Luke, Lando and the plan to rescue Han (ROTJ novellization)
During watching ROTJ the issue of who was the one who planned Han's rescue from Jabba's palace was on my mind. Was it Luke or Lando or maybe a joint effort? The ROTJ novellization gives some clues to that.
Lando had managed to infiltrate this nest of maggots months earlier to see if it was possible to free Solo from Jabba’s imprisonment. He’d done this for several reasons. [...] Finally, Lando would have bet anything that Han simply could not be rescued from this place—and Lando just plain couldn’t resist a bet. So he spent his days watching a lot. Watching and calculating. That’s what he did now, as Chewie was led away—he watched, and then he faded into the stonework.
So Lando scoped out the place as a guard. He became familiar with Jabba's security measures. However, Leia freeing Han from carbonite seems like an independent action that was doomed to fail.
From the rank of guards, Lando quickly moved forward, took hold of Leia, and attempted to lead her away. Jabba stopped them. “Wait! Bring her to me.” Lando and Leia halted in mid-stride. Lando looked tense, uncertain what to do. It wasn’t quite time to move yet. The odds still weren’t just right. He knew he was the ace-in-the-hole, and an ace-in-the-hole was something you had to know how to play to win. “I’ll be all right,” Leia whispered. “I’m not so sure,” he replied.
I guess Leia unfreezing Han could be part of the plan and Lando didn't expect Jabba would enslave her instead of putting her in jail with Han and Chewie. In that case, I wonder why he never considered that possibility after observing Jabba's disgusting habits.
I just find the plan including Leia's imprisonment to be too risky (including Chewie, that's 3 allies in prison that Lando would have to bust out). I don't think Lando would intentionally make a plan that would endanger Leia to that degree. He wanted to impress her. It was one of the reasons he was helping with the rescue.
Third, Princess Leia had asked him to help, and he just never could refuse a princess asking for help. Besides, you never knew how she might thank you some day.
It looks like Lando, again, didn't predict that Boba Fett would notice Leia's shadiness which resulted in her being caught by Jabba. IF the plan was made entirely by Lando.
Chewie filled him in at length. “Arh arhaghh shpahrgh rahr aurowwwrahrah grop rahp rah.” “Lando’s plan? What is he doing here?” Chewie barked extensively. Han shook his head. “Is Luke crazy? Why’d you listen to him? That kid can’t even take care of himself, let alone rescue anyone.”
Through Han's conversation with Chewie, it's confirmed that Lando made a plan. Or at least, he had a big part in making it. I would argue that Luke was behind a lot of it. Chewie's long explanation implies that Luke didn't simply say "Hey, let's just follow Lando's plan".
The idea that the plan was Luke's is further reinforced by his conversation with Han:
“I grew up here,” he repeated softly. “And now we’re going to die here,” Solo replied. “I wasn’t planning on it,” Luke shook himself out of his reverie. “If this is your big plan, so far I’m not crazy about it.” “Jabba’s palace was too well guarded. I had to get you out of there. Just stay close to Chewie and Lando. We’ll take care of everything.” “I can hardly wait.” Solo had a sinking feeling this grand escape depended on Luke’s thinking he was a Jedi—a questionable premise at best, considering it was an extinct brotherhood that had used a Force he didn’t really believe in anyway. 
Okay, so all these complicated steps of Luke's plan - sending the message to Jabba and putting all his friends in Jabba's power - were meant to make Jabba take Han outside of the palace where it would be easier to rescue him. That fits with Lando's own estimation that it's impossible to rescue Han from the palace itself, so the plan could still be Lando's, however as it turns out, Luke and Lando have different objectives in mind:
Luke was ready. “Jabba, this is your last chance,” he shouted. “Free us or die.” He shot a quick look to Lando, who moved unobtrusively toward the back of the skiff. This was it, Lando figured—they’d just toss the guards overboard and take off under everyone’s nose.
Lando truly only thought about rescuing Han. He was watching and waiting for the best moment to escape with him. He considered himself the ace in the hole. His intentions were pure - helping Leia was only the third of his reasons to participate in the rescue:
First, because he felt (correctly) that it was his fault Han was in this predicament, and he wanted to make amends—provided, of course, he could do so without getting hurt. [...] Second, he wanted to join forces with Han’s buddies at the top of the Rebel Alliance. They were out to beat the Empire, and he wanted nothing more in his life now than to do just that.
Luke on the other hand wanted not only to free his friends, but to destroy Jabba:
Luke only smiled. “You should have bargained, Jabba. This is the last mistake you’ll ever make.” Luke was unable to suppress the satisfaction in his voice. He found Jabba despicable—a leech of the galaxy, sucking the life from whatever he touched. Luke wanted to burn the villain, and so was actually rather glad Jabba had refused to bargain—for now Luke would get his wish precisely. Of course, his primary objective was to free his friends, whom he loved dearly; it was this concern that guided him now, above all else. But in the process, to free the universe of this gangster slug—this was a prospect that tinted Luke’s purpose with an ever-so-slightly dark satisfaction.
Luke's attempts at peaceful negotiations with Jabba for Han's release were performative. He knew Jabba wouldn't agree or surrender, he had nothing to bargain with and he didn't try to be treated seriously by Jabba. The Jedi mind trick was a long shot as well. Luke's actions in the Jabba's palace are reminiscent of Vader - he enters and immediately chokes the guards. And upon his entrance, there's a reminder that he can see the future:
Manhood had given him perspective, a framework in which to fit the events of his life—that is, a lattice of spatial and time coordinates spanning his existence, back to earliest memories, ahead to a hundred alternative futures.
This along with Han's prediction that Luke's plan depended on his Jedi powers points to the conclusion that Luke used his precognition for this. He was foreseeing what Lando couldn't. Also, making the plan with precognition is exactly what Vader did on Bespin, which strengthens Luke's similarity to his father and shows his training is complete. Even Luke giving Jabba the ultimatum "Free us or die" echoes Vader's demand "Join me or die" from Bespin.
The final confirmation about the plan's author is in Lando's own thoughts:
Lando was tossed from the deck, but at the last moment he grabbed a broken strut and dangled desperately above the Sarlacc. This development was definitely not in his game plan, and he vowed to himself never again to get involved in a con that he didn’t run from start to finish.
Lando was undoubtedly a huge contributor to the plan thanks to his role as an undercover agent in Jabba's palace, however he literally admits he didn't run the rescue from start to finish and was seemingly unaware of Luke's secondary objective of destroying Jabba.
In addition, ROTJ is intentionally similar to ANH, in which Luke went to rescue Leia from Death Star prison without any sort of a plan. Him making a plan to rescue Han shows that he grew as a character from his experiences, became wiser and more mature, which is specifically pointed out in his entrance scene. His plan is still crazy, but it exists, which is a huge progress even from Bespin, when Luke once again rushed without a plan and suffered for it.
To sum up, the plan was made by Luke with Lando's help. They worked together in the spirit of Rebel cooperation, but in the end the Jedi mystical powers were instrumental. That's why Lando didn't have the full knowledge of the plan.

luke skywalker in the context of andor is sooooo. smiley insane overpowered teenager from the middle of fucking nowhere shows up at the eleventh hour No credentials No connections No resumé just happened to somehow rescue alderaanian senator leia organa from the death star with an absolutely braindead gambit in which he just. pretended to be a stormtrooper, with a wookiee in tow. then he gets in an X-wing for the first time ever, turns off the targeting computer, and blows up the greatest weapon the empire has ever created with one fuckoff impossible shot. meanwhile all these rebels who have spent years, their entire lives, existing in fear and deprivation and exile, painstakingly building this movement with their bare hands, paying in blood and sweat and tears, so far removed from the world of the jedi that the knights and the force are just stories now, to most of them -- these brave exhausted souls who know that no one person can stand against the empire, that it takes community, it takes trust, it takes you and the guy standing next to you -- find themselves watching essentially the rebirth of a mythological protector, in the form of a guy who's probably not legally old enough to drink, who sulks like a teenager whenever notorious smuggler han solo doesn't pay attention to him, who follows biggs around like a puppy, who falls for literally every prank anyone ever plays on him. and this idiot kid is the first person in a generation who can stand up to the empire, all alone, and make a difference. how much must they hate him and how much must they love him and how much must they fear losing him.
