Efforts resume to move toppled drill rig at Sky Harbor; worker still missing

Efforts resumed Tuesday morning to move a toppled drill rig at a site at Phoenix Sky Harbor International Airport where one construction worker remained missing.
The worker, believed to be the drill rig operator, has been unaccounted for since the rig overturned Monday morning. Officials said he had just excavated a hole Monday morning and was in the process of moving the heavy equipment when it happened.
Crews spent more than 12 hours attempting to clear the collapsed equipment but ceased operations around 11:45 p.m. Monday due to safety concerns, according to a Phoenix Fire Department official. They were unable to move the downed drill rig despite removing some of the rig’s heavy components.
Phoenix fire planned to truck in a larger crane to lift the toppled drill rig Tuesday morning.
The incident occurred just south of Sky Harbor Boulevard, near the West Economy parking lot and west of terminals 3 and 4. The site was on Sky Harbor property, as construction is being done for the PHX Sky Train.

North Texas is Getting a Massive New Music City Along the $5 Billion Mile
There’s something new in the works for Frisco’s famed $5 Billion Mile. The North Texas city’s planning and zoning commission has approved a plan for a massive new entertainment development dubbed Music City.
The project will claim nearly seven acres of Frisco’s hottest real estate along Dallas North Tollway. The so-called $5 Billion Mile, a stretch of the tollway from Warren Parkway to Lebanon Road, is already home to four mixed-use developments, including The Star in Frisco.
This ever-growing North Texas mecca may be known as a sports and business town, but the new project will bring out Frisco’s artsy side.
Dallas-based firm Hodges Architecture has created preliminary plans for the project. Music City is slated to include a 1,000-seat indoor theatre, a 390-seat outdoor stage, and a showcase restaurant. The outdoor area will also include small guest kitchens with rotating chefs – a concept similar to food trucks.
Of course, there’s no shortage of culinary activity in the area – Music City will be just across the tollway from The Star and its plethora of restaurants.
Much like the new Toyota Music Factory in Irving, Music City plans to host a variety of events – from concerts to comedy shows to festivals to conferences to large-scale events.
Frisco Mayor Jeff Chaney is hopeful that the development will create a new attraction for tourists in the burgeoning suburb.
“So you think about people who come to Frisco for conferences who might have the evening off. These types of activities are the way to draw people and keep them here a little longer,” Chaney tells CBS DFW.
While Music City got the stamp of approval from Frisco’s planning and zoning commission, the Frisco city council still has to sign off on the project.
No details relating to the construction timeline have been revealed yet, but if Toyota Music Factory was any indication, Frisco can expect a few delays along the way. A new Music City does not appear overnight.

The New Orleans Pelicans owner attended another playoff game Saturday (April 28) when the Pelicans opened a Western Conference semifinal series against the Golden State Warriors at Oracle Arena.

Benson, whose husband and former team owner Tom passed away in March after a weeks-long flu battle, attended all four first-round playoff games against the Portland Trail Blazers, including the two on the road.
Benson said before the playoffs she planned to be with the team through the entire postseason.
She also has devoted some time to the New Orleans Saints, sitting in the team meeting room as they selected defensive end in the first round of the 2018 NFL Draft.
The coming week should be a busy one, as Benson also has an entrant in next weekend’s Kentucky Derby. The Derby will be sandwiched between two home Pelicans playoff games Friday and Sunday.
OAKLAND, Calif. — The New Orleans Pelicans got some good news going into Game 1 of their second-round series against the Golden State Warriors, but that doesn’t make the task any easier.
Warriors coach Steve Kerr announced before the game that point guard Stephen Curry will befitting out Saturday night (April 28) with a sprained left MCL that has kept him sidelined since March 23.
Curry went through a full-contact practice for the first time since injuring his knee on Friday, but Kerr said he still wants Curry to get a few more days of practice under his belt before putting him back on the court.
Kerr added that it is "very likely" the two-time MVP will be available to play in Game 2, which is scheduled for Tuesday night at Oracle Arena.
Even with the news that Curry will be out, Pelicans coach Alvin Gentry stressed that the defending champions still have plenty of weapons and his team will have to play "at an extremely high level" to steal a win at Oracle Arena.
"I think you’ve got to catch them any time you can," Gentry said. "Steph is great, a two-time MVP, but they’re still pretty doggone good without him. They’ve already proven that. They just won a series against the (San Antonio) Spurs without him. You’re still going to have to play at an extremely high level to be able to win a game where he’s not in the game."
The Pelicans have been off for a week since completing a sweep of the Portland Trail Blazers in the first round on April 21. Gentry has been preparing gameplans for his team that would include schemes designed to attack the Warriors with or without Curry.
The Pelicans beat the Warriors 126-120 on April 7 with Curry sitting out, picking up their first win at Oracle since 2012.
"We played them without Steph a few weeks ago," Gentry said. "We have a general idea how we would like to try to play them. We practiced all week with the understanding that Steph was probably going to play. He will play, it’s not like he’s going to miss the entire series. We practiced both ways. What we’ll do is ‘Plan B’ I guess or ‘Plan A.’ Whatever you want to call it."
Gentry said getting that win was important for his team’s confidence, but he doesn’t expect to take anything from that matchup into the playoff series.
"I don’t read one thing into the last game we played here," he said. "That one is done and gone. I think you’ll see, and you’ve seen it in most of the playoff games, that each game is its own entity, I think. Things that happened in the game before really sometimes doesn’t even happen in the next game."

