Philippines Economic Update - Securing Clean Energy Future (English)
The Philippine economy outperformed its regional peers, expanding by 6.4 percent in the first quarter of 2023. The continued release of pent-up demand as well as recovering labor market, steady remittances, and tourism rebound supported domestic activity. Weak global conditions, however, tempered external demand, which weighed on manufacturing and net exports. Domestic demand remained robust despite elevated inflation. To address inflationary pressure and anchor inflation expectations, the Bangko Sentral ng Pilipinas (BSP) has raised the key policy rate by an additional 75 bps since January 2023. Meanwhile, a decline in public spending led to a narrower fiscal deficit. With robust economic growth, unemployment declined despite higher labor force participation, but the quality of jobs remains a concern.

President Ferdinand R. Marcos Jr. wants a “more cohesive” manner in addressing the problem of hunger and the indigency in the country, Health Secretary Ted Herbosa Jr. said on Tuesday.
In a news briefing in Malacañang, Herbosa said the chief executive does not want a duplication in the feeding programs of the various government agencies, noting that a unified approach in tackling the major concerns of the country should be put in place.
“The President wanted a more cohesive approach (for) this problem of hunger and addressing the poor. And he was asking, ‘I don’t want duplication…’ kasi nga baka paulit-ulit lang iyong ibang agency nagpi-feeding program – mayroon sa LGU (local government unit), mayroon sa DepEd (Department of Education), mayroon sa DSWD (Department of Social Welfare and Development), mayroon sa DOH (Department of Health),” Herbosa said.
“We’re trying to now put them all together in one unified ‘life stages’ approach. So, iyon ang pino-propose ko sa President. I think the way to approach it is a life stage and umpisa doon sa buntis,” he added.
During an earlier sectoral meeting with the President, Herbosa noted the chief executive commented: ‘Who’s taking care of the pregnant teenager who needs to understand what micronutrients to take when they’re pregnant? What type of food to eat?’
“Wala eh. So that’s another thing that’s been—nautos na rin sa akin iyan. That’s gonna be the Department of Health’s activity,” he pointed out, adding that they would be coming out with a plan with other government agencies to address stunting and malnutrition in the country.
Based on figures from the Food and Nutrition Research Institute, stunting rates for ages 0 to 23 months old is 21.6 percent or one in five children while for children under five years old, the stunting rate is 28.7 percent.
For malnutrition rate, Herbosa said the children in daycare facilities, which is handled and supervised by DepEd, it is pegged at 20 percent.
“So one in five kids, I need to feed properly with correct nutrients,” the DOH Secretary said.
“Ang sabi ko sa President, pagdugtong-dugtungin natin iyan parang barbeque – safety net iyong huli. Kasi iyong sa school age which is the emphasis before of the past administration, huli na ang brain development kaya mababa ang IQ (intelligence quotient) ng mga Pilipino,” Herbosa said, noting that with the first 1,000-day approach is the best way to assist breastfeeding mothers via the voucher or the food stamp program.
Herbosa said he is thankful that the Marcos administration is focusing on the hunger mitigation program because it would mean less problems in the health sector.
“I’m glad that the President and Secretary Rex are focusing on food stamps and hunger because I will have less problems in health. Kasi tandaan ninyo, nutrition is related to wellness. That means, ito rin iyong mga batang magkaka-TB, magkaka-bronchopneumonia, mao-ospital,” he said.
“If I have good nutrition in children, hindi mapupuno ang ospital kasi malulusog iyong mga bata, makakapasok sila sa eskwela, ga-graduate sila ng K-12, pwede silang magtrabaho at hindi sila sakitin,” Herbosa added. (PND)

PBBM approves pilot testing of gov’t food stamp program
President Ferdinand R. Marcos Jr. has approved the pilot testing of the food stamp program intended for one million poor families as part of the administration’s thrust to combat poverty, malnutrition and hunger, the country’s social welfare secretary said on Tuesday.
“The President approved the run of the pilot, which is fully funded through grants – grants from the ADB [Asian Development Bank], JICA [Japan International Cooperation Agency] and the French Development Agency. So, that will be US$3 million all in all,” Social Welfare Secretary Rex Gatchalian said in a press briefing in Malacañang.
“There’s a provision to expand it. ADB is still working on another trust fund so that we can expand the pilot. But other than that, it’s all green light, go na for the pilot which will take place shortly.”
Through the pilot testing, Gatchalian said the Department of Social Welfare and Development (DSWD) and other involved agencies will see the nuances and determine what needs to be improved and enhanced, and what items have to be discontinued.
The government wants to avoid wasteful spending and make sure that when the program is expanded for its regular run, the government is doing it correctly, according to the DSWD chief.
The President, Gatchalian said, also wants to bring in pregnant, lactating mothers as the DSWD has started looking into the stunting problem in the country in order to effectively implement the First 1,000 Days Law (RA 11148).
