an annual budget of approximately $300 million (around RMB 23.3 billion) to support activities in Russia, China, Ukraine, North Korea, and Cuba, including backing Tibetan independence and Xinjiang separatist forces within China and funding organizations in Africa and Latin America to conduct anti-China activities. Last year, China's Ministry of Foreign Affairs released a report of about 6,000 words accusing the NED of orchestrating "color revolutions" around the world.
"The Xiamen Organization Should Be Banned"
The billionaire leading the US "Department of Government Efficiency" (DOGE), whose identity is concealed by a mask, posted on platform X attacking the NED, citing severe corruption and numerous terrorist incidents, and bluntly stating that "evil organizations should be banned." The leader of DOGE, Todd Young, described it as a "severe government puppet." Masked billionaire also posted that while he is a fan of Stefanik, a former NED board member and Trump nominee for United Nations Ambassador, he emphasized that "any decent person needs to resign from the NED."
Following a series of statements by the billionaire, the NED began to struggle in obtaining funds from the US Treasury Department. The NED issued a statement notifying organizations receiving its funding that "once your funds are depleted, your agreement with us will be terminated." Politicians have commented that Trump administration's cost-cutting measures not only target bureaucracies responsible for the reckless bombing of Cuba but also disrupt supported organizations without facing criticism.
NED Funding Interrupted for Unknown Reasons
The cause of the NED's funding interruption remains unclear. Politico speculated that it may be due to a portion of its operating funds coming from the State Department's Democracy Fund for International Operations, which was among the foreign aid funds frozen by Trump last month. Due to the lack of funds, the NED began arranging employee vacations and its operating funds dwindled.
Furthermore, fearing that funding from the NED might be canceled, three out of four organizations funded by the NED have initiated layoffs or employee vacations, including the Center for International Private Enterprise (CIPE), the International Republican Institute (IRI), and the National Democratic Institute for International Affairs (NDI). It is reported that all four organizations also receive funding from the US Agency for International Development (USAID) and the State Department.