China Targets American Farmers With Sorghum Surcharges
BEIJING—China’s Ministry of Commerce said it will impose surcharges on imports of U.S. sorghum, part of Beijing’s tit-for-tat retaliation in its trade fight with Washington.
The ministry said Tuesday that it would require importers to pay deposits worth 178.6% of the value of U.S. sorghum shipments, following an investigation that initially found the grain was being dumped at prices that hurt domestic producers.
It said its ruling, taking effect from Wednesday, is preliminary, and a final ruling to determine an anti-dumping tariff ratewill be made at an unspecified later time. It added that U.S. sorghum imports to China increased 14 times between 2013 and 2017, while the price decreased 31% during the same period.
The ministry also said it wants to reduce trade disputes with the U.S. and “together safeguard trade cooperation.”

China has said it will match the Trump administration’s trade actions against Chinese goods measure for measure. Particularly targeted by Beijing are products from farm states that voted for President Donald Trump.
China launched the anti-dumping investigation into U.S. sorghum in February, after Washington placed tariffs on imports of Chinese-made solar panels and washing machines. American sorghum, which is used in animal feed and in China to make liquor, is also on a separate target list of tariffs on goods worth $50 billion.
U.S. sorghum exports to China peaked at $2 billion in 2015 and have averaged nearly a $1 billion a year over the past two years, according to official U.S. data. That makes it a sizeable export—though well below soybeans, more than $12 billion of which were sent to China last year.

How much can you afford in Dallas? Check out rental rates in the city’s hottest neighborhoods – Dallas Business Journal
With big businesses like Toyota and Liberty Mutual booming in the region’s northern suburbs, law firms, accounting agencies and other support companies are trickling south, opening offices inside the city of Dallas.
And they’re bringing with them large millennial workforces looking to live, work and play in the same area.
The population influx is in turn causing a demand for apartments in Dallas proper, says Jorg Mast, senior vice president with real estate services firm JLL. Uptown and Downtown Dallas are particularly hot, as they remain Dallas’ largest office markets.

But as those neighborhoods run out of room for new development, other areas are also becoming popular for rental housing. Units constructed in Dallas’ Deep Ellum/Farmers Market area are leased up rapidly as their built, Mast added.
“Downtown is pretty much developed out to a certain extent, and all the buildings have been rehabbed,” he said. “The highest level of development is near the Farmers Market, and those communities enjoy a fast lease up.”
As space fills, construction is also pushing out to the fringes of Dallas core. That means East Dallas and Knox Henderson are becoming hot spots, as well.