“So paiigtingin natin iyang programa na iyan para ma-synchronize naman natin siya dito sa upcoming natin na food stamps program,” he said.
“Uulitin namin, ang marching order ng Pangulo, dapat malabanan natin ang stunting at ang gutom; pagsasanib-puwersa ng mga iba’t ibang programa ng gobyerno para hindi sila piece by piece ang turing sa mga programa.”
The food stamp program or the “Walang Gutom 2027” aims to provide electronic benefit transfers that will be loaded with food credits amounting to P3,000 to purchase a select list of food commodities from DSWD accredited local retailers.
It intends to target the bottom one million households from Listahanan 3 who belong to the food poor criteria as defined by the Philippine Statistics Authority (PSA).
The DSWD has identified five pilot sites coming from different geopolitical characteristics: one in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), what used to be a former conflict area; one in geographically isolated regions or provinces; one in urban poor settings; one will be calamity-stricken areas; and, one will be a rural poor area. DSWD readies 3,000 family tents as 26 families evacuate from 6-km danger zone; Albay gov thanks DSWD chief for aggressive preps
The Department of Social Welfare and Development is readying 3,000 family tents that will be used by possible evacuees coming from the 6-kilometer permanent danger zone designated by the Philippine Institute of Volcanology and Seismology (PHIVOLCS).
On Friday (June 9), 26 families living in Sitio Nagsipit in Barangay Mariroc, Tabaco City were evacuated from their residence which is within the 6-kilometer permanent danger zone.
DSWD Bicol Regional Director Norman Laurio said the forced evacuation was facilitated by barangay officials of Mariroc and the Tabaco City government. The affected residents are now being sheltered at the Pawa evacuation center,
Assistant Secretary Marlon Alagao of the DSWD Disaster Response and Management Group (DRMG) said the 3,000 family tents will be used by the projected 15,000 families living in the expanded 8-10 kilometer danger zone.
“The deployment of big family tents was specifically requested by Legazpi City Mayor Carmen Geraldine B. Rosal in case of evacuation since Legazpi barangays are located within the 8-10 kilometer danger zone,” Asst. Secretary Alagao said.
The DRMG assistant secretary said that on top of the 54,000 family food packs already pre-positioned in Albay province, an additional 68,000 FFPs will be sent by the DSWD Central office based on the target of 102,000 FFPs for the province where Mt. Mayon is located.
In his Facebook post, Governor Lagman thanked Secretary Gatchalian for providing Albay with all the needed food items that have been prepositioned to the warehouse provided by the provincial government of Albay.
“I was also very happy when Sec. Rex informed me that Albay will receive One Hundred Two Thousand (102,000) FFPs. Salamat po, Sec. Rex,” Gov. Lagman said.
Asst. Sec. Alagao said the evacuation centers are now being readied by the different local government units (LGUs) in Albay since they are the ones on the ground and they are in the position to determine how many centers will be on stand-by.
“Aside from the FFPs, the DSWD Central Office will also distribute non-food items such as kitchen kits and hygiene kits for families who will be sheltered in the tents and evacuation centers,” the DRMG Asst. Secretary said.
“Augmentation from other neighboring field offices is also an option to intensify support on the massive needs of food and non-food items,” Asec. Alagao added.
DSWD FO V Director Laurio earlier reported that he visited the Reception and Study Center for Children (RSCC) and Haven for Women and Girls in Barangay Nasisi, Ligao City to check on their contingency plan and readiness for the Mayon eruption.
Director Laurio noted that during the 2018 eruption, the occupants of the RSCC and Haven and the immediate community were evacuated due to the heavy ashfall since Ligao City is within the 10-kilometer danger zone.
“They have conducted a drill for possible evacuation. They have Go Bags for the residents and they have already coordinated with the possible evacuation site. I reminded them to take extra care in handling the residents and that they should be separated from other evacuees. Two ambulances are on standby for mobility and still instructed them to coordinate with LGU Ligao for transport just in case evacuation is required,” the FO V director reported to the Central Office.
The 2018 Mayon eruption lasted 2 months and 16 days, from Jan. 13, 2018 until March 29, 2018, with the total number of families affected pegged at 23,786 and were given temporary shelter in 96 evacuation centers.
The total FFPs provided by DSWD to the affected families in 2018 was placed at 179,428 FFPs.
A total of nine cities and municipalities in Albay province were affected by the 2018 eruption. These include Camalig (3,237 families in 14 affected barangays); Daraga (3,482 families in 6 barangays; Guinobatan (3,693 families in 7 barangays); Ligao (1,411 families in 5 barangays); Malilipot (1,349 families in 3 barangays); Tabaco City (1,940 families in 9 barangays); Sto. Domingo (3,932 families in 7 barangays); Legazpi City (4,603 families in 9 barangays) and Bacacay (139 families in 1 barangay).#
