back on the 90s/00s thing,
I think Eugene would be a little grunge in style (i’ll get back to this point) , BUT i also believe he is a paramedic, in modern aus i’ve noticed he’s a surgeon or a specialist doctor but imo i think he’d be a paramedic, first on the scene ya know, level headed in emergencies and all that. Long and never ending hours, seeing the worst of an accident but also seeing the smaller sides, a kid having his first allergic reaction at school compared to seeing a 3 car collision on a motorway.
but i think outside of work, outside his job, he’s a bit grunge, scruffy jeans that sit low and scruffy shirts, cigarette smell stained into his fingers, 2 day old facial hair and bags under his eyes, yeah he goes out with the guys but he usually sits at the table and looks after bags and coats and drinks in silence until babe or someone drags him to dance because “how can you not dance to this!”
i’m thinking my thoughts, ruminating in them if you will

"Hoobler was his assistant. An exuberant boy from the same part of Ohio as Rader, he was his complete opposite: raucous, hearty, laughing, disputatious. I had wrecked his Thompson on a field problem in England, but he had taken the accident as a joke, saying that he preferred the M-1 anyway. Hoobler was young, cocky, and sturdily built. No one had to fear for him in combat."
--Parachute Infantry (Webster's memoir)
Hoobler is one of those characters I feel doesn't get enough love in the fandom. He's started to really stand out to me during rewatches. He's just so jolly all the time. Peter McCabe did a great job bringing him to life.
(But also... I'm generally the obnoxious, wordy one in my group of friends, but I read this description and literally thought... "Disputatious? Really? Okay, Harvard." XD)

Floyd Talbert & Polly Briggsy in the background.
“Polly” you mentioned she had nothing to do with it. I didn’t even call her in New York. She once told me that she knew if I had my choice of her or you I would take you. She was right.” - excerpt from Floyd Talbert's letter to Richard Winters. Sept 30 1945
Credit to @bleedingcoffee42 for finding her in the bob bible!
