It occured to me for the possible reason of why the Hero Comission put up a Tournament to assign "Hero X" every 2 years.
It has been established in the setting notes that the Tournament was made in order to prevent the Dawnfall incident related to Zero — which is caused by a hero being turn into a near-deity by the people's belief.
So when I found out about that little fact, my first question us: How does the tournament prevent people from turning Hero X into a deity?
Which I theorized two answers:
1) The competition between heroes and their followers allowed the Trust Values to be split. Thus, not only preventing a singular hero to monopolize trust, but also give reason for heroes to keep each other in check (or find a scandal to tear each other down).
2) The change of hands for the title Hero X allowed no singular person to stay as the strongest. If there was no competition before the Commission, then it can be infer that people don't have the basis of argument to challenge the idea of "Zero is the strongest". If no one challenge it, then the idea will only grow stronger in time.
Thus, the the advertising line "Anybody can be Hero X" isn't just a cheesy pitch. But it's a necessary narrative for people to believe that any hero they have trust in can grow to take the title of the strongest.
