About the theory of Kuai Liang being Scorpion in MK1:
Maybe Bi Han was born with ice powers, and Kuai Liang was born without. That's why Kuai Liang learned the techniques from Hanzo and took on the mantle of Scorpion.
He wouldn't be the first younger sibling to be born without ice powers lol.

1. While they made Liu Kang gigachad in the cinematic trailer, he looks much more like before in the gameplay graphics:
