The Sean Goldman case has catapulted the issue of international child abduction into the public eye, particularly in the United States from where the little boy was abducted by his mother to Brazil. The subsequent death of the mother and continued retention of Sean Goldman by his stepfather, a noted Brazilian lawyer specializing in Hague Convention cases has sparked an international controversy between the two countries. Much has been made of the lack of compliance by the Brazilian authorities with the Hague Convention as well as numerous and repeated findings of non-compliant behavior of Brazil and other Hague Convention signatories the United States has partnered with.
Little has been noted of the record of non-compliance of the United States.
International child abduction is an emotive and divisive issue with tempers and attitudes rapidly polarized along nationalistic lines but the road runs two ways; children are abducted to the United States as much as are abducted from it so what happens when positions are reversed and a child is abducted to the major signatory and advocate of the Hague Convention?
First of all the accurate answer is nothing happens.
Abducting a child to the US is not a criminal offence here; there is no legislation making it unlawful or a criminal offence as abducting a child out of the US provides through federal legislation such as the International Parental Kidnapping Act. The only recourse a left-behind parent has is to initiate the Hague Convention for the return of the child or to follow the domestic process here in the United States.
US Hague Convention 90% return record
Then Assistant Secretary of State Maura Harty testified to Congress that approximately 90% of children parc central residences location  abducted to the United States are returned. Despite numerous enquiries and requests for evidence to support this staggering statistic, the US Department of State has never produced any evidence to back up this golden glowing record. Professor Nigel Lowe is a researcher and lecturer at Cardiff Law School, UK and has compiled a comparative study of return rates amongst Hague Convention signatories. The United States is ranked as average with a meager return rate of 52% but this is still a long way from the truth as many abductions fail to be treated as Hague Convention cases simply because of the manner in which they are classified or the inability to use the treaty in the United States. It is conceivable, though a stretch, that the return rate may not be 90% but closer to 10%; wherever the true figure lies it is a lot less than is claimed which begs the questions, what is the United States actually doing and where are all the millions of US taxpayers dollars actually getting spent?
Invoking the Hague Convention in the US
A left-behind parent has their child taken to the United States; what do they do? Cry, tremble, suffer shock and disbelief, experience depression, anger and helplessness and much, much more. Ask David Goldman what it feels like. Ask any parent in this situation.
When the mind has cleared sufficiently to act, the police are called or the lawyers as surely there must be a law somewhere which will cause the machinery to turn and swoop into action to recover and return the child? If a left-behind parent is fortunate, they learn of the Hague Convention and invoke it; an application is filed with the Central Authority which for the US is the Office of Childrens Issues in the US Department of State. Form filling and international correspondence will follow and assuming you know where the child is, lawyers can be retained and a Hague application filed and served on the abducting parent. A US court will hear the case and order a return and the matter then is transferred back to the country from which the child has been abducted and all within the 6 weeks allotted by the Hague Convention standards for which Brazil has been rightly and thoroughly castigated.
A sad episode with a happy ending; except this is rarely seen in practice.
Though the Hague Convention is ratified by the US it is second in authority to the US Constitution which requires the due process of law; though Hague Convention proceedings are summary in nature, that is, you get into court, have a hearing and get a ruling almost immediately (a few days in any event), this simply cannot happen in practice - US Hague Convention proceedings can take many months creating even more strain on the left-behind parent financially and emotionally leading to collapse of the effort to recover their child - in legal parlance it is known by the misnomer, "acquiescence".
The legal delays do not cease there as the US Constitution dominates the Hague Convention leading to issues of constitutional law being considered when in fact, establishing which country has jurisdiction and sending the child to that jurisdiction BEFORE domestic legislation is applied was the intent of the treaty. A pro-American parent bias is seen repeatedly in such cases, demonstrated by the US authorities (including the State Department) as well as the US courts, even though the American parent is the abductor and ultimately leading to serious injustices and repercussions for the child in question and the reputation for American parents subsequently traveling overseas and asking foreign courts to give them their child back.
The Hague Convention in Practice
First of all, the United States as the dominant advocate for this international treaty and with the most to gain or lose from its implementation, is one of only a handful of countries which reserved on a major treaty requirement designed to make it work.
The United States will not pay legal fees or provide legal representation for the left-behind parent invoking the Hague Convention in the United States.
The United States does not provide for legal representation unlike most of its treaty partners; for instance, a parent coming to the United Kingdom invoking the Hague Convention is required to pay nothing for legal representation or any other legal costs - they are borne in full by the UK taxpayer. Even much-maligned Brazil provides a mechanism to provide left-behind parents no-cost legal representation coming to that country and invoking the Hague Convention (though many left-behind parents and observers question what use representation is in a "rigged game" of a Brazilian court). Not so for a foreign parent coming to the US and with a Hague Convention hearing costing from $30,000 and upwards to hundreds of thousands in legal fees and costs, what use is the treaty in the US if most left-behind parents simply do not have the financial legs to pay for it?
The question is rhetorical - in truth many cases are never heard and the US abductor succeeds because the Hague Convention is never invoked due to the cost involved. This also results in far less abductions being classified as such and helps to depress the return rates claimed by the United States even further though by how much, no-one knows or at least, the Department of State is not saying. Though the US cannot be said to be non-compliant in this respect, after all they have reserved on this condition, the practical impact is to render the treaty beyond the reach of the majority of left-behind parents seeking the return of their children abducted to America.
This begs another question: how serious is the US government in really tackling international child abduction if the major tool to thwart it has been emasculated? Concerns with State Department Staff Conduct
There are two main concerns regarding State Department staff - concern with the level of instances of US passport issuance to minors overseas resulting in abductions to the US, and secondly, serious concerns regarding the probity and honesty of staff at the US Central Authority.
Issuing a US passport to a child overseas is not as uncommon as you may initially think. Many children are born overseas to American parents and so qualify through their parents for US citizenship and a US passport. Many US residents in the UK for instance, have made their home overseas and married or cohabit with a British citizen; children result naturally and by they are entitled to dual citizenship of both countries - a situation replicated around the world. Issuing a US passport to a child overseas requires the consent of both parents, American and foreign; this is a provision enacted in legislation specifically to prevent the abduction of children from overseas to the US. In practice, it is simply and conveniently by-passed by several exceptions used by overseas consular staff when considering issuing a US passport - the most notable one is the exception where there is "a credible pattern of domestic violence"; but what constitutes a credible pattern and what constitutes domestic violence?
These are matters for a consular officer to decide based on one parent's claims (the American parent) with no hearing or notice to the other side (notably the foreign parent) - a simple claim of domestic violence or simply a claim of being in fear have resulted in issuance of US passports to children who then have been abducted from their homes to the US. This issue persists to this day and getting it unblocked is problematical as upon being removed to the US the left-behind foreign parent, already painted by the State Department as an "abuser" must get the same US agency to implement the Hague Convention to return the children so removed. There is a clear conflict of interests within the State Department - they are gatekeepers and protectors but control who gets entry to the US and who can and will be allowed to find and seek the return of children abducted with the assistance of their own officials.
Misconduct of US Government Officials and a Culture of Ignorance
Mistakes will happen with any organization - it is human nature to make mistakes but to continually make mistakes upon learning of the error moves beyond the realm of human error and into misconduct and eventually criminal conduct. Has the State Department made mistakes? Of course, this is understandable but what happens when a mistake is made and identified?
In 2007, a child born in the United States to a Swedish mother and American father was taken from the US to Sweden; the mother claimed she had been deserted by the father and had no job or means of support. Several months later the American father realizing what had happened invokes the Hague Convention and the Swedish court ordered the return of the child to America - at this point it is important to note that Sweden has a long history of non-compliance with the Hague Convention as far as the US Department of State is concerned.
The child back in America with the American dad - a success?
Except certain matters start to come to light. The father did not travel to Sweden either for the proceedings or to collect the child for return to America - the reason kept quiet was he could not get a US passport because he was a wanted felon with a lengthy criminal history and is barred from having a US passport as a consequence.
For several weeks after return to the US the child lives with the father in a car!
Eventually, the father, a convicted rapist and drug dealer abandons the child with another girlfriend who contacts the Swedish mother who duly comes, collects the child and returns to Sweden - the then 3 year old child reportedly saying, "Hands up mother so and so!" given the number of times the home he stayed at had been raided by the US police.
Moves to have the child returned again appear to have fizzled out but why was this child put through such an ordeal in the very first instance and why was the child not properly protected in America?
Emily Rose Hindle was removed from the UK in February 2003 with the assistance of a US passport issued in London; police reports across the United States and filed subsequently, demonstrate State Department officials were involved in removing the child and hiding her in America claiming her British father was an abuser and not to know where his child was in the US. The child was voluntarily returned to the UK after the British court seized jurisdiction only for a team leader, Barbara Greig to file a Hague Convention application claiming abduction from Florida and that state had jurisdiction based on 6 months residency of the mother.

In-country means expertise
Effectively localizing your products is essential to opening up new markets: the investment you make in creating new country-specific releases will be repaid many times over through new and repeat customers.
Ultimately, quality of the product is the key buying criterion for most people - not only the quality of the functionality it offers, but also how that functionality is provided to the user via the user interfaces. Accordingly, when you are localizing your products, nothing matters more than the quality of the localization experts involved.
You should work exclusively with in-country localization teams. This article explains why we do so, and why this approach benefits you.
Why local experts matter
Let's start with an example. Would you entrust your localization project to a company that promised that its "translators are well experienced and very perceptive of cultural essence"? Perhaps not.
This badly phrased statement (an actual quotation from a recent email we received) immediately makes one suspicious. If a localization vendor cannot write their own promotional materials in basic English, the company's localizations can't be very good either, and they aren't likely to be "perceptive of cultural essence." Indeed, you would be entitled to suspect that they are incapable of selecting the optimal local references or idioms when translating your work. Ironically, in the case of our example vendor, they have recognized the requirement, but have not met it.

Their translated passages will read like a text that originated in their home country. Our in-country staff also expedite contacts with governmental and other national organizations (such as standards committees) to obtain needed technical information.
This is very different from the work of an expatriate translatorâEUR"one who now resides elsewhere than their country of origin. Such translators rapidly lose touch with changing usage, idioms, slang, and new words or expressions.
Slang, idioms, and ever-changing languages
Familiarity with their language also means that our localization teams know how best to render references or idioms when translating. Aside from simple step-by-step instructions, direct "word-for-word" translations are always ineffective, because the meanings and nuances of the source language are ... well... lost in translation.
For example, the German expression "Vieraugenprinzip" literally means "four-eyes principle" in English. But that translation would be the wrong one. IT security professionals use this German expression to mean "a level of security that requires two people to independently authorize an action" (and speaking of nuances, let's not forget that "four eyes" is English slang for people who wear glasses). The German phrase that expresses the concept of "security requiring independent confirmation" is handy and snappy - and it is the localizer's challenge to find an equivalent in other languages. The localization expert would have to be savvy enough not to be fooled by this expression's apparent (but false) similarity to "unter vier Augen" which means "secret".
A picture is worth 1,024 words
Localization expertise is not limited to words - it also covers graphics and other forms of non-language communications. You invest a lot of effort in designing icons and other images that help the customers by making your products more intuitive to use. But localization staff who are not resident in the target region may not take into consideration substitutes for your foreign markets. Take, for example, bats (the flying mammal, and not the stick used in baseball). Bats are good-luck symbols in Mandarin Chinese, but may evoke fear and thoughts of gothic horror in Western Europeans who were raised on vampire movies. In-country localization teams can advise on appropriate icons and images for their language, based on your text and/or your current imagery.
Apart from our Translation Memory (TM) tools and our quality management procedures (which use project-specific, customer-approved glossaries), your localization service provider should always attempt to use the same translator for every project and every revision/release. Doing so provides these translators with new texts in the context of the materials they translated last time. This precaution ensures product consistency from release to release. Your products will be translated in the same way, using the correct terminology, consistently across product groups and releases. Your customers will not get the impression that your products are inconsistent, which they surely would if several different localization teams worked at different times on your products and releases.
How in-country reduces your costs
In-country localization teams offer the added benefits of cost-effectiveness and flexibility. Our overall operating costs are minimized because we avoid keeping large teams of in-house translators based in one or more central locations. Naturally, we pass these savings on to you.
And herein lies one of the odd secrets of the language services industry: most firms have tremendous fixed overhead for in-house staff that must be made productive -- regardless of how well or poorly they serve you. Indeed, firms may well assign translators to your project based on availability rather than suitability. You pay for that overhead and may get inferior translations in the bargain.
Goof localization service providers use the optimal number of appropriate experts to complete your project, but exceptional localization service providers also select them to minimize the time they need to complete the project.
Take for example a recent project where we localized some online help text. The content included resource strings used for an installation wizard. The in-country localization teams delivered translated texts to the London-based project manager, who collated them and transmitted them to a software engineer in New Zealand. Due to the time difference, the software engineer was able to compile the help files and create the installation wizard while the rest of the team was off-duty, and return them to the linguistic QA teams for checking the very next morning (their time). This around the globe, around-the-clock capability expedites your projects and gets your products to market faster.

Health Care:
Medicare coverage usually ends when you set foot on foreign soil. If it's impractical for you to return to the United States for medical treatment, then consider your alternatives. Some countries have private but inexpensive health care - by doctors and in hospitals. Many of those doctors are educated in the U.S. too. Moving to a country with universal health coverage doesn't mean you'll be immediately eligible for coverage, though. The Houston Oilers were owned by Bud Adams who had tried for an NFL expansion team for several years. When he was unable to obtain the rights to an NFL franchise he and 7 other friends created the AFL in 1960. Adams' Oilers won the first AFL championship match-up against the LA Chargers during the league's debut season and then won again in 1961. In 1962 they were again in the AFL championship but eventually lost this one to the Dallas Texans team in a double overtime event.
Once the AFL-NFL merger had taken place the Oilers found themselves at the bottom of their division. This was parc central residences siteplan  during the early 70s. By the end of the 70s the team was making it into the playoffs every year. The 80s again proved difficult for the team and they did not have much success until 1987. However the Houston Oilers would be one of the best AFC teams from 1987 to 1993. Bud Adams was getting a lot of the blame for the Oilers not making it to the Super Bowl. People were aware that he tried to micromanage the sport team and often overruled the players and coaching staff. After the team lost to the Buffalo Bills when they blew a 35-3 lead in a Wild Card game Adams decided to tell them that if they did not make the Super Bowl in 1993 the Oilers would be through. The team managed to go 12-4 and they claimed the Central division AFC title. They were unable to make it to the Super Bowl and Adams traded their star player, Warren Moon. The Houston Oilers would never again be the strong team that they had been for the past 6 years.
Adams began to press Houston to build a new stadium and was turned down. The city residents had just seen millions go into improving the Astrodome and did not want to commit more money so soon. This gave Adams an opening to see what other locations might show interest in the Oilers team

1. LAKE GEORGE
Lake George is considered one of the premier bass fishing lakes in central Florida. It is the second largest lake in the state (46,000 acres), and is 18 miles northwest of Deland and 29 miles east of Ocala.
Hot spots on the lake include Juniper, Salt and Silver Glen spring runs on the eastern shoreline. In winter and early spring, look for bass to congregate at the jetties on the south end of the lake. Additionally, casting deep diving crankbaits is productive near old dock structures along the northeast shore and off Drayton Island.
2. STICK MARSH/FARM 13 RESERVOIR
Created in 1987, the Stick Marsh/Farm 13 Reservoir is synonymous with trophy bass fishing. 4. THE RODMAN RESERVOIR
The Rodman Reservoir, located east of the Gainesville and in the south of Palatka, covers an area of about 9,500 acres of prime largemouth bass ground. Since it was established in 1968, Rodman Reservoir has been known for the trophy largemouth bass. The state's largest bass of 2000, 15 pounds and 17 pounds, came from the reservoir during March. Much of the largemouth bass fishery's success is due to abundant habitat in the form of stumps and aquatic vegetation and periodic drawdowns.
