CCEE Announces Bridge PLN/PLX Initiative
You made an idea a reality.
This literally couldn’t have happened without you.
Over a two-year period, 54 PLNs across the state convened diverse stakeholders, embraced tenets of local control, and used the LCAP and Dashboard as tools for improvement.
We can’t thank you enough.
We know there have been many questions about what the future holds, and we sincerely appreciate your patience as we’ve learned from the formative evaluation process and considered CCEE’s work moving forward.
We’re excited to announce that a one-year Bridge PLN/PLX initiative will be offered in 2019-20.
Current PLN Hosts may apply for matching funds (up to $50,000) for one more year and, with an approved application, the PLN Facilitator will continue to participate in Bridge PLX meetings for one more year.
PLN Hosts may also choose to fully self-fund the PLN and only apply for the PLN Facilitator to participate in the Bridge PLX.
The Bridge PLX will create a venue for deep collaboration, further development of equity-focused facilitation practices, and closely monitoring impact throughout the school year using data—all areas that surfaced in the formative evaluation.
CCEE will cover Bridge PLX meeting costs, including time of the PLX Coaches, meeting venues, and materials.
CCEE will also reimburse PLN Facilitator travel to and from Bridge PLX meetings. The “bridge” supports are intended to position currently operating PLNs for success as they shift to a fully autonomous PLN design (without any associated formalized CCEE structures) in 2020-21.
If your PLN has demonstrated initial success and you are interested in revising the impact plan to more thoroughly address student-level system outcomes, we would welcome your application.
Included in the email that accompanied this month’s blog post is an announcement with all the details on the Bridge PLN/PLX Initiative and associated application materials (these materials are also available in Box).

Another way CCEE will support future PLN work will be to draw on lessons learned from the formative evaluation to develop a suite of free resources, including “how to” strategies, that interested parties may consider when starting a PLN.
These resources will be part of a toolkit that will be posted to CCEE’s Resource Collection in September 2019.
The CCEE is committed to working to strengthen the System of Support for every student.
We look forward to collaborating with you in that effort—through the Bridge PLN/PLX Initiative next school year and/or any number of other opportunities to build supports that benefit students across California.
As it turns out, an important collaborative opportunity is right around the corner: we can’t wait to see you and learn with you on June 11!

Tri-Annual Survey Administration
The PLN Y2 Closing Survey is now OPEN!
This is the sixth and FINAL administration of our tri-annual survey, designed to collect information about the impact of the PLN/PLX initiative from both facilitators and participants.
Your PLX coaches will carve out time in upcoming meeting agendas to allow you to take the survey and we ask that you do the same for your participants.
Our recommendation is to reserve approximately 20 minutes for this purpose.
The survey will remain open through May 31.

NAP: A Bridge between CCEE Impact Plan & LCAP
The Santa Barbara County PLN (SBCPLN) is 20 members strong with seven superintendents and assistant superintendents, six directors, as well as seven principals, coordinators, and specialists. The SBCEO PLN has focused on continuous improvement since its inception.
We are now excited to share with you the Network Accountability Plan (NAP).
The purpose of the NAP is to bridge the divide between the CCEE Impact Plan and the LCAP used by all districts. Patterned after the LCAP, the NAP has five distinct sections:

We introduced the NAP at our June 2018 PLN meeting and revisited it at our August 2018 PLN meeting.
During the meetings we used the NAP to document our progress and set our direction, as well as reinforce a meaningful way to create appropriate actions and services.
According to 2018 Dashboard data reports, the SBCPLN supports five districts representing 39,621 students -- roughly 57 percent of Santa Barbara County’s total student population.
The SBCPLN provides services to a significant number of unduplicated pupils, a combined total of 133 foster youth, 13,843 English learners, and 31,338 socioeconomically disadvantaged students.
The NAP is keeping our Networked Improvement Community (NIC) on track so we can better meet the needs of each and every one of these students, and it has also proven to be an effective means of onboarding new members.
The second year of the NAP will conclude during our April 2019 meeting.
In addition to providing an update on our greatest needs and areas of progress, we will receive stakeholder feedback in order to rate how we followed through with our plan for this year.
Cassandra Bautista is the Director of Leadership and Program Support for the Santa Barbara County Education Office. She oversees the English Learner Network, CASC program, and the PLN.
Letitia Bradley, Ed.D. is the Director of Leadership and Support Services for the Santa Barbara County Education Office. She oversees the PASC program and the PLN.
Michael Babb, Ed.D. is the Director of School and District Support for the Santa Barbara County Education Office. He oversees the LCAP approval process, differentiated assistance and the PLN.

