That is still the number you gave and is very ambiguous. What is way beyond a 46? A size 54? I know someone who is a reasonable weight (I'd guess 180) at that size she just has big hips. I've never seen breeches past size 48 readily available in stores. Even if there are women who are too heavy for their horse, it is in spite of the clothing size issue - not because of it. I agree that anyone beyond a weight acceptable for their horse shouldn't ride, but breeches size struggles are a legitimate issue to many within reasonable weights. It's a separate issue that doesn't really apply because it's too ambiguous and variable.
I’ll get shot for this but whatever. People complaining about riding clothes not being available in huge sizes, maybe, JUST MAYBE, that means that you are too big to ride? At a certain point it’s not about ableism or whatever, it’s horse welfare. If you are like way waaaaay beyond a size 46 and above it might be time to reevaluate.

If this is an issue about weight, then the clothing sizes don’t matter here at all. My issue with this is you said a size 46, which is about a size 10 in US women sizes. I’m about 150lbs, 5'7" and wear a size 10 in pants. Right on the cusp of what you say is the large and beyond number. I struggle to find riding clothes that properly fit.
I used to ride a Trakehner who was about 1000-1100lbs. 20% is about 200-220lbs as a weight limit. I would need to gain an extra ¼-1/3 of my bodyweight to be too heavy for that horse. That said, another owner of the horse was a 200lb thin man who was never questioned once. Where I was because I’m not skinny like he was despite me weighing 50lbs less. He does not have issue finding clothing sizes for riding despite being on the edge of the 20% margin.
The manufacturers of women’s clothes are not great, particularly for equestrian clothing. If I gained 50lbs I’d expect to be above a US size 16 in pants which is a size 52 in which I would STILL be rideable weight for that size horse - but those clothing sizes simply don’t exist or are easy to come by.
Is someone riding a 1100lb horse who’s 250lbs probably too heavy? Yes. But men get away with it often because they easily reach those weights despite clothing sizes and lack of fat. It is an issue of itself, but don’t compare it to the clothes when it has nothing to do with that. It’s just shitty clothing company standards.
