इस पंक्ति का अर्थ है कि "जो बात दिल से निकलती है, वह असर रखती है, भले ही उसमें उड़ने की ताकत न हो।" इसका मतलब है कि सच्ची भावनाओं से निकली हुई बात में बहुत ताकत होती है, भले ही वह बात कहने वाले व्यक्ति के पास बहुत अधिक प्रभाव या शक्ति न हो। यहाँ "असर रखती है" का मतलब है कि बात का प्रभाव होता है, वह किसी को छू जाती है, या उस पर असर डालती है। "ताकत-ए-परवाज़ मगर रखती है" का मतलब है कि भले ही बात कहने वाले व्यक्ति के पास उड़ने की या बहुत अधिक प्रभाव डालने की शक्ति न हो, लेकिन फिर भी उसकी बात में असर होता है।