Co-facilitators of the California School Boards Association (CSBA) & NorCal PLX members
Building Governance Team Capacity Surrounding the LCAP/LCFF by Defining the Role of Board Members in the Process
CSBA’s two joint PLNs include Board Members and Superintendents from small, rural, medium, and large school districts from across the state.
Since their inception, CSBA’s PLN members from across the state have been engaged in building upon their knowledge and strategies surrounding the LCAP/LCFF process. One of their key efforts has been the construction of, and “operationalizing” the definition of, the role of Board Members in the LCAP/LCFF process.
Without question, the work of Board Members and District Superintendents working together, as a governance team, must be at the leading edge of each district’s LCAP/LCFF development. Through their insights, they have thoughtfully defined the role of Board Members, using “equity” as a focus for all aspects within the process. This includes, but is not limited to, the importance of equity in the areas of ensuring student achievement, engaging parents, monitoring the progress of outcomes, and advocating for their District’s LCAP/LCFF.
Their work begins with the premise that just signing off at the end of the process is legally required—but not sufficient. They recognize the importance of their role, their on-going involvement, and working with the Superintendent, as key to building an understanding of the strategies and funding that is ultimately adopted in the LCAP/LCFF.
We have had a two-year process of collaborative work between our members. This has included sharing of best practices. We have looked at parent engagement practices that are working so well that they have had to change venues because so many parents are attending and excited to engage.
We have had rich and courageous conversations regarding equity and what that looks like in our districts across the state. The members have encouraged each other and built capacity in many areas of Governance.
We have all grown together and supported and built capacity in many areas of the responsibilities of being a board member. We have a deeper understanding of Governance relationships between team members.
At the end of the day, we are much stronger individuals and teams of governance.

Teri Vigil is the Board President of the Fall River Joint Unified School District, a delegate for CSBA representing the school board members of Shasta County, and a member of the CSBA legislative committee.

Our Formative Evaluation Work
With gratitude for all the work that PLX Coaches and PLN Facilitators have been doing throughout the life of the PLN/PLX Initiative, it is with great pleasure that we share the Research Design for Formative Evaluation.
This document was developed in collaboration with our research partner, David Brazer of Stanford University, and outlines the methods that will guide our work throughout the next several months.
As the document details, the purpose of this formative evaluation research is to inform CCEE and interested stakeholders about the effects of Professional Learning Networks (PLNs) and the Professional Learning Exchange (PLX) on PLN members and their organizations.
In the process of discerning these effects, we hope to learn how their structures and processes lead to both continuous improvement and unexpected outcomes. We have a strong interest in learning the effectiveness of its model and how it might be altered to guide future work.
We are actively working on a plan for 2019-20 and beyond and will share updates as they are available. In the meantime, we want to reiterate our thanks for the important role the PLX Coaches and PLN Facilitators play in this evaluation work.
Your willingness to share details about your networks’ impact through the tri-annual survey administrations, monthly reports, Impact Plans, and the Impact Matrix (and related artifact sharing) has been and will continue to be critical to the work.
We are committed to keeping you apprised of our progress in the months to come.

Stakeholder survey for the Community Engagement Initiative
The California Engagement Initiative is funded by the State of California to build the engagement capacity of school districts and their communities, with the ultimate focus of improving student outcomes.
The CCEE, the San Bernardino County Superintendent of Schools, and two community-based organizations (the California Association for Bilingual Education and Families in Schools) are leading this effort. Together, these four entities are designing and will operate networks of district teams to help identify effective models of community engagement and metrics to evaluate those models.
These district teams will include individuals from many different perspectives - from students and their families to school site staff to district administrators to staff from the local county office of education.
The four entities are seeking your input through this anonymous survey on the substance as well as the design and structure of the networks. Your input will be invaluable in creating effective networks and in the ultimate success of the Initiative.

