chroot uses packages in the mounted environment, as all it does is just change the root, so whilst in the chroot, you can access anything outside of it

maybe slightly :3 washing your hair properly on a (semi) regular basis will do much more good than brushing it, but forgetting either ever so often isn't the end of the world