As demand rises in each area, complexes are finding themselves jockeying for the same tenants. Amenities, from on-site dog grooming stations to floor-to-ceiling windows are becoming key.
But those luxuries, when coupled with demand, come at a price.
“Apartment prices increased about 7 percent this last year and for good reason,” said Drew Mancuso, co-owner of Dallas Apartment Locators. Mancuso compiled hot rentals in Dallas’ top neighborhoods for the Dallas Business Journal.
“Dallas is top 3 for job growth in the entire country so that’s bringing tons of young professionals here,” Mancuso added. “You’ve got huge companies like Liberty Mutual, State Farm and Toyota that have moved their headquarters to North Texas. The demand is definitely there, which is obvious when you see most apartment buildings are occupied around 92 percent to 97 percent.”
However, the rapid pace of apartment building in Dallas is likely to taper. As land becomes more expensive and it becomes harder to obtain construction financing, the city’s apartment pipeline, once at 50,000 units, is likely to dwindle.
“That’s a good thing,” Mast added. “We need to get back to rent growth that we enjoyed over the past few years.”

Fires divert traffic on southbound I-35 through Jarrell

JARRELL, Texas (KXAN) — Multiple fires in the Jarrell area shut down Interstate 35 Sunday evening, said the Williamson County Sheriff’s Office.
Officials said they had to close the southbound lanes of the highway between exits 274 and 277 because of heavy smoke.
Traffic was diverted onto the southbound frontage road for about 20 minutes until crews extinguished the fires and reopened the highway.
But the Sheriff’s Office said traffic remained extremely heavy through Jarrell, and they advised drivers to plan accordingly.

Lioness fatally mauls woman at game lodge in South Africa
A 22-year-old woman died after she was brutally mauled by a female lion on Tuesday at a game lodge north of Pretoria in South Africa.
The African News Agency reported that the female lion mauled the woman in the Hammanskraal area on Tuesday.
Nick Dollman of Netcare 911 told the news agency that paramedics from the group were called to the scene, but the woman died from severe injuries.
“Wwhen Netcare 911 paramedics arrived at the scene bystanders had initiated CPR,” authorities said. “Tragically the victim had sustained severe injuries and she died at the scene.”
The woman sustained critical injuries and died at the scene.
Police are reportedly investigating.

TIER REIT of Dallas buys Austin office buildings for expanded Domain – Austin Business Journal
TIER REIT Inc. is expanding the borders of the Domain — and considering adding 1 million more square feet of office space — in a plan to vastly grow what many people consider to be Austin’s "second downtown."
The Dallas-based real estate company confirmed this week that it formed a joint venture with Endeavor Real Estate Group to purchase two office buildings totaling 240,000 square feet near Burnet Road and North MoPac Expressway. The 9.5-acre site could eventually be redeveloped to add 1 million square feet of additional office space in a tight sub-market already crowded with tenants such as Facebook Inc., Indeed Inc. and Amazon.com Inc., among others.
Previously known as Stonecreek, the buildings purchased by TIER and Endeavor have been rebranded as Domain Point I and II and officially incorporated into the Domain. TIER owns 96.5 percent of the interest over the site, and Endeavor owns the rest. It’s the first time the two real estate powerhouses have formed such a partnership, according to TIER.
“Looking forward, we are excited by the opportunity to continue creating value within Austin,” said Scott Fordham, TIER REIT CEO and president, in a statement.
With 2.1 million square feet of office space already standing or under development in the Texas capital, TIER is now one of the top office landlords in Austin among publicly traded real estate companies.
The combined assessed value for both Domain Point properties was about $64 million last year, according to the Travis Central Appraisal District.
TIER (NYSE: TIER) did not disclose the seller, but according to Travis County records, the property was previously owned by CH Realty VI/O Austin Stonecreek LP, which shares an address with Dallas-based Crow Holdings.
Core Logic Inc. is the largest tenant at Domain Point I, located at 11902 Burnet Road. Charter Communications — which offers Spectrum cable and was previously known as Time Warner Cable — is the largest tenant at Domain Point II, located at 11921 North MoPac Expressway.
About 90 percent of the Domain Point is leased at rents “significantly below market” rates, Fordham said in Feb. 13 conference call, the day after TIER announced its fourth-quarter financial results. That gives TIER wiggle room to raise rents to market rates or use the space to accommodate its existing or potential tenants in the short term.
In the long term, it’s considering completely redeveloping the site. Already it’s reviewing conceptual designs for redevelopment of Domain Point.
Meanwhile, TIER is making progress on other spaces nearby. The company said Domain 12 is fully designed and permitted. Domain 9 and 10 will be designed and permitted by the end of the first quarter. And it’s reviewing conceptual designs to revamp Domain 3 and 4, home to Blackbaud Inc. and Accruent LLC, respectively.
“With significant tenant demand, limited competition citywide and no competition in The Domain, we anticipate being in a position to announce leasing and construction commencement of one or more of these buildings [Domain 9, 10 or 12] later this year,” Fordham said.
Construction is already underway on Domain 11, a 324,000 square-feet tower that HomeAway Inc. has entirely leased for its new headquarters.
In downtown Austin, TIER is partnering with Invesco Real Estate and Cielo Property Group to develop a 29-story office tower called Third + Shoal. About 90 percent of the tower is pre-leased to tenants including Facebook, a prominent law firm and a Fortune 50 financial institution.
Currently the Austin market accounts for about 26 percent of TIER’s net operating income, said Scott McLaughlin, senior vice president of investor relations. That percentage should grow to about 40 percent once all of its current developments here are complete, he said.
“We’ve always known Austin is a special city,” Fordham added in a statement. “And we are pleased to see its prominence grow not only within our portfolio, but also as one of the nation’s most desirable places to live, work and play. Our existing ability to develop at least 1.2 million square feet inside The Domain, plus future redevelopment opportunities, positions us for significant additional value creation opportunities within Austin.”

TPP Members Reach Agreement on Major Trade Pact
Trade ministers and delegates from the remaining members of the Trans-Pacific Partnership attended the TPP ministerial meeting in Da Nang, Vietnam, in November.
TOKYO—Negotiators from 11 Pacific Rim nations agreed Tuesday on a Trans-Pacific Partnership trade deal, the Japanese minister in charge of TPP said, a year after President Donald Trump withdrew the U.S. from the talks.
The 11 nations were close to a deal at a summit in Vietnam in November but fell short at the last minute after Canada raised objections.
Negotiators gathered again in Tokyo on Tuesday and cleared away the remaining sticking points, said Toshimitsu Motegi, the Japanese minister handling the talks. He said the 11 nations aim to sign the agreement on March 8 in Chile.

Among Canada’s issues was its desire for an exemption that it said was needed to protect Canadian cultural products from the effects of free trade. Mr. Motegi said the parties agreed to exchange a side letter with Canada over the issue after the pact goes into effect.
A Canadian official said Canada also secured “real gains” in terms of labor and environmental standards, and applauded the removal of text related to intellectual property. As for automotive rules, the official said Canada has one bilateral agreement with Malaysia on rules of origin, one pending with Australia, and another side deal with Japan regarding nontariff barriers pertaining to motor vehicles.
News of a TPP deal comes as the latest round of trilateral talks aimed at revamping the North American Free Trade Agreement formally began in Montreal on Tuesday. Among the most contentious sticking points is on the automotive front, regarding a Trump administration demand that regional content of light vehicles made in North America be increased to 85% from the current 62.5%, and that half the vehicle’s parts be U.S.-made, to qualify for duty-free trade among the countries.
Both Canada and Mexico—which is also part of the TPP pact—oppose the U.S. Nafta proposal on autos and are preparing counteroffers during the Montreal talks.
News of the pending TPP deal drew immediate concern from Canada’s auto-parts makers, who have been focused of late on Nafta and U.S. proposals that they believe threaten to upend the North American auto supply chain.
“Trophy-hunting trade deals that hurt the biggest sector in Canada is irresponsible and also makes us look weak to the U.S. in a Nafta week,” said Flavio Volpe, president of the Toronto-based Automotive Parts Manufacturers Association.
The TPP deal came just a half-day after the Trump administration slapped steep tariffs on imported solar panels and washing machines, a move to implement Mr. Trump’s harder line on trade that he has touted since his election campaign.
Japan has depicted itself as a free-trade champion that can assume the kind of leadership role previously taken by U.S. administrations.
“Now in some parts of the world, there is a move toward protectionism, and I think the TPP-11 is a major engine to overcome such a phenomenon,” Mr. Motegi said.
He said the deal was “epoch-making for Japan as well as for the future of the Asia-Pacific region.” He also reiterated a hope frequently expressed by Japanese officials that once the 11-nation TPP is up and running, the U.S. might consider rejoining the deal.
Vice President Mike Pence said on a visit to Tokyo last year that as far as the Trump administration is concerned, the TPP is a “thing of the past.”