Facilitator of the California Association of African-American Superintendents and Administrators (CAAASA) PLN, member of the Bay PLX, and the CEO/President of EDEquity, Inc.
Impacting the Outcomes of African American Students
The CAAASA PLN (with representatives from the Napa Valley COE, Pittsburg USD, Los Angeles COE, Compton USD, Lynwood USD, Fresno USD and San Diego COE) has used the tenets of Improvement Science and cycles of Continuous Improvement to pursue policy and practice changes that address the persistent “equity gap” for African American students. We have been gathering evidence that our work has a measurable positive impact on the outcomes of African American students, while building the foundation for future progress by equipping the members of our PLN with the tools they need to affect systems change. We will consider increases or decreases of 10-15 percent significant in terms of indicating changes in academic achievement and in/out of school suspensions, while remaining aware that lasting, sustainable change may take multiple years to fully accomplish if the learning of African American students is a commitment across the nation. PLN members agreed that, given our targeted focus on African American students, it would be valuable to memorialize our work by sharing lessons learned and key findings during CAAASA’s Annual Professional Development Summit in March. We also will present a report based on information compiled from each participating LEA.

Focusing on Family-School Engagement
For the past 18 years, I have trained parents to engage more fully as equal partners with teachers and school principals in order to support their child’s success. Yet, time and again, parents report school staff is not ready to partner -- that school staff only wants involvement versus engagement. Since then I realized that working with families was only half the job. And research confirms this notion.
In 2013, the U.S. Department of Education published the “Dual Capacity-Building Framework for Family-School Partnerships” which identifies the lack of opportunities for school staff and families to build their capacity to partner as a root cause of the problem.
Currently, most school officials across the country do not receive training on researched-based practices to work with families and communities in their pre-service, induction programs, or professional development.
That is beginning to change in California. Some county offices of education have specialized in family and community engagement, and four of the 56 PLNs sponsored by CCEE are focused on this topic.
In addition, this year Governor Jerry Brown and the California State Legislature approved $13.3 million for a Community Engagement Initiative, which will increase the number of PLNs.
Hosting a PLN has given me and 13 other members involved the opportunity to learn together about research, reflect on systems to build capacity for family-school partnerships, and share strategies to overcome barriers.

Our PLX Learning Visit
Last month, the Sacramento PLX visited Olive Grove Elementary School in the Dry Creek Joint Elementary School District.
The goal was to better understand the connection between actions and services in the LCAP, school level implementation of the LCAP, and data used to monitor the activities.
For the first part of the morning, Dry Creek’s Superintendent Brad Tooker and Olive Grove Elementary School Principal Andy Giannini led a discussion about the LCAP goals and district data. Then, in small teams, the facilitators and district staff visited classrooms.
We observed math lessons and identified instruction provided to students working at many different levels. Following the observations, we had a debrief about the classroom visits and spoke with district and school staff during lunch.
At our November PLX meeting, the facilitators will continue to debrief and document our learnings from the visit.
Several of the PLN facilitators are interested in incorporating some type of school visit to their PLN activities in order to better understand the implementation of the LCAP and uses of data to make decisions about instruction and services for students.
This visit was inspired by the work of the PLN facilitated by the National Center for Urban School Transformation at San Diego State University.
As our PLX continues to debrief and document our learning in the coming months, we would be happy to share with the other PLXs.

The Last Portable On the Left
For years, I worked in special education supporting students with the most significant needs. When visiting schools, I would stop at the front office to be directed to the special education classroom. Time and again, the directions would contain the words, “the last portable on the left,” or something similar. That refrain, and the geographic location on campus, became representative for me of the inequities faced by students with disabilities every day.
As California heads down this path of a System of Support, I see it all aligning. I couldn’t be more encouraged about the future of students with disabilities and other populations facing inequities. What’s arising clearly, is the emphasis on equity.
There is nothing easy about this work. It is, however, made easier with “friends.” I consider the numerous colleagues I’ve met as part of these networks as “friends” that I can call on for support in this journey towards equity and excellence. I truly believe, together, we will achieve the outcomes we desire and eventually eliminate the need for “the last portable on the left.”

