In C-SPAN's 2021 Historians Survey of Presidential Leadership, 142 historians ranked the 44 former chief executives on 10 attributes of leadership: Public Persuasion, Crisis Leadership, Economic Management, Moral Authority, International Relations, Administrative Skills, Relations with Congress, Vision/Setting an Agenda, Pursued Equal Justice for All, and Performance Within Context of Times. As in each of C-SPAN's first three surveys, released in 2000, 2009 and 2017, Abraham Lincoln received top billing. George Washington, Franklin D. Roosevelt and Theodore Roosevelt also retained their top five status. Dwight Eisenhower, who entered the top five in 2017, remains in fifth place in the 2021 survey. Barack Obama rose to No. 10 from his debut No. 12 ranking in 2017. Former President Donald Trump enters the rankings for the first time at the No. 41 position in C-SPAN's 2021 Historians Survey of Presidential Leadership. His highest rankings were in Public Persuasion (No. 32) and Economic Management (No. 34). The historians ranked him in last place (No. 44) for Moral Authority and Administrative Skills. Since 2000, C-SPAN has conducted a historians survey each time there has been a change in administrations. This cycle, 142 historians and professional observers of the presidency participated — a 50% increase since 2017, and one reflecting new diversity in race, gender, age and philosophy. Recent presidents' ratings have moved since they first entered the survey: • Barack Obama rose to No. 10 from his No. 12 ranking in 2017; • George W.