5. LAKE TARPON
Lake Tarpon is a 2,500-acre lake near Tampa/St. Petersburg in Pinellas County. This lake has consistently produced high quality bass for years. Most fish range from 12 to 16 inches long however, quality and trophy fish are also present in good numbers. Biologists have observed anglers catching upwards of 20 fish with an occasional 10-pounder.
6. LAKE WEOHYAKAPKA
Lake Weohyakapka, commonly known as Lake Walk -in-Water, is a 7,532-acre lake, off S.R. 60 south of Orlando, east of Lake Wales. The lake has a nationalwide reputation as an outstanding location to catch largemouth bass. Anglers regularly catch upto 25 bass everyday with several ranging from 4 to 8 pounds. Weohyakapka also produces many trophy bass above 10 pounds annually. Last year, Walk-in-Water anglers entered 130 bass with a qualifying weight of eight pounds in the FWC's Big Catch Program. A 15- to 24inch slot limit regulation with a three-bass daily bag limit is in place to help maintain good bass fishing. Anglers can keep three bass a day, either under or over the protected slot range, of which only one bass bigger than or same as 24 inches is permitted.
7. LAKE ISTOKPOGA
Bass anglers who fish the Kissimmee Chain of lakes to the north and Lake Okeechobee to the south often overlook 28,000-acre Lake Istokpoga. Situated in Highlands County between U.S. 27 and U.S. 98 south of Sebring, Istokpoga is rated the 5th largest natural lake in the state of Florida. Anglers frequently catch bass up to eight pounds, with some between 10 and 13 pounds. An angler caught a 16-pound bass in March 1998.
Lake Istokpoga has a 15- to 24-inch lot limit for bass with a three fish daily bag limit, of which only one bass may be 24 inches or longer. All residents between 16 and 65 years of age and all non-residents are required to have a fishing license.
8. EVERGLADES WATER CONSERVATION AREAS 2 AND 3
Everglades Water Conservation Areas are marshlands bordered by canals. Areas 2 has 210 square miles of marsh, and Area 3 contains 730 square miles of marsh., and Area 3 contains 30 square miles of marsh. Originally designed for flood control and water supply, the area provides some of the best bass fishing in the country.

10. CRESCENT LAKE
This 15,725 acre lake borders the east side of Crescent City on the Putnam/Flagler county line. Crescent Lake flows into the St. Johns River via Dunns Creek on its north end. Past electrofishing samples for largemouth bass revealed one of the highest catch-per-unit-efforts recorded for areas on the St. John's River. Largemouth bass up to twenty inches long were well represented in the sample and good numbers of larger fish (8 lb +) were collected.

Malta is a densely populated country with very limited land resources. Population projections enable the authorities to plan size and structure of future households and other policy making such as on education, health and social services. These projections serve also for traffic management, communications, leisure, recreational needs and urban and environmental planning. Our recent entry into the EU is also to be taken into account in terms of possible migration.
While certain events such as birth, mortality and migration can be somewhat predictable, other choices such as contraception are not as easy to predict. All in all, population predictions are not an easy task and are non linear and pretty volatile and need detailed parc central residences showFlat  analysis of quantitative data. Population projections usually assume that future events will be somewhat similar to past events. The hypothesis of the topic paper is based on mortality, reproductive behaviour and migration to understand the Maltese demographic situation.
Trends in the Maltese Islands
Low birth and mortality rates have been experienced in Malta for quite some time now, demographically we call this late transitional. This means that the population will be moving towards a post- transitional period and increase will be very low or none at all. Further rises in life expectancy, especially for females are to be expected but migration is still a volatile component to be considered. According to the 2001 report Malta is one of the highest in Europe when it comes to life expectancy with an average of 77.5 for both males and females. Postponement of death is mainly due to betterment in health services and a decrease in degenerative diseases. Other factors that increase life expectancy are the improvements in living standards.
Women tend to live more than men. According to the 2001 Planning Authority Demography Topic Paper, women tend to 'engage less in life threatening lifestyles, such as alcoholism... less exposed to hazardous work environments.' (Miljanic Brinkworth, Vassallo, Pace Asciak, Formosa, Brigulio and Bhowmick, 2001). Until 2000 the gender gap will continue to widen and after 2005 it is expected to narrow. At 2020 life expectancy will be 78 for males and 83 for females (Miljanic Brinkworth et al., 2001)
During the 1990's life expectancy increased, with a fluctuation for males. In 2020, females' life expectancy is expected to stabilize while male life expectancy will continue to rise to about 76.5 (Miljanic Brinkworth et al., 2001). Since the age of the population is going to increase, planners must start to think about the changes in housing, community care, old people's homes, pension sustainability, schools and hospitals and so on.
Since 1985 fertility rates have been on the decrease. This is due to a number of reasons; more women are working, studying and therefore postponing marriage and having children to a later stage in their life. Fewer children are also being born due to these factors. Fertility rates have fallen below the replacement level of 2.1 according to the census, 35% of mothers have two children while 18% have 1 child (Miljanic Brinkworth et al., 2001). Since the number of children born are less than ever, this will have repercussions that planners must take into consideration e.g. education, employment, housing etc. Is it worth building more schools when there won't be enough children to use them? Will there be enough people working to sustain the pensions of the larger ageing population in the coming years? Will there be more migration because of better jobs abroad and how will this effect Malta? With the increase of migrants in Malta, how will this affect the population trends?
Migration is a problem for calculating population change since it is very volatile. The post war period in Malta was dominated by three net migration peaks, with a decade apart. 1954 was the year most people left Malta, with a total of 11,447, followed respectively by the years 1950, 1964 and 1965 with over 8000 migrants in each year. From 1976 to 1997 there were a number of migrants that returned to Malta, mainly dominated by males (Miljanic Brinkworth et al., 2001). These movements of people obviously had repercussions on the population structure. Since we have now joined the EU, migration is once again on the agenda. Will there be a migration of men alone or will whole families migrate? One must also note that people will migrate to Malta as a result of our joining the EU. In recent years we have seen an increase of illegal immigrants and refugees on our shores coming from the African continent. Some of these will proceed to other European countries or USA, while others will set up family here. This is an issue planners must keep in mind as this will have a bearing on projections.
The 2001 Planning Authority study based the regional population projections on the seven local plans mentioned before. This was done to chart the internal migration in Malta, with the census data as the authoritative source. Economic prospects, ideal environment, housing availability and so on are linked to internal migration. Child bearing has no relevance in this sector since fertility rates do not vary among local plans. The same can be said on mortality rates. Size and structure though have an effect on internal migration. In the Grand Harbour Local Plan, with the current conditions, by the year 2020 the population will have decreased to 6700 from 30700. The urban and social fabric will automatically have severe consequences. Internal migration is estimated at 3% of the total population, and is usually in their own locality of vicinity. An increase in population is expected in all localities except for the Grand Harbour local plan (Miljanic Brinkworth et al., 2001).
For structure plan review purposes household projections are required in order to plan for housing provisions, urban services, transport, education and recreation. The projections are based on an analysis of households by age and gender. An increase of households can be expected since female independence has increased and there are a greater number of separations, and single mothers. Co- habitation is also on the increase though not as much as in Europe. This could be because co-habitation is not yet so accepted in Malta and accommodation is not cheap. Renting is not an option for many people. Many do not leave their parents' home until they are married and this is prolonged more for those who continue their tertiary education. Males marry later than females and therefore stay longer in their parental homes (Decannini, 1999 as cited in Miljanic Brinkworth et al., 2001).

Other spectacles in Angeles City are its festivals. One of the most eagerly awaited is the Philippine Hot Air Balloon Fiesta where participants from across the globe join in; another popular event is the Sisig Festival, which is a commemoration of the Sisig, renowned dish of Pampanga. The La Naval Fiesta is religious in nature, and began as a thanks for the Blessed Virgin Mary, whom the people credited for helping the Spanish defeat the Dutch.
Angeles City also boasts some of the best schools and universities in the country. Educational institutions like AMA Computer College, STI, University of the Philippines, OB Montessori and the Asian Institute of College Studies, are found throughout the city.