PLN Y2 Opening Survey Reminder
The Y2 Opening Survey (the fourth administration of the tri-annual survey) will remain open through Friday October 12. As a reminder, each PLN Facilitator and PLN Participant should complete the survey.
If you have a co-facilitator (or co-facilitators), we ask that each of you submit separate responses. Our recommendation is that you provide an opportunity for your PLN participants to complete the survey during an in-person meeting.
If you already administered the survey—THANK YOU SO MUCH! Please consider reaching out to individuals who may have been absent from your meeting to share the survey link over email, which will hopefully provide the opportunity for all perspectives to be included.

Updates to the PLN Support System
The CCEE is making organizational changes to further align our structure with the statewide System of Support. We now have a strand of work focusing on Continuous Improvement.
The PLNs will be housed within that strand, and a team will continue to provide support to you. There will not be many staffing changes, but we want you to know that Iish Ryaru will be formally transitioning to lead the team. Josh Daniels will transition to other agency-wide responsibilities, including finance, operations, and the community engagement initiative. We are working hard to ensure the experience for all of you is seamless while we make internal adjustments.
Below are two tables containing 1) Updated CCEE Staff contact information and 2) Contact information for the PLX Coaches.
Please feel free to send targeted emails with questions and/or requests for support, but as a general suggestion, you can always send emails to your PLX coach and CC the whole CCEE team.

Measuring Impact

We’re happy to announce that the PLN Y2 Opening Survey is now OPEN!
This is the fourth administration of our tri-annual survey, designed to collect information about the impact of the PLN/PLX initiative from both facilitators and participants.
Your PLX coaches have carved out time in upcoming meeting agendas to allow you to take the survey and we ask that you do the same for your participants.
Our recommendation is to reserve approximately 20 minutes. The survey will remain open through September 28.

Mike Walsh, Coach for the Central Valley PLX

One aspect of my life’s work has been in the field of team building.
In my experience, there are folks who love spending time socializing and having conversations during a work convening that are not necessarily associated with the task at hand. I also recognize that – for many people – there is a great value to being strictly focused on the task at hand.
Swiss psychoanalyst Carl Jung once noted that it is not about which group is right or wrong in this context. Rather, it is about how we create a space that honors the needs of both.
During the CCEE’s Beginning of Year 2 Meeting in Sacramento, I witnessed how we did honor the needs of both in real time. To that end, I want to say thank you for engaging within a space that was designed to be both social and connected back to the work that we are all deeply focused on.
I look forward to our next time together!

The last PLX meeting of the year -- in which all PLXs and all facilitators come together -- will be June 11, 2019. It will be an all-day affair (including travel) so please block off the entire day. Location and additional information to follow.

A webcast that walks through the quantitative analyses of the survey data from Y1 is available for your viewing pleasure. The performance of the voice actor in the webcast may not be Oscar worthy, but we hope you will find some value in the 26-minute Zoom recording and supporting documents (PPT and Excel files).
The administration timeline for Y2 is below. The next administration window will open on September 4 and the link to the survey will be shared in our next update. Please set aside approximately 20 minutes in your September meeting agendas to allow for your participants to take the survey. Your PLX Coaches will provide time for you to complete the survey in your upcoming PLX meeting as well.

Quarter 4 Invoice Update
Thank you to everyone that has submitted your Quarter 4 invoice. We are in the process of reviewing them so thank you for your patience!
Please remember that Quarter 4 has a threshold maximum of meetings that you can invoice. We will contact each of you if we encounter that while reviewing the invoices.
Change to Box Structure
We are slightly modifying the structure of the folders in Box.
We will pull out the Impact Plan sub-folder currently in Quarter 2 and include it alongside all of the Quarter folders. We will add two documents, for your reference, to your PLN folder: 1) the 2018-19 Monthly Meeting Table for your PLN and 2) the Letter of Interest for your PLN.
So the structure will now look like:
